VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street November 21, 2016 - 6:00 PM Meeting Minutes CALL TO ORDER The November 21, 2016 Village Board meeting was called to order by President Chris Zellner at 6:03 p.m. ROLL CALL Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum, Sam Ballweg Absent: None Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Kevin Even, Renee Meinholz, Kevin Plendl, Erick Plumb, Sue McDade, Bryan Kleinmaier, Jean Elvekrog, Kent Straus, Rick Kessenich, Ed Borke, Mick Conrad, Jeff Davis CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Gary Herzberg, second by Steve Kraus, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 7, Against: 0. 1. Approve November 7, 2016 Village Board Minutes Motion to approve November 7, 2016 Village Board minutes. 2. Approve Schedule of Bills Motion to approve check numbers ranging from 74082 through 74097 totaling $89,161.28. 3. Approve Additional Funding Source for Ripp Park Memorial Motion to allocate funding in the amount of $4,494 for the Ripp Park memorial from the 2016 credit card rebate. 4. Approve Funding for Red Holiday Lights for Downtown District Motion to approve funding for red holiday lights for Downtown District. PUBLIC COMMENT There was no comment from the public. Village Administrator Todd Schmidt introduced Erick Plumb, the Village's new Library Director, and shared that Adam Bentley had been hired as Assistant Administrator/HR Manager. PUBLIC HEARING 1. Discussion and Take Action on Certified Survey Map and Rezone Request for Ed and Judy Borke, 5089 STH 19, Town of Westport, from County A-1Ex to Village A-1 The public hearing to consider a Certified Survey Map and rezone request for Ed and Judy Borke, 5089 STH 19, Town of Westport, from County A-1Ex to Village A-1, was opened at 6:06 p.m. and closed at 6:07 p.m. Motion by Phil Willems, second by Steve Kraus, to approve the Certified Survey Map and rezone request for Ed and Judy Borke, 5089 STH 19, Town of Westport, from County A-1Ex to Village A-1. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on 2017 Budget The public hearing to consider the 2017 Village Budget was opened at 6:26 p.m. and closed at 6:45 p.m. Motion by Steve Kraus, second by Phil Willems, to approve the Resolution Approving the 2017 Village of Waunakee Budget and shifting half of the Library staffing request to fund an additional Public Works employee. Motion Passed. For: 7, Against: 0. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Application for Zachary D. Statz Motion by Bill Ranum, second by Gary Herzberg, to approve an operator license application for Zachary D. Statz subject to successful completion of an approved responsible beverage sever training course and review by the Waunakee Police Department. Motion Passed. For: 7, Against: 0. NEW BUSINESS 1. Discuss and Take Action on Amendment No. 1 to Task Order 15-03, 2016 CTH Q Improvements 2. Discuss and Take Action on Amendment No. 1 to Task Order 15-04, 2016 Public Works Improvements Motion by Sue Springman, second by Steve Kraus, to approve the amendment to Strand Task Order 15-03 for engineering services not to exceed $247,000 and the amendment to Strand Task Order 15-04 for engineering services estimated at $152,000. Motion Passed. For: 7, Against: 0. 3. Discuss and Take Action on Appeal of Dangerous Animal Determination Motion by Chris Zellner, second by Steve Kraus, to uphold the Police Chief's decision, supported by decision of the Police Committee, and determine Jersey to be dangerous and require Ms. Melaine Hass to remove the dog from the Village immediately. Motion Passed. For: 7, Against: 0. 4. Discuss and Take Action on Resolution Authorizing the Issuance and Sale of Not to Exceed $2,945,000 General Obligation Corporate Purpose Bonds, Series 2016C Motion by Gary Herzberg, second by Phil Willems, to approve amended parameters related to the issuance of $2,945,000 General Obligation Corporate Purpose Bonds, Series 2016C. Motion Passed. For: 7 - Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum, Sam Ballweg, Against: 0. 5. Discuss and Take Action on Initial Resolution Authorizing the Borrowing of Not to Exceed $9,500,000 and Providing for the Issuance and Sale of General Obligation Bonds, Series 2017A Motion by Steve Kraus, second by Sue Springman, to approve the Initial Resolution Authorizing the Borrowing of Not to Exceed $9,500,000 and Providing for the Issuance and Sale of General Obligation Bonds, Series 2017A. Motion Passed. For: 7 - Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum, Sam Ballweg, Against: 0. 6. Discuss and Take Action on Proposal from Hovde Properties for Re- Development of 200 Block of E. Main Street (North Side) *The Village of Waunakee may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Gary Herzberg, second by Sue Springman, to convene in closed session at 7:18 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session related to incentives and the use of public property related to a proposal from Hovde Properties for redevelopment of the 200 block of East Main Street (north side). The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed. For: 7 - Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum, Gary Walden, Against: 0. OLD BUSINESS 1. Discuss Settlement Agreement with Environmental Protection Agency and US Department of Justice Regarding Waunakee Alloy Property *The Village of Waunakee may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Steve Kraus, second by Bill Ranum, to convene in closed session at 7:19 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session related to a Settlement Agreement with Environmental Protection Agency and US Department of Justice regarding Waunakee Alloy Property. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed.
