CALL TO ORDER
The September 16, 2019 Village Board meeting was called to order by President Chris Zellner at
6:01 p.m.
ROLL CALL

Village President Zellner provided a statement regarding his abstention from Village matters
involving Waunakee Community Bank and its affiliates.
No action taken.

Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Gary Herzberg, to approve the Consent Agenda including all
of the items listed below.

2 Approve Schedule of Bills
Motion to approve check numbers 78395-78419 totaling $171,397.19, US Bank in the amount of
$118,545.17, 78420-78446 (net of void 78159) totaling $80,318.32, WEX in the amount of
5,593.96, 78448-78479 totaling $1,005,446.02, 78480-78490 totaling $69,059.54, 78493 in the
amount of $2,400, and 78494-78527 totaling $504,211.79.
3 Approve Wage Scale Placement of Senior Center Receptionist/Driver Escort
Coordinator Position
Motion to approve the placement of the Senior Center Receptionist/Driver Escort Coordinator
position on the hourly wage scale at grade H4.
4 Approve Application for Temporary Class "B" License for Waunakee Youth
Hockey Association, Inc.
Motion to approve the application for a temporary Class “B” license for the Waunakee Youth
Hockey Association, Inc. for the Wildcat Classic on October 25 and 26. License premise is
identified as part of 1110 Prairie View Drive.
5 Approve Temporary Operator License Applications
Motion to approve Temporary Operator License applications for John Samuelson, Matthew
Saltzberry, and Jaime Doty.
6 Approve Urban Forestry Grant Application and Authorizing Resolution
Motion to approve the DNR Urban Forestry Grant Application and Authorizing Resolution.
7 Authorize the Village Engineer with Consultation with the Village Attorney to
Finalize a Contract for Locating Services Related to Storm Water Facilities
Motion to authorize the Village Engineer with consolation with the Village Engineer to finalize a
contract with either GLS or USIC.
PUBLIC COMMENT
Robert McPherson provided comments regarding public records requests.
Village Administrator Todd Schmidt regarding the recent WauktoberFest and a successful Mutts
on Main auction.
President Zellner commented on the Village's recent recognition as #1 on a list of Wisconsin's
Best Suburb.
PUBLIC HEARING
1 Public Hearing & Discussion/Action on Proposed Amendment to the Waunakee
Code of Ordinances Relating to Signage
The public hearing to consider amendment to the Waunakee Code of Ordinances relating to
Signage, was opened at 6:08 p.m.
No comments received.
The public hearing to consider amendment to the Waunakee Code of Ordinances relating to
Signage, was closed at 6:10 p.m.
Motion by Gary Herzberg, second by Kristin Runge, to approve the amendment as presented.
Motion Passed. For: 6, Against: 0.
2 Public Hearing & Discussion/Action on General Development Plan for
Arboretum Village Subdivision, Corner of Quinn Drive & Hogan Road
The public hearing to consider the proposed General Development Plan for Arboretum Village
Subdivision located on the corner of Quinn Drive and Hogan Road, was opened at 6:12 p.m.
Anne Lewandowski (103 W Third Street) provided written comments regarding the proposed
general development plan.
Robert McPherson (1703 Alexandria Court), Don Tierney (3564 Edge Road, DeForest WI),
Terry Mullen (1006 Franconia Court), and Linda Ashmore (114 South Street) all provided
comments regarding the proposed general development plan.
The public hearing to consider the proposed General Development Plan for Arboretum Village
Subdivision located on the corner of Quinn Drive and Hogan Road, was closed at 6:19 p.m.
Village Board discussed the proposal but no formal action was taken.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Applications for Aaron Maurer,
Andrea Coder, Kristen Waisley, Jacelyn Ripp, Patricia Dorshak, Jay Busse,
Olivia Fisher, Andrew Wright, Whitney Horkan, Macie Maulbetsch, Sydney
Wellington, and Alyssa Irwin
Motion by Bill Ranum, second by Erin Moran, to approve operator license applications for
Aaron Maurer, Hameed Odunewu, Danielle Lee, Andrea Coder, Kristen Waisley, Jacelyn Ripp,
Patricia Dorshak, Jay Busse,Olivia Fisher, Andrew Wright, Whitney Horkan, Macie Maulbetsch,
Sydney Wellington, and Alyssa Irwin, subject to successful completion of an approved
responsible beverage server training course and review by the Waunakee Police Department.
Motion Passed. For: 6, Against: 0.
NEW BUSINESS
1 Discuss and Take Action on Proposed Amendment to the Waunakee Code of
Ordinances Relating to the Regulation and Licensing of Short-Term Rentals,
including Requiring the Payment of Room Tax.
Motion by Phil Willems, second by Bill Ranum, to approve ordinance creating Chapter 18,
Article VII of the Village of Waunakee Code of Ordinances concerning the regulation and
licensing of short-term rentals reflecting the following updates: (1) adding language to Section
18-402(e)(8) regarding only guests who have registered can attend outdoor or indoor events at
the property, (2) the requirement of the owner to keep a list of registered guest to include birth
date, and (3) enforcement date updated to be December 1, 2019; and approve the ordinance
amending Chapter 62, Article III of the Village of Waunakee Code of Ordinances concerning
hotel/motel room tax.
Motion Passed. For: 6, Against 0.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
