CALL TO ORDER
The October 3, 2017 Village Board meeting was called to order by President Chris Zellner at
6:02 p.m.
ROLL CALL
Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum
(arrived at 6:08 p.m.)
Absent: None
Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Kevin Even, Renee Meinholz,
Kevin Plendl, Caitlin Stene, Al Jaeger, Bill Frederick, Steve Zach, Sue McDade, Randy Dorn,

CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the

Motion by Phil Willems, second by Steve Kraus, to approve the Consent Agenda including all
of the items listed below.
Motion Passed. For: 5, Against: 0, Absent: 1.
1. Approve September 19, 2016 Village Board Minutes
Motion to approve September 19, 2016 Village Board minutes.
2. Approve Schedule of Bills
Motion to approve check numbers ranging from 73686 through 73704 totaling $12,482.66 and
ACH payment to JP Morgan totaling $122,449.75.
3. Approve Naming the Hogan Road Park Property "Lion's Park"
Motion to name the park parcel located at 1130 Prairie View, "Lion's Park."
PUBLIC COMMENT
There was no comment from the public.
Administrator Todd Schmidt reported a Waunakee Pride moment when the Library Board
announced the hiring of Erick Plumb as the new Library Director effective November 15, 2016.
PRESENTATIONS
1. 2016 Road Projects Construction Update
Village Engineer Kevin Even reported on the status of this year's road projects including an
update on the CTH Q project which is three weeks behind schedule.
LICENSES/PERMITS
1. Discuss and Take Action on Operator License Applications for Constance R.
Koeck and Kyle P. Bollant
Motion by Steve Kraus, second by Gary Herzberg, to approve operator license applications for
Constance R. Koeck and Kyle P. Bollant, subject to successful completion of an approved
responsible beverage server training course and review by the Waunakee Police Department.
Motion Passed. For: 5, Against: 0, Absent: 1.
NEW BUSINESS
Bill Ranum arrived at 6:08 p.m. but excused himself from the discussion regarding healthcare
insurance plan selection.
1. Discuss and Take Action on 2017 Employee Healthcare Insurance Plan Selection,
2017 Employee Premium Contribution, and/or Resolution to Withdraw from the
Wisconsin Public Employer's Group Health Insurance Program
Motion by Chris Zellner, second by Phil Willems, to leave the Wisconsin Public Employer's
Group Health Insurance Program by approved the resolution to withdraw from the ETF
healthcare insurance program, and select the Unity HMO and POS Plan with a 95%/5%
Village/employee premium contribution.
Motion Passed. For: 5, Against: 0.
Bill returned to the meeting at 6:33 p.m.
2. Discuss and Take Action on Proposed 2017 Waunakee Police Department
Staffing
Motion by Phil Willems, second by Steve Kraus, to include the Waunakee Police Department
staffing proposal in the 2017 draft budget.
Motion Passed. For: 6, Against: 0.
3. Discuss and Take Action on Village Trustee Vacancy and Committee
Appointments
Motion by Phil Willems, second by Gary Herzberg, to accept applications to fill the Trustee
vacancy through Tuesday, October 11, 2016, and have a review committee consisting of Phil
Willems and Chris Zellner provide a recommendation to the entire board for action at the
October 17, 2016 Village Board meeting.
Motion Passed. For: 6, Against: 0.
Motion by Gary Herzberg, second by Steve Kraus, to appoint Chris Thomas to the Waunakee
Utility Commission to serve the remainder of Marv Hellenbrand's term.
Motion Passed. For: 6, Against: 0.
4. Discuss and Take Action on Amendment to Room Tax Ordinance and
Establishment of Tourism Commission
Motion by Gary Herzberg, second by Bill Ranum, to draft amended code language regarding
room tax for Village Board approval and establish a Tourism Commission.
Motion Passed. For: 6, Against: 0.
5. Discuss and Take Action on Retired Employee WRS Settlement* The Village
Board may convene in closed session as authorized by Wisconsin Statute
19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of
public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed
session. The Village Board may reconvene in open session and discuss and take
action on the subject matter discussed in closed session.
Motion by Steve Kraus, second by Gary Herzberg, to convene in closed session at 7:10 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related to
a retired employee WRS settlement. The Village Board may reconvene in open session and
discuss and take action on the subject matter discussed in closed session.
Motion Passed. For: 6 - Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve
Kraus, Bill Ranum, Against: 0.
Motion by Gary Herzberg, second by Sue Springman, to approve the Voluntary Settlement
Agreement of the Parties drafted by the Department of Employee Trust Funds.
Motion Passed. For: 6, Against: 0.
