VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street August 19, 2019 6:00 PM Meeting Minutes CALL TO ORDER The August 5, 2019 Village Board meeting was called to order by President Chris Zellner at 6:01 p.m. ROLL CALL Present: Joe Zitzelsberger, Kristin Runge, Bill Ranum, Phil Willems, Chris Zellner, Erin Moran, Gary Herzberg Also Present: Todd Schmidt, Caitlin Stene, Renee Meinholz, Kevin Even, Bryan Kleinmaier, Roberta Baumann, Mary Heimbecker, Maria Patt, Mary Ellen Kearney CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notice, and online availability) Public postings, official notices, and online availability were confirmed by Clerk Caitlin Stene for open meeting compliance. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. PUBLIC COMMENT Maria Patt (1000 Wexford Drive) commented requesting an update on various development projects. Mary Ellen Kearney (317 W. Main Street) commented on the great job Public Works does regarding Main Street flower baskets and terrace trees. LICENSES/PERMITS 1 Discuss and Take Action on Operator License Applications for Wayne Borstad, Brandon Kalish, Gerald Schulz, Samantha Haag and Tyler Deminter Motion by Phil Willems, second by Joe Zitzelsberger, to approve an operator license application for Wayne Borstad, Brandon Kalish, Gerald Schulz, Samantha Hagg, and Tyler Deminter subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 7, Against, 0. NEW BUSINESS 1 Discuss and Take Action on Audit Proposal Bid Motion by Phil Willems, second by Bill Ranum, to approve the proposal of CliftonLarsonAllen LLP for the audit years 2019-2021. Motion Passed. For: 7, Against: 0. 2 Discussion and Update Regarding the Regulation of Short-Term Rentals Discussion only, no action taken. 3 Discuss and Take Action on Potential Relocation of Village Hall to Old Library (710 South Street) and Potential Sale Existing Village Hall (500 W. Main Street) Motion by Phil Willems, second by Erin Moran, to direct Village Administrator to engage an architect to evaluate remodeling needs and determine renovation cost estimates for converting the old library to Village Hall not to exceed $10,000; to expand further options of Village Hall relocation in follow-up report; and, direct the Village Administrator to research third-party services for facilitating an RFP for sale / reuse / redevelopment of Village Hall, and bring a proposal for those services back to the Village Board for consideration. Motion Passed. For: 7, Against: 0. 4 Dicsuss Scheduling Possibilities for Village Board Strategic Planning Process Discussion only, no action taken. 5 Discuss and Take Action on Updated 2019-2020 Village Board Committee Appointments Motion by Gary Hertzberg, second by Phil Willems, to approve the proposed updated 2019-2020 Village Board committee appointments. This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may share comments with the Board on items that do not appear on the agenda. The Village Board may not engage in back-and-forth discussion or take formal action during this period, as the subject items are not specifically listed. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code require the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments.
