CALL TO ORDER
The May 4, 2020 Village Board meeting was called to order by President Chris Zellner at 6:03 p.m.

Motion by Kristin Runge, second by Nila Frye, to approve the operator license applications for Bruce
Demming and Kristin Nachreiner, subject to successful completion of an approved responsible beverage
server training course and review by the Waunakee Police Department. Roll Call Vote. Motion Passed.

2 Discuss and Take Action on Proposal to Allow the Installation of Street Pole Banners
Recognizing Waunakee High School 2020 Seniors
Motion by Erin Moran, second by Bill Ranum, to direct Village staff and the Village Attorney to draft
appropriate approval documents to allow the installation of street pole banners recognizing Waunakee
High School 2020 Seniors, and to bring the item back for further consideration at the May 18, 2020
Village Board meeting. Roll Call Vote. Motion Passed. For: 7 - Bill Ranum, Chris Zellner, Phil Willems,
Erin Moran, Gary Herzberg, Nila Frye, Kristin Runge. Against: 0.
3 Discuss and Take Action on 2020-2021 Committee Appointments
Motion by Gary Herzberg, second by Erin Moran, to approve 2020-2021 Village Trustee committee,
commission and board appointments as recommended by the Village President. Roll Call Vote. Motion
Passed. For: 7 - Kristin Runge, Bill Ranum, Chris Zellner, Phil Willems, Erin Moran, Gary Herzberg,
Nila Frye. Against: 0.
Motion by Phil Willems, second by Nila Frye, to approve 2020 citizen committee, commission and board
appointments as recommended by the Village President. Roll Call Vote. Motion Passed. For: 7 - Phil
Willems, Erin Moran, Gary Herzberg, Nila Frye, Kristin Runge, Bill Ranum, Chris Zellner. Against: 0.
4 Discuss and Take Action on the Heritage Hills Development (a Veridian development) at
the corner of STH 113 and N. Division Street (aka the Breunig Property): Annexation
Agreement and Phase 1 Development Agreement.* For purposes of discussion or action
on
Motion by Phil Willems, second by Nila Frye, to approve amendments to the annexation agreement and
approval of the developers agreement for the Heritage Hills development, subject to final approval by the
Village Engineer and Village Attorney. Roll Call Vote. Motion Passed. For: 7 - Erin Moran, Gary
Herzberg, Nila Frye, Kristin Runge, Bill Ranum, Chris Zellner, Phil Willems. Against: 0.
Consent Agenda Item #1 - Approve Schedule of Bills.
Motion by Phil Willems, second by Kristin Runge to approve WEX in the amount of $1,662.16, check
numbers 79379-79395 totaling $15,868.55, and 79396-79428 totaling $50,233.45. Roll Call Vote. Motion
Passed. For: 7 - Nila Frye, Kristin Runge, Bill Ranum, Chris Zellner, Phil Willems, Erin Moran, Gary
Herzberg. Against: 0.

the State of Wisconsin’s Safer At Home Order. The public can participate in one of three ways:

4 Discuss and Take Action on the Heritage Hills Development (a Veridian

Property): Annexation Agreement and Phase 1 Development Agreement.* For
purposes of discussion or action on the Annexation Agreement and/or the Phase 1
Development Agreement, the Village Board may convene in closed session as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of the investing of
public funds or conducting other specified public business, whenever competitive or
bargaining reasons require a closed session. The Village Board may reconvene in
open session and discuss and take action on the subject matter discussed in closed
session.
ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
