CALL TO ORDER
The November 6, 2017 Village Board meeting was called to order by President Chris Zellner at
6:00 p.m.
ROLL CALL
Present: Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Steve Kraus, Bill
Ranum, Sam Ballweg
Absent:

CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Sue Springman, second by Phil Willems, to approve the Consent Agenda including
all of the items listed below.
Motion Passed. For: 7, Against: 0.
1. Approve October 16, 2017 and October 30, 2017 Village Board Minutes
Motion to approve October 16, 2017 and October 30, 2017 Village Board minutes.
2. Approve Schedule of Bills
Motion to approve check numbers ranging from 75529 through 75555 totaling $56,431.41,
WEX payment in the amount of $2,783.22, JP Morgan payment in the amount of $96,320.93,
checks 75558 through 75586 totaling $91,816.31, 75587 through 75610 totaling $194,715.26,
check number 75611 in the amount of $133,190.
3. Approve Temporary "Class B" License Application for Waunakee Professional
Women
Motion to approve Temporary "Class B" Retailer's License for the Waunakee Professional
Women for a wine walk on December 8, 2017 from 5:00 p.m. until 9:00 p.m. for Simply
Unique Décor, Majestic Floor sand More, Nails by Marlo, Waunakee Furniture ETC, Hero
Vintage, Hello Gorgeous, Buttercup Beauty, Weaver Auto Parts, Millie's on 2nd, Jenerate
Wellness, Back in Action, Ooh La La, Vacation Designers, Gather Guest House, Sapphire
Yoga, A Healthy Glow, Millhouse Quilts, Wisconsin Candle Co., Sweet Pea Floral, and the Red
Barn Company Store, with premises defined as business building proper (inside), not including
any outside property connected to the business address, and to require event organizers,
participating business owners, and approved Temporary Operators to attend a mandatory
informational meeting to review license requirements.
4. Approve Temporary Class "B"/"Class B" License Application for Knights of
Columbus, Council 6371
Motion to approve Temporary Class "B"/"Class B" License application for Knights of
Columbus, Council 6371, for KC Thanksgiving Dance on November 11, 2017.
5. Approve Temporary Operator License Applications
Motion to approve Temporary License applications for Mary Horras, Hallie Gordon, Kerry
Zajicek, Marlo Hilgers, Chloe Anderson, Cassandra Taylor, Connie Clemens, Stephanie
Agnew, Brian Gardner, Victoria Schroeder, Stacy Rierson, Brooke Sienko, Ricky Kessenich,
Shelley Murphy, Michael Komar, Lori Derauf, Jamie Prey, Michelle Endres, Eric Montie,
Kylene Gehrke, Daniel Meyer, and James Kluck.
6. Approve Committee Appointments
Motion to appoint Shelli Gallagher, Tammy Reefe, and Jade Hofeldt to the Waunaboom
Committee, Joe Olson to Public Works, and Trisha Ives and Leigh Streit to Board of Appeals.
PUBLIC COMMENT
President Zellner welcomed Cub Scouts from Pack 46, and congratulated the high school
football and volleyball teams on their successful seasons. Village Administrator Todd Schmidt
shared good feedback about Waunakee's creative economy after speaking recently about it at
the ICMA conference.
President Zellner also read into the record the following statement regarding the Waunakee
Alloy property:

LICENSES/PERMITS
1. Discuss and Take Action on Operator License Applications for Otto Clifcorn,
Allyson Arens, Benjamin Knapp, Heidi Wills, Kathleen Fuccillo, Sonya Stenseth,
Timothy B. Farrell, Susan Maki, and Sydney Ahern
Motion by Phil Willems, second by Gary Herzberg, to approve operator license applications for
Otto Clifcorn, Allyson Arens, Benjamin Knapp, Heidi Wills, Kathleen Fuccillo, Sonya
Stenseth, Timothy B. Farrell, Susan Maki, and Sydney Ahern, subject to successful completion
of an approved responsible beverage server training course and review by the Waunakee Police
Department.
Motion Passed. For: 7, Against: 0.
NEW BUSINESS
1. Discuss and Take Action on Creative Economy Task Force and Appoint
Nominees
Motion by Gary Herzberg, second by Sue Springman, to create the Creative Economy Initiative
Task Force and to approve the following task force nominees: Kathy Bartling, Jennifer Cuccia,
Brian Gardner, Tracy Grade, Julee Helt, Steve Plank, Kristin Runge, Jan Tweed, Jeff Willauer,
Nick Mischler, and Meghan McDermott.
Motion Passed. For: 7, Against: 0.
2. Discuss and Take Action on Purchase or Sale of Property in Waunakee Business
Park *The Village Board may convene in closed session as authorized by
Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons
require a closed session related to an option on property in the Waunakee
Business Park. The Village Board may reconvene in open session and discuss and
take action on the subject matter discussed in closed session.
Motion by Phil Willems, second by Steve Kraus, to convene in closed session at 6:58 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related to
an option on property in the Waunakee Business Park. The Village Board may reconvene in
open session and discuss and take action on the subject matter discussed in closed session.

format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
