CALL TO ORDER
The October 21, 2019 Village Board meeting was called to order by President Chris Zellner at
6:00 p.m.
ROLL CALL
Present: Joe Zitzelsberger, Kristin Runge, Bill Ranum, Phil Willems, Chris Zellner, Erin Moran,
Gary Herzberg

for open meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Kristin Runge, to approve the Consent Agenda including all
of the items listed below.

2 Approve Schedule of Bills
Motion to approve check numbers 78599-78614 totaling $72,058.34, 78617-78640 totaling
$206,439.93, and WEX payment in the amount of $3,391.98.
PUBLIC COMMENT
Village Clerk Stene informed the Village Board that as of the deadline of October 15, 2019 the
Village did not receive any initial applications for short-term rental licensing.
Village President Zellner commented on the recent Boo Bash event and thanked the business
community for making it a great event.
NEW BUSINESS
1 Discuss and Take Action on Resolution Supporting the Use of F-35A Fighter
Airplanes at Truax Field Air National Guard Base in Madison, WI
Comments were received by Roger Erickson (2315 Springdale Center, Verona), a representative
of the 115th Fight Wing.
Motion by Phil Willems, second by Bill Ranum, to approve the resolution supporting the use of
F-35A Fighter Airplanes at the Truax Field Air National Guard Base in Madison, WI.
Motion Passed. For: 7, Against: 0.
2 Discuss and Take Action on Proposed Amendment to the Waunakee Code of
Ordinances Relating to the Creation of Section 30-85 Concerning Fire
Inspections
Motion by Phil Willems, second by Bill Ranum, to approve resolution to amend the Waunakee
Code of Ordinances relating to the creation of Section 30-85 concerning Fire Inspections.
Motion Passed. For: 7, Against: 0.
3 Discuss and Take Action to Place on File Proposed 2020 Operating and Capital
Improvement Budget
Motion by Gary Herzberg, second by Kristin Runge, to direct staff to publish the notice as
required by state statutes indicating the proposed budget is available for public review.
Motion Passed. For: 7, Against: 0.

Motion by Bill Ranum, second by Erin Moran, to adjourn at 7:22 p.m.

*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
