CALL TO ORDER
The August 17, 2020 Village Board meeting was called to order by President Chris Zellner at
6:01 p.m.
ROLL CALL

Motion by Phil Willems, second by Gary Herzberg, to approve the Consent Agenda including all

1 Approve Schedule of Bills
approve check numbers 79726-79748 totaling $19,679.69, 79749-79769 totaling $84,040.74,

Motion by Chris Zellner, second by Gary Herzberg, to approve the Extraterritorial Jurisdiction
Certified Surevey Map for Esser, 6294 Hyslop Road, Town of Dane. Roll Call Vote. Motion

2 Discuss and Take Action on Village Contribution to Local Business Marketing
Program In Partnership with the Waunakee Area Chamber of Commerce
Motion by Phil Willems, second by Nila Frye, to approve up to $15,000 in funding for the
G.O.A.T. business marketing campaign, and authorize the Village Administrator to enter into
agreements in relation to the campaign. Roll Call Vote. Motion Passed. For: 6 - Gary Herzberg,
Nila Frye, Bill Ranum, Chris Zellner, Phil Willems, Erin Moran. Against: 0
3 Discuss potential financing arrangements for replacement of Engine 2 by
Waunakee Area Fire District

4 Discuss and Take Action on Appeal of Dangerous Animal Determination
Motion by Phil Willems, second by Gary Herzberg, to allow the dog to remain in the Village of
Waunakee until September 30, 2020 and if requested by the Village the dog owner shall provide
the Village with proof of continued training. Roll Call Vote. Motion Passed. For: 6 - Erin Moran,
Gary Herzberg, Nila Frye, Bill Ranum, Chris Zellner, Phil Willems. Against: 0.
5 Discuss and Take Action on Racism, Tolerance and Equality in the Waunakee
Community.
Discussion only, no action taken.
6 Discuss and Take Action to Authorize Application to the UW UniverCity
Program Focusing on Race Relations, Social Justice and Civility Programming
Motion by Erin Moran, second by Nila Frye, to authorize the Village Administrator to submit the
UniverCity proposal and execute agreements to proceed with UniverCity if selected. Roll Call
Vote. Motion Passed. For: 6 - Bill Ranum, Chris Zellner, Phil Willems, Erin Moran, Gary
Herzberg. Against: 0.
7 Dicuss and Take Action on use of former Library site (710 South Street) by Leap
Academy and Potential Lease for Pre-K Programs
Motion by Gary Herzberg, second by Erin Moran, to authorize the Village Administrator and
Village Attorney to finalize and execute lease documents between the Village and Leap
Academy, consistent with terms included in the lease proposal, and contingent upon the
Waunakee Community School District waiving their right to re-claim the upper parking during
the lease period. Roll Call Vote. Motion Passed. For: 6 - Phil Willems, Erin Moran, Gary
Herzberg, Nila Frye, Bill Ranum, Chris Zellner. Against: 0.

Dane County Public Health Order. The public can participate in one of three ways:

*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT, during which citizens may
share comments with the Board on items that do not appear on the agenda. The Village Board
may not engage in back-and-forth discussion or take formal action during this period, as the
subject items are not specifically listed. The Board may consider deferring the subject to a later
meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the
right to attend and observe open session meetings of the Village Board, but does not require
allowing the public to speak or actively participate. The Village Board may determine if citizen
participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
