CALL TO ORDER
The October 7, 2019 Village Board meeting was called to order by President Chris Zellner at
6:02 p.m.
ROLL CALL

Motion to approve check number 78528 in the amount of $76,117.97, check numbers 78529-
78532 totaling $567,560.51, WEX payment in the amount of $4,336.80, US Bank in the amount
of $118,690.20, check numbers 77804-78574 totaling $554,857.80, and 78577-78598 totaling
$20,693.75.
3 Approve Lions Club Diabetes Lights Request
Motion to approve the request from the Waunakee Lions Club for “Operation Diabetes Blue”
activities.
4 Approve Temporary Operator Licenses Associated with “Class B” License for
Waunakee Professional Women Wine Walk
Motion to approve the Temporary "Class B" Retailer's License for the Waunakee Professional
Women for a wine walk on November 22, 2019 from 5:00 p.m. until 9:00 p.m. for Simply
Unique Decor, Kee Kee Botique, Capitol Physical Therapy, Red Barn Company Store, Vacation
Designers, Majestic Floors & More LLC, Ooh La La Resale Boutique, Waunakee Furniture
ETC, Nails by Marlo, Sapphire Yoga, Ecco Salon, Jenerate Wellness, Hometown Pharmacy,
Back in Action, Millhouse Quils, Weaver Auto parts of Waunakee, Vibrant Life Family

Motion by Phil Willems, second by Gary Herzberg to approve the Proclamation Honoring Susan
Springman.

2 Discuss and Take Action on Proclamation Honoring the Waunakee Area
Chamber of Commerce 40th Anniversary
Motion by Phil Willems, second by Bill Ranum to approve the Proclamation Honoring the
Waunakee Area Chamber of Commerce 40th Anniversary.

3 Discuss and Take Action on Proposed 2020 Waunakee Area Emergency Medical
Services Budget
Scott Russel, Director of the Waunakee Area Emergency Medical Services, presented the
proposed 2020 budget. No action taken.
PUBLIC HEARING
1 Public Hearing & Discussion/Action on General Development Plan, Final Plat,
and Related Zoning for Arboretum Village Subdivision, Corner of Quinn Drive
& Hogan Road
Following a presentation by Staff and the Developer, the public hearing to consider the proposed
General Development Plan, Final Plat and Related Zoning for Arboretum Village Subdivision
located on the corner of Quinn Drive and Hogan Road, was opened at 6:26 p.m.
No comments received.
The public hearing to consider the proposed General Development Plan, Final Plat and Related
Zoning for Arboretum Village Subdivision located on the corner of Quinn Drive and Hogan
Road, was closed at 6:28 p.m.
Motion by Gary Herzberg, second by Joe Zitzelsberger, to approve the proposed General
Development Plan, Final Plat and Related Zoning for Arboretum Village Subdivision located on
the corner of Quinn Drive and Hogan Road subject to final review and approval by the Village
Engineer and Village Attorney.
LICENSES/PERMITS
1 Discuss and Take Action on Operator License Applications for Blake Moseley,
Nicole Franklin, Yoel Martinez, Timothy Berg, and Shontel Schroeder
Motion by Bill Ranum, second by Kristin Runge, to approve operator license applications for
Blake Moseley, Nicole Franklin, Yoel Martinez, Timothy Berg, and Shontel Schroeder, subject
to successful completion of an approved responsible beverage server training course and review
by the Waunakee Police Department.
Motion Passed. For: 6, Against: 0.
NEW BUSINESS
1 Discuss and Take Action on Arboretum Village Developers Agreement
Motion by Bill Ranum, second by Phil Willems, to approve the Developers Agreement, subject
to any revision approved by the Village Engineer and Village Attorney.
Motion Passed. For: 6, Against 0.
2 Discuss and Take Action on 2020 Health Insurance Plan Design and Establish
2020 Healthcare Savings Account (HSA) Contribution Level
Motion by Gary Herzberg, second by Bill Ranum to approve the proposal by Quartz for 2020
health insurance with no change in the Village’s contribution level to employee healthcare
savings accounts for 2020.
Motion Passed. For: 6, Against: 0.
3 Discuss and Take Action on Authorizing Issuance of RFP for Community
Aquatic Facilities Planning Services
Motion by Phil Willems, second by Kristin Runge to authorize Village Staff to issue an RFP for
Community Aquatics Facilities Planning Services.
Motion Passed. For: 6, Against: 0.
4 Discuss and Take Action on Amendment to Westview Meadows Phase 4
Development Agreement
Motion by Phil Willems, second by Bill Ranum to approve the Phase 4 Development Agreement
for Westview Meadows, subject to final review and approval by the Village Engineer and
Village Attorney.
Motion Passed. For: 5, Abstain: 1, Against: 0.
5 Discuss and Take Action on Housing Task Force Recommendations
No action taken.
6 Discuss and Take Action on Proposed Electronic Poll Book (Badger Book) 2019
Purchase
Motion by Gary Herzberg, second by Bill Ranum to approve the proposed Electronic Poll Book
(Badger Book) 2019 purchase plan as presented by Staff.
Motion Passed. For: 6, Against: 0.

*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
