VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street July 18, 2016 - 6:00 PM Meeting Minutes CALL TO ORDER The July 18, 2016 Village Board meeting was called to order by President Chris Zellner at 6:04 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus (arrived at 6:06 p.m.) Absent: John Laubmeier Also Present: Julee Helt, Todd Schmidt, Kevin Even, Bryan Kleinmaier, Mike Lawton, Nila Frye, Jerry Tierney, Alex Foley, Andrew Foley, Jay Williamson, Andrea Foley, Mike Foley, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Gary Walden, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 6, Against: 0, Absent: 1. 1. Approve July 5, 2016 Village Board Minutes Motion to approve July 5, 2016 Village Board minutes. 2. Approve Schedule of Bills Motion to approve check numbers ranging from 73394 through 73415, totaling $108,956.81, and check number 73393, totaling $235.00. 3. Approve Proclamation Declaring Children's Vision and Learning Month in Village of Waunakee Motion to approve Proclamation Declaring Children's Vision and Learning Month in the Village of Waunakee. 4. Approve Temporary Class "B" License Application for Waunakee Area Chamber of Commerce for WaunaFest Run on July 30, 2016 Motion to approve the Temporary Class "B" license application for Waunakee Area Chamber of Commerce for WaunaFest Run on July 30, 2016. 5. Approve Temporary Class "B" License Application for Waunakee Area Chamber of Commerce for WaunaFest on July 28-31, 2016 Motion to approve the Temporary Class "B" License Application for Waunakee Area Chamber of Commerce for WaunaFest on July 28-31, 2016 subject to the following conditions: Entrance to the beer tent must be staffed from open to close by paid security personnel for the purpose of checking ID's, and signs must be posted at the entrance of the beer tent indicating "No one under the age of 21 is allowed in the beer tent after 8:00 p.m." 6. Approve Temporary Operator License Applications for Diane Anderson and Michael W. Steinl Motion to approve Temporary Operator License applications for Diane Anderson and Michael W. Steinl subject to review by the Waunakee Police Department. 7. Approve Easement in Village Park for Charter Communications Motion to approve easement in Village Park for Charter Communications. PUBLIC COMMENT Administrator Todd Schmidt provided a "pride moment" from a visiting youth baseball team regarding the sportsmanship of the Waunakee team they played. Steve Kraus arrived at 6:06 p.m. PRESENTATIONS 1. Discuss and Take Action on Proclamation Honoring Eagle Scout Andrew Michael Foley Motion by Sue Springman, second by Phil Willems, to approve the Proclamation Honoring Eagle Scout Andrew Michael Foley. Motion Passed. For: 6, Against: 0, Absent: 1. President Zellner presented the proclamation to Andrew Foley. PUBLIC HEARING 1. Discuss and Take Action on Certified Survey Map and Rezone Request for Jay Williamson, 5770 STH 113, Town of Westport The public hearing to consider a Certified Survey Map and rezone request for Jay Williamson, 5770 STH 113, Town of Westport, was opened at 6:10 p.m. and closed at 6:11 p.m. Motion by Gary Herzberg, second by Steve Kraus, to approve the Certified Survey Map and rezone request for Jay Williamson, 5770 STH 113, Town of Westport, as recommended by the Joint Plan Commission. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Certified Survey Map for Lot 266 Kilkenny Farms The public hearing to consider a Certified Survey Map for Lot 266 Kilkenny Farms was opened at 6:12 p.m. and closed at 6:13 p.m. Motion by Steve Kraus, second by Gary Walden, to approve the Certified Survey Map for Lot 266 Kilkenny Farms as presented conditioned upon updating of the Kilkenny Farms GDP Exhibit A. Motion Passed. For: 6, Against: 0, Absent: 1. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Application for Ellen Schaaf Motion by Phil Willems, second by Steve Kraus, to approve an operator license application for Ellen Schaaf subject to successful completion of an approved responsible beverage training course and review by the Waunakee Police Department. Motion Passed. For: 6, Against: 0, Absent: 1. NEW BUSINESS 1. Discuss and Take Action on Initial Resolution Authorizing the Borrowing of Not to Exceed $1,030,000 and Providing for the Issuance and Sale of Waterworks and Electric System Mortgage Revenue Bonds Motion by Phil Willems, second by Steve Kraus, to approve the refinancing of $1,030,000 Waterworks and Electric System Mortgage Revenue Bonds. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Village Acquisition of Property Interests for CTH Q Road Construction Project/Lone Star Holdings LLC *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Phil Willems, second by Steve Kraus, to convene in closed session at 6:16 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session related to Village acquisition of property interests from Lone Star Holdings LLC for CTH Q road construction project. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed. For: 6 - Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Against: 0, Absent: 1. Motion by Gary Herzberg, second by Sue Springman, to reconvene in open session at 6:48 p.m. Motion Passed. For: 6, Against: 0, Absent: 1. Motion by Sue Springman, second by Gary Herzberg, to reaffirm an offer of $144,250 for the jurisdictional offer to be made by the Town of Westport to Lone Star Holdings LLC for property interests to be acquired for the Town of Westport/Village of Waunakee joint road project for CTH Q. Motion Passed. For: 6, Against: 0, Absent: 1. 3. Discuss and Take Action on Finance Director Position *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85 (1)(c) for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. No action taken.
