CALL TO ORDER
The July 1, 2019 Village Board meeting was called to order by President Chris Zellner at 6:01
p.m.
ROLL CALL
Present: Joe Zitzelsberger, Bill Ranum (arrived at 6:02 p.m.), Phil Willems, Chris Zellner, Erin
Moran
Absent: Gary Herzberg
Also Present: Todd Schmidt, Caitlin Stene, Renee Meinholz, Roberta Baumann, Mary

CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notice,
and online availability)
Public postings, official notices, and online availability were confirmed by Clerk Caitlin Stene
for open meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Erin Moran, to approve the Consent Agenda including all of
the items listed below.
Motion Passed. For: 5, Against: 0.

Motion to approve WEX in the amount to $4,445.59, US Bank in the amount of $146,999.65,
and check numbers 78155-78181 totaling $620,486.58.

Motion to approve the Amplified Music Permit for the Waunakee Area Chamber of Commerce

7 Approve Temporary Operator License Application for Michael Steinl
Motion to approve the Temporary Operator License application for Michael Steinl, subject to
review by the Waunakee Police Department.
PUBLIC COMMENT
President Zellner reminded everyone of the WaunaBoom 4th of July celebration taking place at
Ripp Park. Trustee Willems announce the Rotary Senior Picnic will be taking place on July 10th
at Centennial Park starting at 11:30 a.m.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Application for Linda Breitenfeld
Motion by Erin Moran, second by Joe Zitzelsberger, to deny the operator license application for
Linda Breitenfeld consistent with the Policy for Review of Operator License Applications.
Motion Passed. For: 5, Against: 0.
2 Discuss and Take Action on Operator License Applications for Gabriel Onate,
Brooke Ziegler and Lauren Brischke
Motion by Phil Willems, second by Bill Ranum, to approve Operator License applications for
Gabriel Onate, Brooke Ziegler, and Lauren Brischke, subject to successful completion of an
approved responsible beverage server training course.
Motion Passed. For: 5, Against: 0.
NEW BUSINESS
1 Update regarding Village Trustee Vacancy Process
Todd Schmidt, Village Administrator, provided an update for the Village Board. No action
taken.

Motion by Phil Willems, seconded by Joe Zitzelsberger, to adjourn at 6:06 p.m.

1 Update regarding Village Trustee Vacancy Process
ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.

Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
