CALL TO ORDER
The July 20, 2020 Village Board meeting was called to order by President Chris Zellner at 6:02
p.m.
ROLL CALL
Present: Nila Frye, Kristin Runge, Phil Willems, Chris Zellner, Erin Moran, Gary Herzberg
Not Present: Bill Ranum
Also Present: Todd Schmidt, Caitlin Stene, Renee Meinholz, Kevin Even, Bryan Kleinmaier
CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official

Public postings, official notices, and online availability were confirmed by Clerk Caitlin Stene
for open meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Erin Moran, to approve the Consent Agenda including all
items listed below except item number 4. Roll Call Vote. Motion Passed. For: 6 - Nile Frye,
Kristin Runge, Chris Zellner, Phil Willems, Erin Moran, Gary Herzberg. Against: 0.
1 Approve Schedule of Bills
approve check numbers 79661-79693 totaling $147,138.66, US Bank in the amount of
$132,458.08, check numbers 79698-79725 totaling $195,375.96, and WEX in the amount of
$2,807.74.
2 Approve Proposal from IT Strategies Group, LLC for Cybersecurity Strategic
Planning
Approve the proposal from IT Strategies Group, LLC for cybersecurity strategic planning.
3 Approve Reduction of Rear Easement from 20 feet to 10 feet for Lots 30 and 31,
Westbridge Subdivision
Approve the reduction of rear easement from 20 feet to 10 feet for Lots 30 and 31 of the
Westbridge Subdivision.
5 Approve Appointment of Joel Lewis to Create Waunakee Committee
Approve the appointment of Joel Lewis to the Create Waunakee Committee.
PUBLIC COMMENT*
Mary Heimbecker (306 W Third Street) commented regarding Fall Garage Sale Days.
Victor Villacrez (Hovde Properties) provided a comment of support for the Lone Girl Brewing
Company temporary expansion.
LICENSES/PERMITS
1 Discuss and Take Action on Request from Lone Girl Brewing Company for a
Temporary Amendment to Outdoor Premise
Motion by Phil Willems, second by Kristin Runge, to approve the requested temporary premise
amendment for Lone Girl Brewing Company with the conditions agreed upon by the Village
Board including the subject receiving permission from adjacent businesses. Roll Call Vote.
Motion Passed. For: 6 - Gary Herzberg, Nila Frye, Kristin Runge, Chris Zellner, Phil Willems,
Erin Moran. Against: 0.
NEW BUSINESS
1 Discussion and Update regarding COVID-19 Pandemic

2 Discuss and Take Action on Racism, Tolerance and Equality in the Waunakee
Community.

3 Discuss and Take Action on Proposal from Antonio Hoye and Betsy Delzer for
Facilitating Village Board Training Related to Social Justice and Race Relations
Motion by Chris Zellner, second by Nila Frye to approve the proposal from Antonio Hoye and
Betsy Delzer for facilitating Village Board training related to social justice and race relations.
Roll Call Vote. Motion Passed. For: 6 - Kristin Runge, Nila Frye, Chris Zellner, Phil Willems,
Erin Moran, Gary Herzberg. Against: 0. Abstain: 0.

This Village of Waunakee Village Board Meeting will be held as a live virtual meeting due to
Dane County Public Health Order. The public can participate in one of three ways:

participation.

options are asked to contact Village Hall for details prior to the meeting at

available afterwards on our YouTube channel.
The on-line meeting agenda and all support materials can be found at

and staff will also be participating remotely. An explanation on how the meeting will be
conducted will occur promptly at 6:00 PM. Anyone with questions prior to the meeting may

WRITTEN COMMENTS: You can send comments to the Village Board on any matter,
either on or not on the agenda, by emailing cstene@waunakee.com or in writing to
Village Board, 500 W Main St., Waunakee, WI, 53597.
PUBLIC COMMENTS: This agenda item allows those attending to speak about any item
on or not on the agenda. During this item, those participating using the zoom system will
be instructed to “raise hand” to speak. Those participating by phone are asked to register
to speak by calling (608)850-2827 prior to the meeting. Each speaker is limited to two (2)

ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not
engage in back-and-forth discussion or take formal action during this period. The Board may
consider deferring the subject to a later meeting when specific notice can be given. Note: In
general, Wisconsin law grants citizens the right to attend and observe open session meetings of
the Village Board, but does not require allowing the public to speak or actively participate. The
Village Board may determine if citizen participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
