CALL TO ORDER
The October 2, 2017 Village Board meeting was called to order by President Chris Zellner at
6:00 p.m.
ROLL CALL
Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill
Ranum, Sam Ballweg
Absent: None
Also Present: Roberta Baumann, Julee Helt, Todd Schmidt, Kevin Even, Renee Meinholz,
Bryan Kleinmaier, Mike Lawton, Don Tierney, Jerry Tierney, Joe Olson
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Gary Herzberg, second by Steve Kraus, to approve the Consent Agenda including all
of the items listed below.

1. Approve September 18, 2017 Village Board Minutes
Motion to approve September 18, 2017 Village Board minutes.
2. Approve Schedule of Bills
Motion to approve check numbers ranging from 75444 through 75469 totaling $540,116.90,
75470 through 75486 totaling $154,073.58, JP Morgan payment in the amount of $107,837.31
and WEX payment in the amount of $3,550.77.
3. Approve Resolution Requesting Exemption from County Library Tax
Motion to approve Resolution Requesting Exemption from Dane County Library Tax.
4. Approve Disposal of Surplus Property
Motion to determine property to be surplus and approve disposal of surplus property as
presented.
PUBLIC COMMENT
President Zellner shared information about a joint holiday event in December hosted by the
Waunakee Chamber of Commerce and the Village.
PUBLIC HEARING
1. Discuss and Take Action on Certified Survey Map for Proposed Animart, Lot 2,
CSM 14255, Kilkenny Commons
The public hearing to consider a request for a Certified Survey Map to divide CSM 14255, Lot
2, Kilkenny Commons, for a proposed Animart, was opened at 6:05 p.m. and closed at 6:07
p.m.
Motion by Phil Willems, second by Steve Kraus, to approve the Certified Survey Map dividing
CSM 14255, Lot 2, Kilkenny Commons, for a proposed Animart, Lot 2, CSM 14255, Kilkenny
Commons.
Motion Passed. For: 7, Against: 0.
LICENSES/PERMITS
1. Discuss and Take Action on Operator License Applications for Blake D.
Johnson, Brandon J. Pertzborn, Brandon R. Stearns, Rachel A. Nolan, Jessica
M. Strutz, Michael J. Dedrick, and Thomas J. Haluska
Motion by Phil Willems, second by Bill Ranum, to deny operator license applications for Blake
D. Johnson, Brandon J. Pertzborn, Brandon R. Stearns, Rachel A. Nolan, Jessica M. Strutz,
Michael J. Dedrick, and Thomas J. Haluska consistent with the Policy for Review of Operator
License Applications.
Motion Passed. For: 7, Against: 0.
NEW BUSINESS
1. Discuss and Take Action to Approve Funding Source for Frank H Street
Improvements Project
Motion by Gary Herzberg, second by Sam Ballweg, to approve an advance from the Equipment
Replacement fund to TID No. 3 to fund the Frank H. Street extension and related costs.
Motion Passed. For: 7, Against: 0.
2. Discuss and Take Action on Relocation Order for Cross Street
Motion by Sue Springman, second by Phil Willems, to approve the relocation order for Cross
Street.
Motion Passed. For: 7, Against: 0.
OLD BUSINESS
1. Discuss and Take Action on Proposal from Hovde Properties for Redevelopment
of 200 Block of E. Main Street (North Side) *The Village Board may convene in
closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of
deliberating or negotiating the purchasing of public properties, the investing of
public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session. The Village Board
may reconvene in open session and discuss and take action on the subject matter
discussed in closed session.
Motion by Gary Herzberg, second by Bill Ranum, to convene in closed session at 6:15 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related
to consideration of a proposal from Hovde Properties for redevelopment of the 200 block of E.
Main Street (north side). The Village Board may reconvene in open session and discuss and
take action on the subject matter discussed in closed session.

2. Discuss and Take Action on Tormach Proposal *The Village Board may convene
in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the purpose
of deliberating or negotiating the purchasing of public properties, the investing
of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session. The Village Board
may reconvene in open session and discuss and take action on the subject matter
discussed in closed session.
Motion by Phil Willems, second by Steve Kraus, to convene in closed session at 6:16 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related
to consideration of a Tormach proposal. The Village Board may reconvene in open session and
discuss and take action on the subject matter discussed in closed session.

3. Discuss and Take Action on Village Impact Fees Assessed to At Home Again
Waunakee, LLC Development *The Village Board may convene in closed session
as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or
negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or bargaining
reasons require a closed session. The Village Board may reconvene in open
session and discuss and take action on the subject matter discussed in closed
session.
Motion by Phil Willems, second by Sue Springman, to convene in closed session at 6:17 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related
to consideration of Village Impact Fees assessed to At Home Again Waunakee, LLC
Development. The Village Board may reconvene in open session and discuss and take action on
the subject matter discussed in closed session.
