CALL TO ORDER
The November 18, 2019 Village Board meeting was called to order by President Chris Zellner at
6:00 p.m.
ROLL CALL

CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any

Motion by Phil Willems, second by Joe Zitzelsberger, to approve the Consent Agenda including
all of the items listed below.

Motion to approve the November 4, 2019 Village Board Minutes.
2 Approve Schedule of Bills
Motion to approve check numbers 78684-78707 totaling $30,321.39, 78708-78709 totaling
$232,831.06, WEX in the amount of $3,862.65, and checks 78712-78743 totaling $126,552.63.
3 Approve Temporary Operator License Applications
Motion to approve Temporary Operator License applications for St. John the Baptist Catholic
Church and School for Kristy Robinson and Jessica Bangert.
4 Approve Application for Temporary Class "B"/"Class B" License for St. John
the Baptist Catholic Church and School
Motion to approve an application for Temporary Class "B"/"Class B" license for St. John the
Baptist Catholic Church and School for an Auction on Saturday, December 7, 2019. License
premise is identified as the cafeteria, kitchen, gym, and lobby located at 114 E. Third Street.
5 Approve Administrative Lot Line Adjustment, Lot 1 CSM 14532, Kilkenny
Farms Commons
Approved administratively. No Board approval is necessary, as it is has been approved
administratively. We include the lot line adjustments in the board packets to create a record for
ease of look back for approvals.
PUBLIC COMMENT
Linda Ashmore (114 South Street) requested to be able to speak during a later agenda item not
noticed as a public hearing.
Caitlin Stene, Deputy Administrator/Village Clerk, announced the availability of 2020 local
election nomination papers and reminded the public that the first day to circulate nomination
papers for signatures is December 1, 2019.
PUBLIC HEARING
1 Public Hearing and Discuss/Take Action on 2020 Budget
Following a presentation by Renee Meinholz, Finance Director, the public hearing to consider
the proposed 2020 Village of Waunakee Budget was opened at 6:19 p.m.
No comments received.
The public hearing to consider the proposed 2020 Village of Waunakee Budget was closed at
6:21 p.m.
Motion by Phil Willems, second by Bill Ranum, to approve the resolution approving the 2020
Village of Waunakee Budget.
Motion Passed. For: 6, Against: 0.
2 Public Hearing and Discussion/Take Action on a Request by Donna Dorn for
approval of a certified survey map splitting off a 3.3 acre parcel and rezoning it
from County A1-Ex to Village A-1, at 6303 Meffert Road, Town of Westport
Following a presentation by Kevin Even, Village Engineer, the public hearing to consider a
request by Donna Dorn for approval of a certified survey map splitting off a 3.3 acre parcel and
rezoning it from County A1-Ex to Village A-1 at 6303 Meffert Road in the Town of Westport,
was opened at 6:26 p.m.
No comments received.
The public hearing to consider a request by Donna Dorn for approval of a certified survey map
splitting off a 3.3 acre parcel and rezoning it from County A1-Ex to Village A-1 at 6303 Meffert
Road in the Town of Westport, was closed at 6:27 p.m.
Motion by Gary Herzberg, second by Bill Ranum, to approve the certified survey map and
rezoning of the newly created Lot 1 to Village A-1 as recommended by the Waunakee/Westport
JPC and the Westport Board.

LICENSES/PERMITS
1 Discuss and Take Action on an Operator License Applications for Brianna
Bockover and Mizzella Harmon
Motion by Joe Zitzelsberger, second by Erin Moran, to approve operator license applications for
Brianna Bockover and Mizzella Harmon, subject to successful completion of an approved
responsible beverage server training course and review by the Waunakee Police Department.
Motion Passed. For: 6, Against: 0.
NEW BUSINESS
1 Discuss and Take Action on Strand Task Order for 2020 Public Works
Improvements
Motion by Phil Willems, second by Erin Moran, to approve Strand Task Order 19-03 to provide
engineering for 2020 Public Works Improvements.
Motion Passed. For: 6, Against: 0.
2 Discuss and Take Action on Village Board Meeting Time
Discussion only, no action taken.
3 Discuss and Take Action on Resolution to Establish a Create Waunakee
Committee
Motion by Gary Herzberg, second by Joe Zitzelsberger, to approve the resolution to establish the
Create Waunakee Committee.
Motion Passed. For: 6, Against: 0.
4 Discuss and Take Action on Utilization of Community Development Authority
and Proposed Elimination of Waunakee Economic Development Commission
Motion by Bill Ranum, second by Phil Willems, to direct Village Staff to prepare appropriate
action items for eliminating the Waunakee Economic Development Committee and initiating an
active functioning Community Development Authority.
Motion Passed. For: 6, Against: 0.

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
