CALL TO ORDER
The September 18, 2017 Village Board meeting was called to order by President Chris Zellner
at 6:05 p.m.
ROLL CALL
Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Sam
Ballweg
Absent: Bill Ranum

CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Steve Kraus, to approve the Consent Agenda including all
of the items listed below.

1. Approve September 5, 2017 Village Board Minutes
Motion to approve September 5, 2017 2011 Village Board minutes.
2. Approve Schedule of Bills
Motion to approve check numbers ranging from 75367 through 75378 totaling $13,413.44,
75379 through 75403 totaling $252,619.78, and 75406 through 75439 totaling $107,107.12.
3. Approve Library Board Appointment
Motion to appoint Kathy Grosskopf to replace Kristan Collins who has resigned her
appointment on the Library Board for the remainder of her term.
PUBLIC COMMENT
Assistant Adminstrator/HR Manager Adam Bentley introduced a project to help keep leaves
and grass clippings out of our waterways. Administrator Todd Schmidt congratulated
Wauktoberfest on a successful event, raising more than $5,500 at the Trains on Main auction,
informed the Board that the capital campaign for the library project had reached $1,000,000 in
donations over the weekend, and recognized Village Clerk Julee Helt for receiving
the Wisconsin Municipal Clerks Association Lifetime Achievement Award.

LICENSES/PERMITS
1. Discuss and Take Action on Operator License Applications for Philip J. Lowney,
James T. Kuehn, Thomas J. Haluska, Mara E. Floeter, Ashley A. Bravick, and
Bill V. Disrud
Motion by Steve Kraus, second by Gary Herzberg, to approve operator license applications for
James T. Kuehn, Philip J. Lowney, Mara E. Floeter, Ashley A. Bravick, and Bill V. Disrud,
subject to successful completion of an approved responsible beverage server training course and
review by the Waunakee Police Department, and to take no action on an operator license
application for Thomas J. Haluska.
Motion Passed. For: 6, Against: 0, Absent: 1.
2. Discuss and Take Action on Premise Extension for Octopi Brewing, LLC, dba
Octopi Brewing
Motion by Gary Herzberg, second by Sue Springman, to approve a premise extension for
Octopi Brewing to include all of the property located at 1131 Uniek Drive on Saturday, October
28, 2017 for their second anniversary event, and to require the property be fenced during the
event.
Motion Passed. For: 6, Against: 0, Absent: 1.
NEW BUSINESS
1. Discuss and Take Action on Resolution Recommending Approval of Proposed
Urban Service Area Amendment
Motion by Sue Springman, second by Phil Willems, to approve the resolution recommending
submission of an Uurban Service Area amendment to the Capital Area Regional Planning
Commission.
Motion Passed. For: 6, Against: 0, Absent: 1.
2. Discuss and Take Action on Proposed Utility Easement for Hellenbrand Road,
Westbridge Subdivision
Motion by Steve Kraus, second by Phil Willems, to authorize the Village Engineer and Village
Attorney to draft and execute an easement with the Town of Springfield for Hellenbrand
Road roadway and utility improvements.
Motion Passed. For: 6, Against: 0, Absent: 1.
3. Discuss and Take Action on Village Impact Fees Assessed to At Home Again
Waunakee, LLC Development *The Village Board may convene in closed session
as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or
negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or bargaining
reasons require a closed session. The Village Board may reconvene in open
session and discuss and take action on the subject matter discussed in closed
session.
Motion by Gary Herzberg, second by Sam Ballweg, to convene in closed session at 6:39 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related
Village impact fees assessed to At Home Again Waunakee, LLC Development. The Village
Board may reconvene in open session and discuss and take action on the subject matter
discussed in closed session.
Motion Passed. For: 6 - Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve
Kraus, Sam Ballweg, Against: 0, Absent: 1.
Motion by Phil Willems, second by Gary Herzberg, to approve an Addendum to the TIF
Agreement between the Village and At Home Again Waunakee, containing the following terms:
(1) regarding the community center impact fee, At Home Again Waunakee will pay the
$41,461.55 impact fee within ten (10) days of the execution of the Addendum or upon the
issuance of the occupancy permit, whichever is earlier, (2) regarding the park facilities impact
fee, At Home Again Waunakee will pay one-third of the amount due for the park facilities
impact fee under the current Village ordinance within ten (10) days of the execution of the
Addendum or upon the issuance of the occupancy permit, whichever is earlier, At Home Again
Waunakee will make its second installment payment on or before October 1, 2018, and its third
installment payment on or before October 1, 2019, and (3) the Village is willing to modify, to
the extent necessary, the amount of the park facilities fee once the impact fees needs assessment
is completed by the Village’s consultant and changes to the Village ordinance, if any, are
approved by the Village Board.

OLD BUSINESS
1. Discuss and Take Action on Tormach Proposal *The Village Board may convene
in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose
of deliberating or negotiating the purchasing of public properties, the investing
of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session. The Village Board
may reconvene in open session and discuss and take action on the subject matter
discussed in closed session.
Motion by Steve Kraus, second by Sue Springman, to convene in closed session at 6:40 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related
to a development proposal from Tormach. The Village Board may reconvene in open session
and discuss and take action on the subject matter discussed in closed session.
Motion Passed. For: 6 - Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve
Kraus, Sam Ballweg, Against: 0, Absent: 1.
