VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street October 17, 2016 - 6:00 PM Meeting Minutes CALL TO ORDER The October 17, 2016 Village Board meeting was called to order by President Chris Zellner at 6:01 p.m. ROLL CALL Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum Absent: None Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Kevin Even, Renee Meinholz, Sue McDade, Bill Frederick, Jerry Tierney, Bryan Kleinmaier, Mary Horras, Mike Lawton, Jean Elvekrog, Marty O'Connor, Carly Fenske, Paul Orlowski, Eric Hanson, Logan Kabele, Jonathan Orlowski, Jacob Hanson, Sam Ballweg OLD BUSINESS 1. Discuss and Take Action on Village Trustee Vacancy and Committee Appointments Motion by Chris Zellner, second by Phil Willems, to approve the appointment of Sam Ballweg as Trustee to complete the term vacated by Gary Walden expiring April 18, 2017. Motion Passed. For: 6, Against: 0. Sam Ballweg took the oath of office and joined the meeting at 6:04 p.m. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Steve Kraus, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 7, Against: 0. 1. Approve October 3, 2016 Village Board Minutes Motion to approve October 3, 2016 Village Board minutes. 2. Approve Schedule of Bills Motion to approve check numbers ranging from 73705 through 73724 totaling $903,081.72. 3. Approve Temporary "Class B" License Application for Waunakee Professional Women Motion to approve Temporary "Class B" Retailer's License for the Waunakee Professional Women for a wine walk on December 2, 2016 from 5:00 p.m. until 9:00 p.m. for Waunakee Furniture, Ooh La La, Simply Unique, Gather/Art Party Place, Sweet Pea, Jenerate Wellness, Red Barn Company Store, Nails by Marlo, A Health Glow, Fix Fotoworx, Vacation Designers, Weaver's, Majaestic Floors, The Salt Room, Millie's on 2nd, Ecco Salon, Skalitzky Jewelers, and Sapphire Yoga, with premises defined as business building proper (inside), not including any outside property connected to the business address, and to require event organizers, participating business owners, and approved Temporary Operators to attend a mandatory informational meeting to review license requirements. 4. Approve Temporary Operator License Applications Motion to approve Temporary License applications for Beth Ripp, Cassandra Taylor, Catherine Clemens, Crystal Herbrand, Jane Skalitzky, Jennifer Rudis, Jennifer Schmitt, Julie Fix, Marlo Hilgers, Mary Horras, Michelle Endres, Ricky Kessenich, Sarah Lange, Stacy Rierson, Stephanie Agnew, Susan Gardner, and Victoria Schroeder. 5. Approve 2017 Park Shelter Reservation Fees Motion to approve the 2017 Park Shelter Reservation Fees as presented by staff. 6. Approve Election Inspector Appointment Motion to approve the individuals listed on the attachment as Election Inspectors for 2016- 2017. 7. Approve Resolution Authorizing Issuance of Municipal Revenue Obligation in Amount Not to Exceed $850,000 to Hovde 114 Main, LLC Motion to approve Resolution Authorizing Issuance of Municipal Revenue Obligation in Amount Not to Exceed $850,000 to Hovde 114 Main, LLC. 8. Approve Ordinance to Repeal and Recreate Sections 90-46, 90-47(a)(2)(b)(2), and 90-52(b) Relating to Hotel/Motel Room Tax and Create Section 2-366 Relating to Tourism Commission Motion to approve the Ordinance to Repeal and Recreate Sections 90-46, 90-47(a)(2)(b)(2), and 90-52(b) Relating to Hotel/Motel Room Tax and Create Section 2-366 Relating to Tourism Commission. 9. Approve Disposal of Surplus Property - Library Motion to determine property to be surplus and approve disposal of surplus property as presented. PUBLIC COMMENT There was no comment from the public. President Zellner congratulated the Waunakee Fire Department on a successful pancake breakfast and welcomed scouts from Troop 46 working on their Citizenship in the Community merit badge. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Conner L. Hougland, Briana R. Dorn, and Owen Frazier Motion by Steve Kraus, second by Gary Herzberg, to approve operator license applications for Conner L. Hougland, Brianna R. Dorn, and Owen Frazier subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Operator License Application for Jesse Simcox Motion by Steve Kraus, second by Phil Willems, to deny the operator license application for Jesse Simcox consistent with the Policy for Review of Operator License Applications. Motion Passed. For: 7, Against: 0. NEW BUSINESS 1. Discuss and Take Action to Place on File Proposed 2017 Operating and Capital Improvement Budget Motion by Steve Kraus, second by Sue Springman, to direct staff to publish the notice as required by state statutes indicating the proposed budget is available for public review and schedule the public hearing for November 21, 2016. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Proposed Amendment to Development Agreement, Kilkenny Farms Project, Tax Incremental District No. 6 *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Gary Herzberg, second by Steve Kraus, to convene in closed session at 6:54 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session related to a proposed amendment to the Development Agreement for the Kilkenny Farms Project, Tax Incremental District No. 6. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed. For: 7 - Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum, Sam Ballweg, Against: 0. Motion by Phil Willems, second by Gary Herzberg, to reconvene in open session at 8:03 p.m. and discuss and take action on the subject matter discussed in closed session. Motion Passed. For: 7, Against: 0. Motion by Sue Springman, second by Phil Willems, to approve the Amendment to Development Agreement for the Kilkenny Farms Project, Tax Incremental District No. 6, related to At Home Again.
