CALL TO ORDER
The July 24, 2017 Village Board meeting, in combination with the Libary Board, was called to
order by President Chris Zellner and Library Board Chair Jean Elvekrog at 6:04 p.m.

Motion by Phil Willems, second by Steve Kraus, to approve the Consent Agenda including all
of the items listed below.

Motion to approve June 19, 2017 Village Board minutes.
2. Approve Schedule of Bills
Motion to approve check number 75102 in the amount of $350.00, JP Morgan in the amount of
$135,541.95, check numbers 75110 through 75162 totaling $840,674.92, check numbers 75165
through 75181 totaling $14,614.17, check numbers 75182-75217 totaling $124,578.92, WEX in
the amount of $3,628.72, and JP Morgan in the amount of $98,122.21.
3. Approve 2018 Budget Calendar
Motion to approve 2018 budget calendar as presented.
4. Approve Engagement Letter from Schenck S.C. for December 31, 2017 Audit
Motion to approve Engagement Letter dated June 29, 2017 with Schenck S.C. for the December
31, 2017 audit.
5. Approve Resolution Authorizing Issuance of Municipal Revenue Obligation in
Amount Not to Exceed $59,775 to Waunakee Corporate Center II, LLC
Motion to approve the Resolution Authorizing the Issuance of a Municipal Revenue Obligation
in an Amount Not to Exceed $59,775 to Waunakee Corporate Center II, LLC.
6. Approve Ordinance Amending Chapter 74 of Code of Ordinances Related to
Water Public Utility
Motion to approve the Amendment to Chapter 74 of the Code of Ordinances related to water
public utility.
7. Approve Temporary Class "B" License Application for Waunakee Area
Chamber of Commerce for WaunaFest on July 27-30, 2017
Motion to approve the Temporary Class "B" License Application for Waunakee Area Chamber
of Commerce for WaunaFest on July 27-30, 2017 subject to the following conditions: entrance
to the beer tent must be staffed from open to close by paid security personnel for the purpose of
checking ID's, and signs must be posted at the entrance of the beer tent indicating "No one
under the age of 21 is allowed in the beer tent after 8:00 p.m."
8. Approve Temporary Class "B' License Application for Waunakee Area
Chamber of Commerce for WaunaFest Run on July 29, 2017
Motion to approve the Temporary Class "B" license application for Waunakee Area Chamber of
Commerce for WaunaFest Run on July 29, 2017.
9. Approve Temporary Operator License Applications for Diane Anderson and
Michael Steinl
Motion to approve Temporary Operator License applications for Diane Anderson and Michael
Steinl subject to review by the Waunakee Police Department.
10. Approve Creation of Waunaboom Committee and Appointment of Members
Motion to approve creation of the Waunaboom Committee and appointment of committee
members: Chris Zellner, Amie Zellner, Michelle Johnson, Stacey Ryan, Julie Zellner, Jason
Nachreiner, Cindy Kobza, Ericka Mlinaz, and Alex Schmalz.
11. Approve Bids for Centennial Park Irrigation System
Motion to award the 2017 Centennial Park Irrigation System Contract to the Bruce Company of
Wisconsin Inc.
12. Approve Court Evaluation and Maintenance Program Proposal from Fred
Kolkmann Tennis & Sport Surfaces, LLC
Motion to approve the TCEMP Proposal from Fred Kolkmann Tennis & sport Surfaces, LLC.
13. Approve Ordinance to Amend Sections 30-2 and 105-89 of Code of Ordinances,
Related to Burning in Village of Waunakee, Dane County, Wisconsin
Motion to approve the Ordinance to Amend Sections 30-2 and 105-89 of the Code of
Ordinances, Related to Burning in Village of Waunakee, Dane County, Wisconsin.
PUBLIC COMMENT
Trustee Willems offered congratulations to Waunaboom organizers for a successful event, and
Administrator Todd Schmidt informed the Board about the Bright Star groundbreaking on
August 4, 2017.

1. Discuss and Take Action on Proclamation Honoring Eagle Scout Ian Richardson
Motion by Gary Herzberg, second by Steve Kraus, to approve Proclamation Honoring Eagle
Scout Ian Richardson.
Motion Passed. For: 7, Against: 0.
2. Waunakee Public Library Design Presentation and Discussion
Architectural staff and designers from OPN Architects were present to the discuss the design
and site plan for the proposed new public library.
Motion by Mike Ricker, second Annie Ballweg, to the Library Board meeting at 7:00 p.m.
Motion Passed. For: 5, Against: 0.
PUBLIC HEARING
1. Discuss and Take Action on Rezone Request and Certified Survey Map for
Buhler Family Trust, River Road, Town of Westport
The public hearing to consider a rezone request and Certified Survey Map for Buhler Family
Trust, River Road, Town of Westport, was opened at 7:00 p.m. and closed at 7:01 p.m.
Motion by Steve Kraus, second by Phil Willems, to approve the rezone request and Certified
Survey Map for Buhler Family Trust, River Road, Town of Westport, as presented.
Motion Passed. For: 7, Against: 0.
LICENSES/PERMITS
1. Discuss and Take Action on Operator License Applications for Zachary Statz,
Brendan Veroeven, Benjamin Pike, Trisha Wipperfurth, Ruben Esteves
Sumano, Dorothy Nelson, Lydia Howery, Demirae Bergmann, Celia Mayne,
Claire Kazynski, Kelsey De Pue, Brandon Stearns, John Golden, Fue Yang,
Colton Neale, Anand Batiya, Christine Vanderlinden, and Kendra Nicolay
Motion by Gary Herzberg, second by Bill Ranum, to approve operator license applications for
Zachary Statz, Brendan Veroeven, Benjamin Pike, Trisha Wipperfurth, Ruben Esteves Sumano,
Dorothy Nelson, Lydia Howery, Demirae Bergmann, Celia Mayne, Kelsey De Pue, John
Golden, Fue Yang, and Kendra Nocolay, subject to successful completion of an approved
responsible beverage server training course and review by the Waunakee Police Department,
delay action on the application for Brandon Stearns, and take no action on the application for
Claire Kazynski as it was withdrawn.

NEW BUSINESS
1. Discuss and Take Action on Village Financial Support for Waunakee Sculpture
Project
Motion by Steve Kraus, second by Sue Springman, to approve the use of $10,000 from funds-
on-hand to support the Waunakee Sculpture Project, including $2,500 from the Creative
Economy Initiative fund balance, $3,500 from the Room Tax Fund balance, and $4,000 from
the Economic Development budget.
Motion Passed. For: 7, Against: 0.
2. Discuss and Take Action on Developers Agreement for Westbridge, Phase 5
Motion by Steve Kraus, second by Phil Willems, to approve Developers Agreement for
Westview Meadows, Phase 5, but with final modifications approved by the Village Engineer
and Village Attorney.
Motion Passed. For: 7, Against: 0.
3. Discuss and Take Action on Police Officer Promotions *The Village Board may
convene in closed session as authorized by Wisconsin Statute 19.85(1)(c) for the
purpose of considering promotion, compensation, or performance evaluation
data of any public employee over which the governmental body has jurisdiction
or exercises responsibility. The Village Board may reconvene in open session and
discuss and take action on the subject matter discussed in closed session.
Motion by Gary Herzberg, second by Bill Ranum, to convene in closed session at 7:15 p.m. as
authorized by Wisconsin Statute 19.85(1)(c) for the purpose of considering promotion,
compensation, or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility related to Police Officer
promotions. The Village Board may reconvene in open session and discuss and take action on
the subject matter discussed in closed session.

OLD BUSINESS
1. Discuss and Take Action on Proposal from Hovde Properties for Redevelopment
of 200 Block of E. Main Street (North Side) *The Village of Waunakee may
convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the
purpose of deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business,
whenever competitive or bargaining reasons require a closed session. The Village
Board may reconvene in open session and discuss and take action on the subject
matter discussed in closed session.
Motion by Phil Willems, second by Bill Ranum, to convene in closed session at 7:16 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related to
a proposal from Hovde Properties for redevelopment of 200 Block of E. Main Street (north
side). The Village Board may reconvene in open session and discuss and take action on the
subject matter discussed in closed session.

Motion by Gary Herzberg, second by Bill Ranum, to reconvene in open session at 8:21 p.m. and
discuss and take action on the subject matters discussed in closed session.
Motion Passed. For: 7, Against: 0.
Motion by Steve Kraus, second by Sam Ballweg, to approve the selected candidate for the
Lieutenant position be placed at Step 3 of grade S12 and the selected candidate for Sergeant be
placed at Step 2 of grade H20.
Motion Passed. For: 7, Against: 0.
