CALL TO ORDER
The June 17, 2019 Village Board meeting was called to order by President Chris Zellner at 6:01
p.m.

CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notice,

Public postings, official notices, and online availability were confirmed by Clerk Caitlin Stene
for open meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Joe Zitzelsberger, second by Erin Moran, to approve the Consent Agenda including
all of the items listed below except items numbered three, five and six.

Motion to approve the June 3, 2019 Village Board meeting minutes.
2 Approve Schedule of Bills
Motion to approve check numbers 78087-78120 totaling $126,450.76, and check numbers
78123-78154 totaling $217,749.98.
4 Approve Temporary Class "B" License Application for American Legion Post
360 for WaunaFest on July 25, 26, 27 and 28, 2019
Motion to approve the Temporary Class "B" license application for American Legion Post 360
for WaunaFest on July 25, 26, 27, and 28, 2019.
7 Approve Agreement with Ruekert-Mielke for Professional Grant Writing
Assistance for a 2020 Urban Forestry Grant
Motion to approve the agreement with Ruekert-Mielke for DNR Urban Forestry Grant
preparation.
Motion by Joe Zitzelsberger, second by Bill Ranum, to approve the Temporary Operator License
applications for Gene Schneider, Richard Seeger, Sandy Johnson, Gordon Acker, Gary Acker,
Mark McWilliams, Richard Stanek, Shirley Kubiak, and Henry Dorn.
Motion Passed. For: 6, Against: 0.
Motion by Joe Zitzelsberger, second by Phil Willems, to approve the amplified music permit for
the American Legion Post 360 for WaunaFest on July 25, 26, 27, and 28, 2019.
Motion Passed. For: 6, Against: 0.
Motion by Joe Zitzelsberger, second by Erin Moran, to approve the amplified music permit for
the Relay for Life of Waunakee on June 21, 2019.
Motion Passed. For: 6, Against: 0.
PUBLIC COMMENT
Mary Heimbecker (306 W 3rd Street) provided a comment to correct information she previously
emailed to the Village Board.
PRESENTATIONS
1 Presentation regarding Greater Madison Vision Survey Results and Next Steps
from the Capital Area Regional Planning Commission (CARPC)
Steve Steinhoff of the Capital Area Regional Planning Commission (CARPC) provided the
Village Board with a presentation regarding the Greater Madison Vision survey results. No
action was taken.
LICENSES/PERMITS
1 Discuss and Take Action on Annual Operator License Applications
Motion by Phil Willems, second by Bill Ranum, to approve Operator License applications for all
applicants listed on attached roster subject to successful completion of an approved responsible
beverage server training course.
Motion Passed. For: 6, Against: 0.
NEW BUSINESS
1 Discuss and Take Action on Contract for Consulting Services with Ayers
Associates for the Facilitation of Public Listening Session Relating to Public
Aquatic Facilities
Motion by Phil Willems, second by Joe Zitzelsberger, to approve the contract for consulting
services with Ayres Associates for the facilitation of public listening session relating to public
aquatic facilities.
Motion Passes. For: 6, Against: 0.
2 Discuss and Take Action on Village Trustee Vacancy
Motion by Chris Zellner, second by Bill Ranum, to pursue an application process for filling the
trustee vacancy with applications published this week and due by July 15th, interviews will be
held by President Zellner and Trustee Zitzelsberger, with a recommendation presented to the
Village Board at their August 5th Board meeting.
Motion Passed. For: 6, Against: 0.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.

Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
