VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street November 7, 2016 - 6:00 PM Meeting Minutes CALL TO ORDER The November 7, 2016 Village Board meeting was called to order by President Chris Zellner at 6:00 p.m. ROLL CALL Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum, Sam Ballweg Absent: None Also Present: Roberta Baumann, Todd Schmidt, Kevin Even, Renee Meinholz, Ryan Savasta, Jean Elvekrog, Kevin Tebrinke, Garrett Stolen, Ben Peotter, Jeff Steiner, Judy Gericke CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Steve Kraus, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 7, Against: 0. 1. Approve October 17, 2016 Village Board Minutes Motion to approve October 17, 2016 Village Board minutes. 2. Approve Schedule of Bills Motion to approve check numbers ranging from 73725 through 73741 totaling $44,779.23 and 73744 through 73764 totaling $44,861.60. 3. Approve Temporary Operator License Applications Motion to approve Temporary Operator License applications for Richard H. Maier and James R. Kluck. 4. Approve Temporary Class "B"/"Class B" License Application for Knights of Columbus Council 6371 Motion to approve the application for a Temporary Class "B"/"Class B" License for the Knights of Columbus Council 6371 with the licensed premise limited to designated sales and consumption area within the building located at 114 East Third Street. 5. Approve Revisions to Accounts Payable Processing Policy Motion to approve the Accounts Payable Processing Policy, as revised. 6. Approve Board, Commission, and Committee Appointments Motion to approve board, commission, and committee appointments as recommended by Village President. 7. Approve Resolution Supporting County Executive's Clean Lakes Initiative Motion to approve a Resolution Supporting County Executive's Clean Lakes Initiative. PUBLIC COMMENT There was no comment from the public. The Village Board and Administrator Schmidt acknowledged and thanked the Clerk's Department, the Village Hall staff, and the pollworkers for their hard work and a successful election. REPORTS 1. Report on County Trunk Highway Q 2016 Project Status and 2017 Project Scope, and Other Pending Projects Village Engineer Kevin Even reported on the 2016 status of CTH Q and the project scope for CTH Q in 2017. PUBLIC HEARING 1. Discuss and Take Action on Ordinance Amendment for Digital Billboards The public hearing to consider an ordinance amendment for digital billboards was opened and closed. No comment was received from the public. Motion by Phil Willems, second by Gary Herzberg, to approve the Ordinance Amendment for Digital Billboards. Motion Passed. For: 7, Against: 0. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Application for Tatiana Hunsberger Motion by Gary Herzberg, second by Phil Willems, to approve operator license application for Tatiana Hunsberger subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 7, Against: 0. NEW BUSINESS 1. Discuss and Take Action on Resolution Supporting Idle Sites Grant for Waunakee Alloy Property and Potential Funding Mechanisms for Waunakee Public Library Motion by Gary Herzberg, second by Steve Kraus, to approve the Resolution Supporting Idle Sites Grant for Waunakee Alloy Property and Potential Funding Mechanisms for Waunakee Public Library. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Resolution Authorizing the Issuance and Sale of Not to Exceed $2,945,000 General Obligation Corporate Purpose Bonds, Series 2016C Motion by Sue Springman, second by Bill Ranum, to approve the Resolution Authorizing the Issuance and Sale of Not to Exceed $2,945,000 General Obligation Corporate Purpose Bonds, Series 2016C. Motion Passed. For: 7 - Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum, Sam Ballweg, Against: 0. OLD BUSINESS 1. Discuss Settlement Agreement with Environmental Protection Agency and US Department of Justice Regarding Waunakee Alloy Property *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Steve Kraus, second by Gary Herzberg, to convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session related to Settlement Agreement with Environmental Protection Agency and US Department of Justice Regarding Waunakee Alloy Property. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed. Discuss and Take Action on Potential Options for Village Participation in Redevelopment of South Side of E. Verleen Avenue Between N. Madison Street and Margurite Street *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85 (1) (e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Steve Kraus, second by <SECONDER>, to convene in closed session as authorized by Wisconsin Statute 19.85 (1) (e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session related to potential options for Village participation in redevelopment of the south side of E. Verleen Avenue between N. Madison Street and Margurite Street. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session.
