CALL TO ORDER
The August 15, 2016 Village Board meeting was called to order by President Chris Zellner at
6:07 p.m.
ROLL CALL
Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg (arrived at 6:09 p.m.),
Steve Kraus
Absent: Gary Walden, John Laubmeier
Also Present: Julee Helt, Todd Schmidt, Kevin Even, Bryan Kleinmaier, Tim Herlitzka, Phil
Cosson, Candace May, Connie Koeck, David (Tony) Koeck, Don Tierney, Mike Schott,
Roberta Baumann
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Steve Kraus, to approve the Consent Agenda including all
of the items listed below.
Motion Passed. For: 4, Against: 0, Absent: 3.
1. Approve August 1, 2016 Village Board Minutes
Motion to approve August 1, 2016 Village Board minutes.
2. Approve Schedule of Bills
Motion to approve check numbers ranging from 73465 through 73489 totaling $78,367.72,
73490 through 73494 and 73496 through 73503 totaling $147,592.64, and voiding check
number 73495.
PUBLIC COMMENT
President Zellner offered a moment of silence to remember Trustee John Laubmeier in his
passing. He also thanked past President Rich Murphy for sharing a newspaper clipping
from Waunakee's early days.
Gary Herzberg arrived at 6:09 p.m.
LICENSES/PERMITS
1. Discuss and Take Action on Change of Agent for Brix 340 LLC
Motion by Phil Willems, second by Steve Kraus, to approve David A. Koeck as agent for Brix
340 LLC.
Motion Passed. For: 5, Against: 0, Absent: 2.
2. Discuss and Take Action on Operator License Applications for Tracy P. Briggs
and Shelby L. I. Dimick
Motion by Gary Herzberg, second by Sue Springman, to approve operator license applications
for Tracy P. Briggs and Shelby L. I. Dimick subject to successful completion of an approved
responsible beverage server training course and review by the Waunakee Police Department.
Motion Passed. For: 5, Against: 0, Absent: 2.
NEW BUSINESS
1. Discuss and Take Action on Strand Task Order No.16-02 and 16-03 for 2016
CTH Q Construction and Design Related Services
Motion by Steve Kraus, second by Sue Springman, to approve Strand Task Order Nos. 16-02
and 16-03 for 2016 CTH Q construction and design-related services.
Motion Passed. For: 5, Against: 0, Absent: 2.
2. Discuss and Take Action on Resolution Awarding the Sale of Not to Exceed
$1,030,000 Waterworks and Electric System Mortgage Revenue Refunding
Bonds, Series 2016B
Motion by Sue Springman, second by Steve Kraus, to approve Resolution Awarding the Sale of
Waterworks and Electric System Mortgage Revenue Refunding Bonds, Series 2016B in an
Approximate Amount of $1,030,000.
Motion Passed. For: 5, Against: 0, Absent: 2.
3. Discuss and Take Action on Proposed Phase IV Development Agreement for
Kilkenny Farms Residential Development
Motion by Phil Willems, second by Sue Springman, to approve the Kilkenny Farms Phase IV
Development Agreement.
Motion Passed. For: 5, Against: 0, Absent: 2.
4. Discuss and Take Action on Potential Options for Village Participation in
Redevelopment of South Side of E. Verleen Avenue Between N. Madison Street
and Margurite Street *The Village Board may convene in closed session as
authorized by Wisconsin Statute 19.85 (1) (e) for the purpose of deliberating or
negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or bargaining
reasons require a closed session. The Village Board may reconvene in open
session and discuss and take action on the subject matter discussed in closed
session.
Motion by Gary Herzberg, second by Phil Willems, to convene in closed session at 6:36 p.m. as
authorized by Wisconsin Statute 19.85 (1) (e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related to
potential options for Village participation in redevelopment of the south side of E. Verleen
Avenue between N. Madison Street and Margurite Street. The Village Board may reconvene in
open session and discuss and take action on the subject matter discussed in closed session.
Motion Passed. For: 5 - Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve
Kraus, Against: 0, Absent: 2.
