VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street December 16, 2019 6:00 PM Meeting Minutes CALL TO ORDER The December 16, 2019 Village Board meeting was called to order by Village President Zellner at 6:00 p.m. ROLL CALL Present: Chris Zellner, Joe Zitzelsberger, Erin Moran, Phil Willems, Kristin Runge, Gary Herzberg Absent: Bill Ranum Also Present: Todd Schmidt, Laurie Helt, Renee Meinholz, Roberta Baumann, Nile Frye, Sam Kaufmann, Dave O'Malley, Linda Ashmore, Barb Dresen, Maria Patt, Mary Heimbecker Sue McDade CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notice, and online availability) Public postings, official notices, and online availability were confirmed by Deputy Clerk Laurie Helt for open meeting compliance. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Joe Zitzelsberger, second by Erin Moran, to approve the Consent Agenda including all of the items listed below except item number three and item number five. Motion Passed: For: 6, Against: 0 1 Approve December 2, 2019 Village Board Minutes Motion to approve December 2, 2019 Village Board Minutes. 2 Approve Schedule of Bills Motion to approve check numbers 78784-78802 totaling $38,067.73 and 78806-78828 totaling $54,201.44. 4 Approve Strand Task Order 19-05 for Centennial Park South Parking Lot Improvements Approve Strand Task Order 19-05 for Centennial Park South Parking Lot Improvements 6 Approve 2020-2021 Election Inspector Appointment for Tammy Andries Motion to approve 2020-2021 Election Inspector Appointment for Tammy Andries. Motion by Joe Zitzelsberger, second by Kristin Runge to approve Contract with Holbrook Tennis Court Services - Northridge Park Tennis Court Rehab Project. Motion Passed. For: 6, Against: 0 Motion by Gary Herzberg, second by Erin Moran, to Approve Naming the Newly Acquired O'Malley Property the O'Malley Marsh. Motion Passed: For: 6, Against: 0 PUBLIC COMMENT Nila Frye (404 E. Verleen Avenue) commented regarding the extension of N. Division Street and thanked the Village Public Works Department. Todd Schmidt, Village Administrator, commented regarding after meeting holiday social. LICENSES/PERMITS 1 Discuss and Take Action on Operator License Applications for Shannon Audretsch, Julie Gengler, Shannon Foote, Josh Heimbecker, Ryan Woods, and Holly Tierney Motion by Phil Willems, second by Joe Zitzelsberger to approved operator license applications for Shannon Audretsch, Julie Gengler, Shannon Foote, Josh Heimbecker, Ryan Woods, and Holly Tierney, subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Motion Passed. For: 6, Against: 0. NEW BUSINESS 1 Discuss and Take Action on Non-Represented Employee Wage Adjustment Motion by Phil Willems, second by Kristin Runge to approve a 1% Increase in Non-Represented Village Employee Base Wages Retroactive to December 1, 2019. Motion Passed. For: 6, Against: 0. 2 Discuss Next Steps for Village Board Strategic Planning Discussion only, no action taken. This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may share comments with the Board on items that do not appear on the agenda. The Village Board may not engage in back-and-forth discussion or take formal action during this period, as the subject items are not specifically listed. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request.
