VILLAGE OF WAUNAKEE BOARD MEETING Virtual Meeting via Zoom Webinar July 6, 2020 6:00 PM Please note that due to the COVID-19 pandemic, the Village of Waunakee Village Board meeting was held as a live virtual meeting. Meeting Minutes CALL TO ORDER The July 6, 2020 Village Board meeting was called to order by President Chris Zellner at 6:03 p.m. ROLL CALL Present: Bill Ranum Nila Frye, Kristin Runge, Phil Willems, Chris Zellner, Erin Moran, Gary Herzberg Also Present: Todd Schmidt, Caitlin Stene, Renee Meinholz, Kevin Even, Bryan Kleinmaier, Joe Parisi, Scott Russell CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Clerk Caitlin Stene for open meeting compliance. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Gary Herzberg, second by Nila Frye, to approve the Consent Agenda including all items listed below. Roll Call Vote. Motion Passed. NEW BUSINESS 1 Discuss and Take Action on Proposed Changes to Public Comment Procedures Motion by Chris Zellner, second by Phil Willems, to allow public comment on items listed on and off the agenda for the time limit of 2 minutes. NEW BUSINESS 2 Discussion and Update regarding COVID-19 Pandemic Discussion only, no action taken. 3 Discuss and Take Action on Resolution to Grant a Second Extension of the Declaration of Emergency in the Village of Waunakee and Continuation of Joint Executive Authority Motion by Erin Moran, second by Bill Ranum, to approve the Resolution to Grant a Second Extension of the Declaration of Emergency in the Village of Waunakee and Continuation of Joint Executive Authority. Roll Call Vote. Motion Passed. For: 7 - Kristin Runge, Bill Ranum, Chris Zellner, Phil Willems, Erin Moran, Gary Herzberg, Nila Frye. Against: 0. 4 Discuss and Take Action on Resolution Allowing for the Administrative Approval of Outdoor Dining, Sales, and Display Areas for a Temporary Period Motion by Erin Morn, second by Gary Herzberg, to approve the Resolution Allowing for the Administrative Approval of Outdoor Dining, Sales, and Display Areas for a Temporary Period. Roll Call Vote. Motion Passed. For: 6 - Erin Moran, Gary Herzberg, Kristin Runge, Bill Ranum, Chris Zellner, Phil Willems. Against: 1 - Nila Frye. 5 Discuss and Take Action on Racism, Tolerance and Equality in the Waunakee Community. Discussion only, no action taken. 6 Discuss and Take Action on Conceptual Development Agreement & TIF Assistance Request for Octopi Expansion* Following a presentation by Octopi, a motion was made by Gary Herzberg, second by Kristin Runge, to convene into closed session at 7:52 p.m. as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Roll Call Vote. Motion Passed. For: 7 - Bill Ranum, Chris Zellner, Phil Willems, Erin Moran, Gary Herberg, Nila Frye, Kristin Runge. Against: 0. Motion by Bill Ranum, second by Kristin Runge, to reconvene in open session at 8:42 p.m. Roll Call Vote. Motion Passed. CONNECTION INSTRUCTIONS This Village of Waunakee Village Board Meeting will be held as a live virtual meeting due to Dane County Public Health Order. The public can participate in one of three ways:  PREFERRED METHOD: Participate on-line in Zoom webinar by using the link to join: https://us02web.zoom.us/j/81771323519. ADJOURN *As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public comment period on Board meeting agendas to afford an opportunity for valued public comments. This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may share comments with the Board on items that do not appear on the agenda. The Village Board may not engage in back-and-forth discussion or take formal action during this period, as the subject items are not specifically listed. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request.
