CALL TO ORDER
The February 19, 2018 Village Board meeting was called to order by President Chris Zellner at
6:05 p.m.

Motion to approve check number 75989 in the amount of $16,284.68, check numbers ranging
from 75994 through 76016 totaling $186,076.72, check number 76017 in the amount of $909,
and numbers 76018 through 76046 totaling $79,778.96.
3 Approve Naming Park Property at 2607 Dublin Way as Dublin Park
Motion to approve naming the park located at 2607 Dublin Way as Dublin Park.
4 Approve 2018 Parks PAYGO Fund Project List
Motion to approve the 2018 Parks PAYGO project list as presented by staff.
5 Approve Proposal from Fred Kolkmann Tennis and Sport Surfaces, LLC for
Centennial Park Tennis and Basketball Court Reconstruction
Motion to approve the Centennial Park Tennis and Basketball Court proposal from Fred
Kolkmann Tennis and Sport Surfaces, LLC.
6 Approve Ordinance Authorizing Distribution of Payments for State Property
Tax Credits
Motion to approve the Ordinance Authorizing Distribution of Payments for State Property Tax
Credits.
PUBLIC COMMENT
Colleen Webster provided the Village Board with a petition titled “Height Limit for Downtown
Commercial Zoning District,” containing 262 signatures. Maria Patt spoke in opposition of
petitions. Ann Lewandowski explained that good intentions sometimes have unintended
consequences. Sandy Taylor expressed concerns about wavering opinions among decision
makers. Mary Heimbecker wanted a referendum question to approve a tax incremental district.
Nile Frye was trying to get people informed about tax incremental districts. John Hyland advised
making cautious decisions when creating groundwork for the long term. Kaleb Gottwald talked
about public process. Ashia Dale remarked that young homeowners are assuming the
Comprehensive Plan is being used as a guide when decisions are being made.
PUBLIC HEARING
1 Discuss and Take Action on Amendment to Chapter 133 (Zoning Code) for
Height Restrictions in C-1D Downtown Commercial District
This item was removed from the agenda prior to the beginning of the meeting.
NEW BUSINESS
1 Discuss and Take Action on Update to Construction Fee Schedule and Contract
with General Engineering Company for Inspection Services
Motion by Sue Springman, second by Bill Ranum, to approve the increase for inspection fees
and the updated Agreement for Inspection Services, as presented.
Motion Passed. For: 6, Against: 0.
2 Discuss and Take Action on MLG Request to Amend Amendment to Agreement
for Development of Phase II of Village of Waunakee Tax Incremental District
No. 3 *The Village Board may convene in closed session as authorized by
Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or bargaining reasons
require a closed session. The Village Board may reconvene in open session and
discuss and take action on the subject matter discussed in closed session.
Motion by Gary Herzberg, second by Sam Ballweg, to convene in closed session at 6:40 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session, related to
a request from MLG to amend the Amendment to Agreement for Development of Phase II of
Village of Waunakee Tax Incremental District No. 3. The Village Board may reconvene in open
session and discuss and take action on the subject matter discussed in closed session.
Motion Passed. For: 6 - Phil Willems, Chris Zellner, Sue Springman, Gary Herzberg, Bill
Ranum, Sam Ballweg. Against: 0. Absent: 1.
3 Discuss and Take Action to Acquire Property for Cross Street Extension *The
Village Board may convene in closed session as authorized by Wisconsin Statute
19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of
public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed
session. The Village Board may reconvene in open session and discuss and take
action on the subject matter discussed in closed session.
Motion by Phil Willems, second by Sam Ballweg, to convene in closed session at 6:42 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session, related to
acquisition of property for Cross Street extension. The Village Board may reconvene in open
session and discuss and take action on the subject matter discussed in closed session.

Ranum, Sam Ballweg. Against: 0. Absent: 1.
4 Discuss and Take Action on Development Agreement for Tormach *The Village
Board may convene in closed session as authorized by Wisconsin Statute

public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed
session. The Village Board may reconvene in open session and discuss and take

authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session, related to
a development agreement for Tormach. The Village Board may reconvene in open session and
discuss and take action on the subject matter discussed in closed session.

5 Discuss and Take Action on Development Agreement for Hovde *The Village
Board may convene in closed session as authorized by Wisconsin Statute
19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of
public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed
session. The Village Board may reconvene in open session and discuss and take
action on the subject matter discussed in closed session.
Motion by Sue Springman, second by Sam Ballweg, to convene in closed session at 6:44 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session, related to
a development agreement for Hovde. The Village Board may reconvene in open session and
discuss and take action on the subject matter discussed in closed session.

negotiating the purchasing of public properties, the investing of public funds, or
conducting other specified public business, whenever competitive or bargaining
reasons require a closed session. The Village Board may reconvene in open
session and discuss and take action on the subject matter discussed in closed
session.
Motion by Phil Willems, second by Sam Ballweg, to convene in closed session at 6:45 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session, related to
acquisition of property for public purpose for potential downtown parking. The Village Board
may reconvene in open session and discuss and take action on the subject matter discussed in
closed session.
