CALL TO ORDER
The November 4, 2019 Village Board meeting was called to order by President Chris Zellner at
6:01 p.m.
ROLL CALL
Present: Joe Zitzelsberger, Kristin Runge, Phil Willems, Chris Zellner, Erin Moran, Gary
Herzberg
Absent: Bill Ranum
Also Present: Todd Schmidt, Caitlin Stene, Renee Meinholz, Kevin Even, Roberta Baumann,

CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notice,
and online availability)
Public postings, official notices, and online availability were confirmed by Clerk Caitlin Stene
for open meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Erin Moran, to approve the Consent Agenda items numbered
1 through 4.

Motion to approve the October 21, 2019 Village Board Minutes.
2 Approve Schedule of Bills
Motion to approve check number 78641 in the amount of $67,611.72, US Bank payment in the
amount of $121,587.07, check numbers 78642-78658 totaling $35,510.48, and 78661-78682
totaling $626,403.96.
3 Approve Temporary Operator Licenses Associated with "Class B" License for
Waunakee Professional Women Wine Walk
Motion to approve Temporary Operator License applications for Waunakee Professional Women
2019 Wine Walk.
4 Approve Resolution Rquesting Exemption from Dane County Library Tax
Motion to approve resolution requesting exemption from Dane County Library Tax.
Motion by Chris Zellner, second by Gary Herzberg, to approve the appointment of Cathy
Sheffield to serve on the Library Board.
Motion Passed. For: 6, Against: 0.
PUBLIC COMMENT
Jean Elvekrog, Library Board President, thanked the Village Board for appointing Cathy
Sheffield to the Library Board.
Todd Schmidt, Village Administrator, informed the Village Board of the our recent InBusiness
Magazine insert and announced the launch of the Create Waunakee website and social media
page.
Kevin Even, Village Engineer, provided an update on the work currently being completed to
Woodland Drive.
1 Public Comment on 2020 Village of Waunakee Budget
Linda Ashmore (114 South Street) provided comments regarding the Reeve Park funding
included in the budget.
Gerry Ashmore (114 South Street) provided comments regarding the Reeve Park funding
included in the budget.
Mary Heimbecker (306 W. Third Street) provided comments regarding the Reeve Park funding
included in the budget.
Trustee Erin Moran requested the 2020 budget include Sunday Library hours during the school
year starting in September 2020.
Trustee Gary Herzberg requested the 2020 budget include the addition of one public works
laborer and consider the inclusion of funding to maintain/study the Six Mile Creek Corridor.
Village Administrator Todd Schmidt provided a plan to allow for the inclusion in the 2020
budget the proposals requested by Erin Moran and Gary Herzberg.
LICENSES/PERMITS
1 Discuss and Take Action on Original Alcohol Beverage License Application for 7
Girls 2 Boys, LLC dba Red & White
Motion by Erin Moran, second by Kristin Runge, to approve an Original Alcohol Beverage
Retail License Application for 7 Girls, 2 Boys, LLC dba Red & White, premise identified as
building at 331 E. Main Street #101.
Motion Passed. For: 5, Against: 0, Abstain: 1 (Chris Zellner).
2 Discuss and Take Action on Operator License Applications for Karilynn Heller,
Claudia Hernandez, and Joseph Bolton
Motion by Gary Herzberg, second by Phil Willems to approve the operator license application
for Karilynn Heller subject to successful completion of an approved responsible beverage
training course and review by the Waunakee Police Department.
Motion Passed. For: 5, Against: 0, Abstain: 1 (Chris Zellner).
Motion by Phil Willems, second by Kristen Runge to approve the operator license applications
for Claudia Hernandez and Joseph Bolton subject to successful completion of an approved
responsible beverage training course and review by the Waunakee Police Department.
Motion Passed. For: 6, Against: 0.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
