VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street July 5, 2016 - 6:00 PM Meeting Minutes CALL TO ORDER The July 5, 2016 Village Board meeting was called to order by President Chris Zellner at 6:03 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus Absent: John Laubmeier Also Present: Todd Schmidt, Kevin Even, Laurie Helt, Nila Frye, Chuck Gates, Bryan Kleinmaier, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Gary Herzberg, second by Sue Springman, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 6, Against: 0, Absent: 1. 1. Approve June 20, 2016 Village Board Minutes Motion to approve June 20, 2016 Village Board minutes. 2. Approve Schedule of Bills Motion to approve invoices per the schedule(s) of bills. PUBLIC COMMENT Trustee Phil Willems congratulation President Chris Zellner and his team on a well-run WaunaBoom celebration. Nila Frye agreed that WaunaBoom was a wonderful celebration. Administrator Todd Schmidt reported he had recently attended a conference and would like to implement something he learned. He would like to add a "pride item" to each Village Board agenda. This meeting's "pride item" was the many comments the Village has received regarding the beautiful flower baskets and planters on Main Street. PRESENTATIONS 1. Update from Dane County Cities and Villages Association by Forbes McIntosh Forbes McIntosh, lobbyist for the Dane County Cities and Villages Association (DCCVA), was present to report on recent activities and issues. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Kyle R. Gilles and Danielle M. Parfait Motion by Gary Herzberg, second by Phil Willems, to deny operator license applications for Kyle R. Gilles and Danielle M. Parfait consistent with the Policy for Review of Operator License Applications. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Operator License Applications for Ricky J. Pertzborn, Shawn M. Dettmann, Cassandra E. Balun, Jannis Nicole Corrales, Ruben Esteves-Sumano, Tonia Angeles-Ramirez, and Derek Dineen Motion by Phil Willems, second by Gary Walden, to approve operator license applications for Ricky J. Pertzborn, Shawn M. Dettmann, Cassandra E. Balun, Jannis Nicole Corrales, Ruben Esteves-Sumano, Tonia Angeles-Ramirez, and Derek Dineen, subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 6, Against: 0, Absent: 1. NEW BUSINESS 1. Discuss and Take Action on Proposed Memorandum of Understanding Between the Village of Waunakee and Dane County Relating to Contaminated Real Estate Site Inspection Motion by Sue Springman, second by Phil Willems, to approve the Memorandum of Understanding between the Village of Waunakee and Dane County and authorize the Village Administrator to execute the MOU on behalf of the Village. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on NR 716 Investigation Agreement for Waunakee Alloy Site Motion by Gary Herzberg, second by Steve Kraus, to authorize staff to approve NR 716 assessment contract amendment. Motion Passed. For: 6, Against: 0, Absent: 1. 3. Discuss and Take Action on Proposed Amendment to Development Agreement with RenewAire Motion by Phil Willems, second by Gary Walden, to grant staff the authority to work with RenewAire to prepare and execute a short development agreement amendment consistent with Al Reuter's letter dated June 17, 2016. Motion Passed. For: 6, Against: 0, Absent: 1. 4. Discuss and Take Action to Appoint Interim Treasurer Motion by Gary Herzberg, second by Gary Walden, to appoint Village Clerk Julee Helt to serve in interim capacity as the Village Treasurer.
