CALL TO ORDER
The March 5, 2018 Village Board meeting was called to order by President Chris Zellner at 6:05
p.m.
ROLL CALL

meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Sue Springman, to approve the Consent Agenda including all
of the items listed below.

Motion to approve February 19, 2018 Village Board minutes.
2 Approve Schedule of Bills
Motion to approve check number 76047 in the amount of $36,423.71, WEX in the amount of
$5,037.34, JP Morgan in the amount of $102,831.58, check numbers 76069 through 76085
totaling $39,125.60, and check numbers 76086 through 76099 totaling $372,274.29.
PUBLIC COMMENT*
Ann Lewandowski questioned why someone would rent when buying a home could be more
affordable. Ashia Dale asked if the Village would consider reducing the speed limit on
Woodland Drive with more development and to keep in mind historic facades in the Village.
Carrie Arneson spoke about the housing report that had been presented to the Plan Commission
and questioned the accuracy of their data. Gerry Ashmore stated the Hovde project lot area,
density, parking, and height requirements had not been met and questioned how the code could
be interpreted to now allow the project. Linda Ashmore asked if Public Works ordinances could
be written so they could be understood. Mary Heimbecker suggested that public officials sign a
conflict of interest statement.
PRESENTATIONS
1 Discuss and Take Action on Recognition of Service for Reginald Acker
Motion by Phil Willems, second by Bill Ranum, to commit to the public record Reginald Acker's
service proclamation and thank him for his service to the Waunakee.
Motion Passed. For: 5, Against: 0.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Application for Miranda J.
Ladwig
Motion by Phil Willems, second by Sam Ballweg, approve an operator license application for
Miranda J. Ladwig, subject to successful completion of an approved responsible beverage server
training course and review by the Waunakee Police Department.
Motion Passed. For: 5, Against: 0.
NEW BUSINESS
1 Discuss and Take Action on Sewer Rate Adjustment
Motion by Sue Springman, second by Phil Willems, to approve the sewer rate increase effective
April 1, 2018.
Motion Passed. For: 5, Against: 0.
2 Discuss and Take Action on Forward Development Group Request for Public
Financial Assistance in Woodland Crest Development *The Village Board may
convene in closed session as authorized by Wisconsin Statute 19.85(1)(e) for the
purpose of deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business,
whenever competitive or bargaining reasons require a closed session. The Village
Board may reconvene in open session and discuss and take action on the subject
matter discussed in closed session.
Motion by Phil Willems, second by Sam Ballweg, to convene in closed session at 6:35 p.m. as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a closed session related to a
Forward Development Group request for public financial assistance in Woodland Crest
Development. The Village Board may reconvene in open session and discuss and take action on
the subject matter discussed in closed session.
Motion Passed. For: 5 - Phil Willems, Chris Zellner, Sue Springman, Bill Ranum, Sam Ballweg.
Against: 0. Absent: 2 - Steve Kraus, Gary Herzberg.
Sam Ballweg excused himself from the discussion and left the meeting at 6:36 p.m.

Motion by Bill Ranum, second by Sue Springman, to adjourn at 6:57 p.m.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold public hearings on certain
specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.

Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
