CALL TO ORDER
The September 19, 2016 Village Board meeting was called to order by President Chris Zellner at
6:00 p.m.
ROLL CALL
Present: Chris Zellner, Steve Kraus, Gary Herzberg, Susan Springman, Phil Willems, Gary
Walden
Absent: None

OLD BUSINESS
1. Discuss and Take Action on Village Trustee Vacancy and Committee
Appointments
Motion by Phil Willems, second by Gary Herzberg, to appoint Brian Malich to the Plan
Commission.
Motion Passed. For: 6, Against: 0.
Motion by Steve Kraus, second by Sue Springman, to appoint Bill Ranum to fill John
Laubmeier’s unexpired term until April 17, 2018.
Motion Passed. For: 6, Against: 0.
Bill Ranum joined the meeting as a Trustee.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Gary Herzberg, to approve the Consent Agenda including
all of the items listed below.

Motion to approve September 6, 2016 Village Board minutes.
2. Approve Schedule of Bills
Motion to approve check numbers ranging from 73623 through 73663 totaling $279,081.55.
3. Approve NAMI Contract for HVAC Control System Replacement – Waunakee
Village Center
Motion to approve the HVAC Control System Proposal Contract with NAMI.
4. Approve Resolution Advising State Government to #JustFixItWI Regarding
Transportation Infrastructure Shortcomings
Motion to approve the Resolution Advising State Government to #JustFixItWI Regarding
Transportation Infrastructure Shortcomings.
PUBLIC COMMENT
There was no comment from the public. Administrator Todd Schmidt shared a recorded voice
message from Marcus Roelke complimenting the Village on a wonderful job on the
reconstruction of Fourth Street.
REPORTS
1. Update by Village Administrator on Staffing
Administrator Schmidt provided an update on staffing changes occurring in several Village
departments.
LICENSES/PERMITS
1. Discuss and Take Action on Operator License Applications for Rakshit P. Patel
and Shana M. Fisher
Motion by Steve Kraus, second by Bill Ranum, to approve operator license applications for
Rakshit P. Patel and Shana M. Fisher subject to successful completion of an approved
responsible beverage server training course and review by the Waunakee Police Department.
Motion Passed. For: 7, Against: 0.
2. Discuss and Take Action on Class "A"/"Class A" Liquor License Application for
Yogi Enterprise LLC dba Waunakee Citgo
Motion by Steve Kraus, second by Phil Willems, to approve a new Alcohol Beverage License
application for Yogi Enterprise LLC, dba Waunakee Citgo, premise identified as building
located at 206 S. Century Avenue, with liquor secured behind the counter, subject to possession
of a current seller's permit, payment of outstanding liquor bills, and payment of all outstanding
bills or monies owed the Village.
Motion Passed. For: 7, Against: 0.
3. Discuss and Take Action on Change of Premise for Cuco's Inc., dba Cuco's
Mexican Restaurant
Motion by Phil Willems, second by Bill Ranum, to approve a premise change for Cuco’s Inc.,
dba Cuco’s Mexican Restaurant, to include a 550 sq. ft. outdoor patio with 42" high fenced in
area on the north and west side of the building.
Motion Passed. For: 7, Against: 0.
4. Discuss and Take Action on Change of Premise for The Lone Girl Brewing Co-
Waunakee, LLC, dba The Lone Girl Brewing Company
Audrey Gardill, 107 W. Second Street, Linda and Gerry Ashmore, 114 South Street, Bernard
Van Alstine, 202 E. Third Street, and Nila Frye, 404 E. Verleen Avenue, spoke in opposition to
the outside premise at The Lone Girl Brewing Company.
Motion by Chris Zellner, second by Steve Kraus, to approve the amended premise for The Lone
Girl Brewing Co-Waunakee, LLC, dba The Lone Girl Brewing Company, restricting the
rooftop to no live music or additional amplified music that is not part of the currently installed
background music sound system after 9:00 p.m.; volume for all background music must be
lowered to a level that cannot be heard off-premise at 9:00 p.m., Sunday through Thursday, and
at 10:00 p.m., Friday and Saturday; no background music shall be played after 10:00 p.m.,
Sunday through Thursday, or after 11:00 p.m., Friday and Saturday; the rooftop shall close at
11:00 p.m., Sunday Thursday, and at 12:00 midnight, Friday and Saturday; and monthly reports
shall be provided by the Waunakee Police Department regarding call activity, premise
issues, and decibel readings.

5. Discuss and Take Action on Premise Extension for Octopi Brewing, LLC, dba
Octopi Brewing
Motion by Gary Herzberg, second by Steve Kraus, to approve a premise extension for Octopi
Brewing, LLC dba Octopi Brewing, to include all property located at 1131 Uniek Drive for two
special events on October 22, 2016 (anniversary party) and December 9, 2016 (Marketplace).
Motion Passed. For: 7, Against: 0.
NEW BUSINESS
1. Discuss and Take Action on Proposed 2017 Community Services Department
Reorganization
Motion by Gary Herzberg, second by Phil Willems, to include the 2017 Village Center
reorganization in the draft budget.
Motion Passed. For: 7, Against: 0.
2. Discuss and Take Action on Future Village-Waunaboom Collaboration
Motion by Phil Willems, second by Gary Herzberg, to approve Village participation in future
Waunaboom celebrations.
Motion Passed. For: 7, Against: 0.
