VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street August 1, 2016 - 6:00 PM Meeting Minutes CALL TO ORDER The August 1, 2016 Village Board meeting was called to order by President Chris Zellner at 6:00 p.m. ROLL CALL Present: Phil Willems, Gary Walden, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus Absent: John Laubmeier Also Present: Julee Helt, Todd Schmidt, Kevin Even, Caitlin Stene, Jean Elvekrog, Brittany Gitzlaff, Roberta Baumann CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Steve Kraus, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 6, Against: 0, Absent: 1. 1. Approve July 18, 2016 Village Board Minutes Motion to approve July 18, 2016 Village Board minutes. 2. Approve Schedule of Bills Motion to approve check numbers ranging from 73422 through 73456 totaling $381,506.30, and check numbers 1602231 and 1602232 totaling $135,443.77. PUBLIC COMMENT Library Board President Jean Elvekrog introduced Interim Library Director Brittany Gitzlaff. Administrator Todd Schmidt shared a pride moment about request, investigation, and installation of stop signs at the intersection of Aldora Lane and Spahn Drive. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Shawn M. Dettmann, Bryan J. Hopping, and Michael Myshkowec Motion by Steve Kraus, second by Phil Willems, to approve operator license applications for Shawn M. Dettman, Bryan J. Hopping, and Michael Myshkowec subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 6, Against: 0, Absent: 1. NEW BUSINESS 1. Discuss and Take Action on Ordinance Repealing and Recreating Section 2-37 Related to Salaries No action taken. Trustees requested the issue be placed on an agenda in May 2017. 2. Discuss and Take Action to Amend Personnel Handbook Motion by Gary Herzberg, second by Steve Kraus, to approve recommended Village of Waunakee Personnel Handbook changes as presented by Village Administration to be effective immediately with the exception of changes to the holiday language which will be effective January 1, 2017. Motion Passed. For: 6, Against: 0, Absent: 1. 3. Discuss and Take Action to Appoint Finance Director, Assign Village Treasurer Duties, and Approve Salary and Vacation Allotment *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85 (1) (c) for the purpose of considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Gary Herzberg, second by Steve Kraus, to convene in closed session at 6:28 p.m. as authorized by Wisconsin Statute 19.85 (1) (c) for the purpose of considering employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility as it relates to appointing a new Finance Director. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed. Motion by Gary Herzberg, second by Steve Kraus, to reconvene in open session at 6:54 p.m. and discuss and take action on the subject matter discussed in closed session. Motion Passed. For: 6, Against: 0, Absent: 1. Motion by Steve Kraus, second by Sue Springman, to approve the appointment of Renee Meinholz as the Village's new Finance Director, hire at an annual salary of $98,200 (fixed for 6 months; upon satisfactory 6 month performance review place on the Village's compensation plan at the step higher than $98,200), grant an allocation of 3 weeks of annual vacation, and assign Treasurer duties upon start of employment.
