VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street August 21, 2017 - 6:00 PM Meeting Minutes CALL TO ORDER The August 21, 2017 Village Board meeting was called to order by President Chris Zellner at 6:04 p.m. ROLL CALL Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill Ranum, Sam Ballweg Absent: None Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Kevin Even, Renee Meinholz, Adam Bentley, Kevin Dospoy, Bill Frederick, Keith Krinke, Mary Krinke, Joe Parisi, Joe Reimer, Kyle Minks, Scott Adrian, Laura Hicklin CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Sue Springman, to approve the Consent Agenda including all of the items listed below. Motion Passed. For: 7, Against: 0. 1. Approve August 7, 2017 Village Board Minutes Motion to approve August 7, 2017 Village Board minutes. 2. Approve Schedule of Bills Motion to approve check numbers ranging from 75285 through 75287 totaling $179.71, check number 75291 in the amount of $14,161 PUBLIC COMMENT Administrator Todd Schmidt reported he and President Zellner would be attending the League of Wisconsin Municipalities Chief Executives Workshop, and he also mentioned the video production that had just concluded filming around the community. PRESENTATIONS 1. Dane County Executive Parisi Presentation on Efforts to Clean Yahara Chain of Lakes County Executive Joe Parisi and his staff reported to the Board about continuing efforts to remove phosphorus sediment from the Dorn Creek, south of Waunakee. REPORTS 1. Report from Administrative Intern Administrative Intern Kevin Dospoy provided the Board with an overview of his work with the Village including his day-to-day interactions with businesses during the CTH Q reconstruction. LICENSES/PERMITS 1. Discuss and Take Action on Operator License Applications for Carlee M. Domstrich and Daniel Brodowsky Motion by Steve Kraus, second by Sue Springman, to approve operator license applications for Carlee Domstrich and Daniel Brodowsky subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 7, Against: 0. 2. Discuss and Take Action on Temporary Operator License Application for Gary L. Herzberg Motion by Steve Kraus, second by Phil Willems, to approve a Temporary Operator License application for Gary L. Herzberg subject to review by the Waunakee Police Department, and to waive the 15-day waiting period. Motion Passed. For: 6, Against: 0, Abstain: 1-Herzberg. 3. Discuss and Take Action on Temporary Class "B" License Application for Waunahops Waunaball Bocee Ball Motion by Sue Springman, second by Bill Ranum, to approve an application for a Temporary Class "B" License for Waunahops for Waunaball Bocee Ball with a premise limited to sales and consumption inside the boards of the ice area of the rink within the building located at 1110 Prairie View Drive, and to waive the 15-day waiting period. Motion Passed. For: 6, Against: 0, Abstain: 1-Herzberg. OLD BUSINESS 1. Discuss and Take Action on Proposal from Hovde Properties for Redevelopment of 200 Block of E. Main Street (North Side) *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. This item was not discussed. 2. Discuss and Take Action on Tormach Proposal *The Village Board may convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. This item was not discussed.
