VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street June 19, 2017 - 6:00 PM Meeting Minutes CALL TO ORDER The June 19, 2017 Village Board meeting was called to order by President Chris Zellner at 6:01 p.m. ROLL CALL Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Sam Ballweg Absent: Bill Ranum Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Kevin Even, Adam Bentley, Erick Plumb, Bryan Kleinmaier, Paul Hinkfuss, Amy Knutson CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Approve June 5, 2017 Village Board Minutes Motion to approve June 5, 2017 Village Board minutes. 2. Approve Schedule of Bills Motion to approve check numbers ranging from 75012 through 75020 totaling $9,993.44, 75026 through 75066 totaling $79,565.95, 75067 through 75091 totaling $62,041.81, and WEX payment in the amount of $3,307.35. 3. Approve Temporary Class "B" License Application for Waunakee Area Chamber of Commerce for WaunaBoom on July 4, 2017 Motion to approve an application for a Temporary Class "B" License for Waunakee Area Chamber of Commerce for WaunaBoom on July 4, 2017 subject to the following conditions: 40 x 80 double fenced-in tent located immediately east of the north end of the tennis court parking lot and the north half of the parking lot, with security provided, children not allowed in tent after 8:00 p.m., operating from 2:00 p.m. to 11:00 p.m., and closed during fire works display. 4. Approve Temporary Class "B" License Application for American Legion Post  360 for WaunaFest on July 27-30, 2017 Motion to approve Temporary Class "B" license application for American Legion Post 360 for WaunaFest on July 27-30, 2017 subject to the following conditions: entrance of beer tent staffed from open to close by paid security personnel for the purpose of checking ID's, and signs must be posted at the entrance of the beer tent indicating "No one under the age of 21 is allowed in the beer tent after 8:00 p.m." 5. Approve Temporary Operator License Applications Motion to approve Temporary Operator License applications for Beth Puccetti, Shirley Kubiak, Gordon Acker, Gary Acker, Thomas Acker, James Bush, Henry Dorn, Sandra Johnson, Thomas Parker, Mark McWilliams, and Gene Schneider. 6. Disallow Claim from Karen Patton for Damages Motion to disallow the claim for damages from Karen Patton resulting from a fall at the Village Center. 7. Disallow Claim from Sentry Casualty Company for Damages Motion to disallow a claim from Sentry Casualty Company related to Michael Moore. PUBLIC COMMENT LICENSES/PERMITS 1. Discuss and Take Action on Renewal of Alcohol Beverage License Application for Walgreen Co. dba Walgreens #05669 Motion by Steve Kraus, second by Gary Herzberg, to approve a renewal Alcohol Beverage License application for Walgreen Co. dba Walgreens #05669, premise identified as building located at 401 W. Main Street, with overstock alcohol stored in a locked area at all times and all alcohol on the sales floor locked at 9:00 p.m., subject to possession of a current seller's permit, payment of outstanding liquor bills, and payment of all outstanding bills or monies owed the Village. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Annual Operator License Applications Motion by Steve Kraus, second by Gary Herzberg, to approve Operator License applications for all applicants listed on attached roster subject to successful completion of an approved responsible beverage server training course. Motion Passed. For: 6, Against: 0, Absent: 1. 3. Discuss and Take Action on Renewal of Alcohol Beverage License Application for The Lone Girl Brewing Company-Waunakee, LLC dba The Lone Girl Brewing Company Motion by Phil Willems, second by Sue Springman, to approve a premise correction for The Lone Girl Brewing Company-Waunakee, LLC dba The Lone Girl Brewing Company to include an outside patio on the southwest side of the building. Motion Passed. For: 6, Against: 0, Absent: 1. PUBLIC HEARING 1. Discuss and Take Action on Certified Survey Map and Developers Agreement for St. John Properties, Waunakee Business Park Motion by Gary Herzberg, second by Sam Ballweg, to convene in closed session at 6:27 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the investing of public funds or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, related to a proposed Certified Survey Map and Developers Agreement for St. John Properties, Waunakee Business Park. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed. Motion by Phil Willems, second by Sam Ballweg, to reconvene in open session at 6:50 p.m. to discuss and take action on a Certified Survey Map and Developers Agreement for St. John Properties, Waunakee Business Park. Motion Passed. For: 6, Against: 0, Absent: 1. Motion by Steve Kraus, second by Phil Willems, to approve the developers agreement for St. John Properties, Waunakee Business Park, subject to final edits approved the Village Engineer, Village Attorney, and Village President. Motion Passed. For: 6, Against: 0, Absent: 1. Motion by Gary Herzberg, second by Sue Springman, to approve the Certified Survey Map for St. John Properties, Waunakee Business Park, subject to June 12, 2017 Plan Commission conditions and execution the developer agreement. Motion Passed. For: 6, Against: 0, Absent: 1. NEW BUSINESS 1. Discuss and Take Action on Bids for 2017 Frank H Street Improvements Project Motion by Sue Springman, second by Gary Herzberg, to approve the low bid from Krause Excavating for $254,727.92 conditioned upon full execution of the developers agreement for St. John Properties, Waunakee Business Park. Motion Passed. For: 6, Against: 0, Absent: 1. 2. Discuss and Take Action on Cleaning Services Motion by Phil Willems, second by Sue Springman, to authorize Village staff to enter into a cleaning contract with Coverall for the Waunakee Police Department and Waunakee Village Hall. Discuss and Take Action on Vacation Leave for Adult Services and Outreach Manager Motion by Steve Kraus, second by Sam Ballweg, to approve the addition of one week vacation leave for the Adult Services and Outreach position to be immediately available upon hire. Motion Passed. For: 6, Against: 0, Absent: 1. 4. Discuss and Take Action on Special Village Board Meeting Motion by Gary Herzberg, second by Chris Zellner, to cancel the July 3 and 17 Village Board meetings and schedule a special Village Board meeting with the Libary Board on July 24, 2017, at 6:00 p.m., at the Waunakee Village Center, 333 S. Madison Street. Motion Passed. For: 6, Against: 0, Absent: 1. 5. Discuss and Take Action on Supplemental Insurance Offering President Zellner excused himself at 6:23 p.m. and Trustee Herzberg assumed chair of the meeting. Motion by Phil Willems, second by Steve Kraus, to approve supplemental AFLAC insurance offerings and direct staff to include supplemental AFLAC benefits as presented. Motion Passed. For: 5, Against: 0, Absent: 1. President Zellner returned to the meeting at 6:26 p.m. and resumed chair of the meeting.
