VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street June 20, 2016 - 6:00 PM Meeting Minutes CALL TO ORDER The June 20, 2016 Village Board meeting was called to order by President Chris Zellner at 6:03 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus Absent: John Laubmeier Also Present: Julee Helt, Todd Schmidt, Dave Ferris, Kevin Even, Caitlin Stene, Bryan Kleinmaier, Don Tierney, Jerry Tierney, Mike Lawton, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Sue Springman, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 7, Against: 0. 1. Approve June 6, 2016 Village Board Minutes Motion to approve June 6, 2016 Village Board minutes. 2. Approve Routine Bills Motion to approve invoices per the schedule(s) of routine bills. 3. Approve Non-Routine Bills Motion to approve invoices per the schedule of non-routine bills. 4. Approve Temporary Class "B" License Application for American Legion Post 360 for WaunaFest on July 28-31, 2016 Motion to approve Temporary Class "B" license application for American Legion Post 360 for WaunaFest on July 28-31, 2016 subject to the following conditions: Entrance of beer tent be staffed from open to close by paid security personnel for the purpose of checking ID's and signs must be posted at the entrance of the beer tent indicating "No one under the age of 21 is allowed in the beer tent after 8:00 p.m." 5. Approve Temporary Operator License Applications Motion to approve Temporary Operator License applications for Gary S. Acker, Gene W. Schneider, Sandy L. Johnson, Shirley A. Kubiak, Tom J. Parker, Mark J. McWilliams, Richard P. Seeger, Gordy A. Acker, Beth Puccetti, and Thomas C. Acker. 6. Approve Temporary Class "B" License Application for the Waunakee Area Chamber of Commerce for WaunaBoom on July 4, 2016 Motion to approve Temporary Class "B" license application for the Waunakee Area Chamber of Commerce for WaunaBoom on July 4, 2016 subject to the following conditions: 40 x 80 fenced-in tent located on the Ripp Park tennis court parking lot, with security provided, children not allowed in tent after 5:00 p.m., operating from 2:00 p.m. 11:00 p.m., and closed during fireworks display. 7. Approve Purchase of Ferris Is3200Z Lawn Mower Motion to approve purchase of Ferris Is3200Z. PUBLIC COMMENT There was no comment from the public. PUBLIC HEARING 1. Discussion and Take Action on Proposed Amendment to General Development Plan, Kilkenny Farms Lots 263 and 264 The public hearing to consider a proposed amendment to the General Development Plan for Kilkenny Farms Lots 263 and 264 was opened at 6:09 p.m. and closed at 6:13 p.m. Motion by Steve Kraus, second by Gary Herzberg, to approve the amendment to the Kilkenny Farms GDP for Lots 263 and 264. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discussion and Take Action on Amendment to Village Comprehensive Plan for Kilkenny Farms Lots 263 and 264 General Development Plan The public hearing to consider a proposed amendment to the Village of Waunakee Comprehensive Plan for Kilkenny Farms Lots 263 and 264 General Development Plan was opened at 6:09 p.m. and closed at 6:13 p.m. Motion by Steve Kraus, second by Gary Walden, to approve the ordinance adopting an amendment to the Village of Waunakee Comprehensive Plan and the Waunakee/Westport Joint Planning Area Comprehensive Plan for Kilkenny Farms Lots 263 and 264 General Development Plan. Motion Passed. For: 6, Against: 0, Absent: 1. LICENSES/PERMITS 1. Discuss and Take Action on Annual Operator License Applications Motion by Phil Willems, second by Gary Herzberg, to approve Operator License applications for all applicants listed on attached roster subject to successful completion of an approved responsible beverage server training course. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Operator License Applications for Jacob W. Ledford and Tamara J. Falk Motion by Gary Herzberg, second by Phil Willems, to deny operator license applications for Jacob W. Ledford and Tamara J. Falk consistent with the Policy for Review of Operator License Applications. Motion Passed. For: 6, Against: 0, Absent: 1. NEW BUSINESS 1. Discuss and Take Action on Agreement with Baker Tilly to Provide Interim Finance Services Motion by Gary Herzberg, second by Steve Kraus, to authorize the Village Administrator to engage Baker Tilly in hiring Dave Ferris to provide interim finance services and onsite staff to handle accounts payable as needed. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Potential Property Acquisition in Downtown Area for Public Improvements *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Gary Walden, second by Gary Herzberg, to convene in closed session at 6:31 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session related to potential property acquisition in downtown area for public improvements. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed. For: 6 - Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Against: 0, Absent: 1. OLD BUSINESS 1. Discuss and Take Action on Finance Director Position Options and Organizational Structure *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(c) for the purposes of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Sue Springman, second by Steve Kraus, to convene in closed session at 6:32 p.m. as authorized by Wisconsin Statute 19.85(1)(c) for the purposes of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility related to Finance Director position options and organizational structure. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed.
