VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street August 7, 2017 - 6:00 PM Meeting Minutes CALL TO ORDER The August 7, 2017 Village Board meeting was called to order by President Chris Zellner at 6:02 p.m. ROLL CALL Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum, Sam Ballweg Absent: None Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Kevin Even, Renee Meinholz, Adam Bentley, Bryan Kleinmaier, Mike Harrigan, Sherry Wagner-Henry CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Sue Springman, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 7, Against: 0. 1. Approve July 24, 2017 Village Board Minutes Motion to approve July 24, 2017 Village Board minutes. 2. Approve Schedule of Bills Motion to approve check numbers ranging from 75221 through 75236 totaling $50,463.87, 75238 through 75258 totaling $435,239.11, 75259 through 75262 totaling $16,052.62, and 75264 through 75284 totaling $631,696.72. 3. Approve Waunakee Lions Club Operation Diabetes Blue Activities Motion to approve the request from the Waunakee Lions Club for "Operation Diabetes Blue" activities. PUBLIC COMMENT Administrator Todd Schmidt invited Board members to meet and discuss the library project. He also commented on the exemplary work of Officers Schmidt and Houck as recognized by the Police Chief. Village President Zellner offered congratulations to all involved in Waunafest for a successful event, and complimented the Public Works staff for a good job on brush pickup. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Haley Werlein, Bradley S. Statz, Kenneth P. Betts, and Brittany L. Papalia Motion by Steve Kraus, second by Phil Willems, to approve operator license applications for Haley Werlein, Bradley S. Statz, Kenneth P. Betts, and Brittany L. Papalia, subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 7, Against: 0. NEW BUSINESS 1. Discuss and Take Action on POLCO Motion by Steve Kraus, second by Gary Herzberg, to approve the reallocation of $850 earmarked in the 2017 budget for the Horizons newsletter to POLCO. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Agreement Between Village of Waunakee and Bolz Center for Arts Administration Motion by Chris Zellner, second by Sue Springman, to authorize staff to sign an agreement with the Bolz Center for Arts Administration. Motion Passed. For: 7, Against: 0. OLD BUSINESS 1. Discuss and Take Action on Proposal from Hovde Properties for Redevelopment of 200 Block of E. Main Street (North Side) *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Phil Willems, second by Bill Ranum, to convene in closed session at 6:26 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session related to a proposal from Hovde Properties for redevelopment of the 200 block of E. Main Street (north side). The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed. Discuss and Take Action on Tormach Proposal *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion by Steve Kraus, second by Gary Herzberg, to convene in closed session at 6:27 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session related to a proposal from Tormach. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Motion Passed. For: 7 - Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum, Sam Ballweg, Against: 0. Motion by Gary Herzberg, second by Sue Springman, to reconvene in open session at 7:33 p.m. and discuss and take action on the subject matters discussed in closed session. Motion Passed. For: 7, Against: 0. NEW BUSINESS 3. Discuss and Take Action on Village Board Resolution Addressing Main Street Property Motion by Steve Kraus, second by Sam Ballweg, to approve the Village Board Resolution Addressing Main Street Property.
