CALL TO ORDER
The July 1, 2019 Village Board meeting was called to order by President Chris Zellner at 6:00
p.m.
ROLL CALL
Present: Joe Zitzelsberger, Bill Ranum, Phil Willems, Chris Zellner, Erin Moran, Gary Herzberg
Also Present: Todd Schmidt, Laurie Helt, Renee Meinholz, Kevin Even, Bryan Kleinmaier, Pat

CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notice,
and online availability)
Public postings, official notices, and online availability were confirmed by Deputy Clerk Laurie
Helt for open meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Erin Moran, to approve the Consent Agenda including all of
the items listed below except item number three.
Motion Passed. For: 6, Against: 0.
1 Approve June 17, 2019 and July 1, 2019 Village Board Minutes
Motion to approve the June 17, 2019 and July 1, 2019 Village Board minutes.
2 Approve Schedule of Bills
Motion to approve check numbers 78183-78227 totaling $136,506.94, 78229-78259 totaling
$449,466.12, and 78263-78287 totaling $170,180.04.
Motion by Joe Zitzelsberger, second by Bill Ranum, to approve the 2020 budget calendar as
presented with the addition of a public comment period at the November 4th Village Board
meeting.
Motion Passed. For: 6, Against: 0.
PUBLIC COMMENT
Linda Ashmore (114 South Street) requested to speak during New Business item number two.
Maria Patt (1000 Wexford Drive) provided comments regarding the 2019 Public Works
Improvements Street Resurfacing letter.
PRESENTATIONS
1 Bird City USA Presentation
Representatives from Bird City Wisconsin represented the Village Board with recognition of
recent award of becoming an official Bird City Wisconsin. No action taken.
PUBLIC HEARING
1 Public Hearing and Discussion/Action, Certified Survey Map and Rezone from
A-1 to Conservancy, Groundswell Conservancy/O'Malley Property, Corner of
State Highway 19 and Hellenbrand Road
The public hearing to consider the certified survey map and rezone from A-1 to Conservancy for
the Groundswell Conservancy/O'Malley Property located at the corner of State Highway 19 and
Hellenbrand Road, was opened at 6:15 p.m.
Robert Januchowski (720 Westbridge Trail), Dan Murray (712 Westbridge Trail), Dave
O'Malley (5099 Caton Lane, Town of Westport), Pat O'Malley (8624 Hornung Road, Sauk City),
Teresa Self (718 Westbridge Trial), and Jim Welsh (170 Dunning Street, Madison) all asked
questions and provided comments regarding the certified survey map and rezone request.
The public hearing to consider the certified survey map and rezone from A-1 to Conservancy for
the Groundswell Conservancy/O'Malley Property located at the corner of State Highway 19 and
Hellenbrand Road, was closed at 6:21 p.m.
Motion by Bill Ranum, second by Erin Moran, to approve the certified survey map and rezone
the larger parcel from A-1 to Conservancy as presented.
Motion Passed. For: 6, Against: 0.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Applications for William Barnes,
Katelyn Larson, Taylor Balistreri, Madelyn Van Hollen and Jessica Bymers
Motion by Joe Zitzelsberger, second by Gary Herzberg, to approve operator license applications
for William Barnes, Katelyn Larson, Taylor Balistreri, Madelyn Van Hollen and Jessica Bymers,
subject to successful completion of an approved responsible beverage server training course and
review by the Waunakee Police Department.
Motion Passed. For: 6, Against: 0.
NEW BUSINESS
1 Discuss regarding potential regulation of short-term rentals
Village Attorney Bryan Kleinmaier provided the Village Board with background regarding this
topic. Village Board requested a public hearing on the topic be held at their August 5th meeting.
No action taken.
2 Update regarding Village Trustee Vacancy Process
Todd Schmidt, Village Administrator, provided an update for the Village Board. No action
taken.

Motion by Gary Herzberg, seconded by Bill Ranum, to adjourn at 6:54 p.m.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.

meeting so that any necessary arrangements can be made to accommodate each request.
