VILLAGE OF WAUNAKEE BOARD MEETING Virtual Meeting via Zoom Webinar April 20, 2020 6:00 PM Please note that due to the COVID-19 pandemic, the Village of Waunakee Village Board meeting was held as a live virtual meeting. Meeting Minutes CALL TO ORDER The April 20, 2020 Village Board meeting was called to order by Village President Zellner at 6:08 p.m. ROLL CALL Present: Chris Zellner, Joe Zitzelsberger, Phil Willems, Kristin Runge, Gary Herzberg, Bill Ranum, Erin Moran Also Present: Todd Schmidt, Caitlin Stene, Renee Meinholz, Kevin Even, Bryan Kleinmaier, Adam Kreitzman CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Clerk Caitlin Stene for open meeting compliance. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Gary Hertzberg, second by Bill Ranum, to approve the Consent Agenda including all of the items listed below, expect item #2. Roll call vote. Motion Passed. Consent Agenda Item #2 - Approve Resolution Designating Public Depositories and Authorizing Withdrawal of Village of Waunakee Deposits President Chris Zellner recused himself from discussion and voting on this item. Motion by Phil Willems, second by Erin Moran, to approve the resolution designating public depositories and authorizing withdrawal of Village of Waunakee deposits. Roll Call Vote. Motion Passed. PUBLIC HEARING* 1 Public Hearing & Discussion/Action for Approval of Updated Final Plat for Arboretum Village (adding 2 additional single-family lots and allowing 3 lots to be developed as single-family residential lots or duplex condominium lots, 2 units per lot) Following a presentation by Kevin Even, Village Engineer, the public hearing to consider the updated final plat for Arboretum Village, adding two additional single-family lots and allowing three lots to be developed as single-family residential lots or duplex condominiums, 2 units per lot, was opened at 6:20 p.m. No comments received. The public hearing to consider the updated final plat for Arboretum Village, adding two additional single- family lots and allowing three lots to be developed as single-family residential lots or duplex condominiums, 2 units per lot, was closed at 6:22 p.m. Motion by Joe Zitzelsberger, second by Kristin Runge, to approve the updated final plat for Arboretum Village. LICENSES/PERMITS 1 Discuss and Take Action on Operator License Applications for Zachary B. Endres and Amy Hoffman Motion by Bill Ranum, second by Erin Moran, to approve operator license applications for Zachary Endres and Amy Hoffman, subject to successful completion of an approved responsible beverage server training course and review by the Waunakee Police Department. Against: 0. 2 Discuss ant Take Action on Operator License Application for Jimmie A. Leuaxay Motion by Phil Willems, second by Bill Ranum, to deny the operator license application for Jimmie A. Leuaxay consistent with the policy review of operator license applications. Roll Call Vote. Motion Passed. For: 7 - Erin Moran, Gary Herzberg, Joe Zitzelsberger, Kristin Runge, Bill Ranum, Chris Zellner, Phil Willems. Against: 0. NEW BUSINESS 1 Discussion and Update regarding COVID-19 Pandemic Discussion only, no action taken. 2 Discuss and Take Action on Resolution Approving the Carryforward of Unexpended 2019 Appropriations and Assignment of Accumulated Sick Leave Balance Motion by Phil Willems, second by Bill Ranum, to adopt resolution approving the carryforward of unexpected 2019 appropriations and assignments of accumulated sick leave balances. Roll Call Vote. Motion Passed. For: 7 - Bill Ranum, Chris Zellner, Phil Willems, Erin Moran, Gary Herzberg, Joe Zitzelsberger, Kristin Runge. Against: 0. 3 Discuss and Take Action on Resolution Approving Fund Transfers and Budget Amendments Motion by Phil Willems, second by Kristin Runge, to adopt the resolution approving fund transfers and budget amendments. Roll Call Vote. Motion Pass. For: 7 -Joe Zitzelsberger, Kristin Runge, Bill Ranum, Chris Zellner, Phil Willems, Erin Moran, Gary Herzberg. Against: 0. 4 Discuss and Take Action on Phase 1 Final Plat for the Heritage Hills development by VH Heritage Hills, LLC, at the corner STH 113 and N. Division Street (aka Breunig Property). As part of this agenda item, the Village Board may review and discuss a draft Motion by Kristin Runge, second by Gary Herzberg, to approve the final plat for Phase 1 of the Heritage Hills development, subject to final approval by Village Engineer with modifications to meet staff comments to the satisfaction of the Village Engineer, and conditioned upon the execution of a development agreement for Phase 1 and conditioned upon VH Heritage Hills, LLC's acquisition of the land subject to the final plat. Against: 0. 5 Discuss and Take Action Salary Scale Placement for Lieutenant Promotions Motion by Bill Ranum, second by Phil Willems, to approve the placement of Sergeant Roger Bartels and Sergeant Rob Beaudette at Step 4 of the Lieutenant wage scale upon their promotion to the role of Lieutenant. Roll Call Vote. Motion Passed. For: 7 - Gary Herzberg, Joe Zitzelsberger, Kristin Runge, Bill Ranum, Chris Zellner, Phil Willems, Erin Moran. Against: 0. 6 Discuss and Take Action on Next Steps for Village Board Strategic Planning Discussion only, no action taken. 7 Discuss and Take Action on Emergency Responders exemption from Families First Coronavirus Response Act (FFCRA) and Adoption of Emergency Responder Emergency Sick Leave Policy Motion by Bill Ranum, second by Joe Zitzelsberger, to approve the propsoed definition of first responders under the FFCRA and approve the Village Emergency Responder Paid Sick Leave Policy. Roll Call Vote. Motion Passed. For: 7 - Kristin Runge, Bill Ranum, Chris Zellner, Phil Willems, Erin Moran, Gary Herzberg, Joe Zitzelsberger. Against: 0. ADJOURN Prior to a motion to adjourn, President Zellner thanked Trustee Joe Zitzelsberger for this service to the Village Board over the last two years. This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may share comments with the Board on items that do not appear on the agenda. The Village Board may not engage in back-and-forth discussion or take formal action during this period, as the subject items are not specifically listed. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request.
