CALL TO ORDER
The September 8, 2020 Village Board meeting was called to order by President Chris Zellner at
6:01 p.m.
ROLL CALL
Present: Bill Ranum Nila Frye, Kristin Runge, Phil Willems, Chris Zellner, Erin Moran (Arrived

Approve US Bank in the amount of $136,571.36, WEX in the amount of $3,259.27, check
numbers 79827-79842 totaling $80,823.26, 79876-79878 totaling $42,077.91, 79879-79901
totaling $112,890.65, and 79904-79920 totaling $477,658.35.
2 Approve Lions Club Diabetes Lights Request
Approve the request from the Waunakee Lions Club for “Operation Diabetes Blue” activities.

1 Discuss and Take Action on Original Alcohol Beverage License Appliction for
Kwik Trip, Inc. dba Kwik Trip 1059
Motion by Phil Willems, second by Gary Herzberg, to approve an original Alcohol Beverage
License application for Kwik Trip, Inc. dba Kwik Trip 1059, premise identified as convenience
store located at 1350 Water Wheel Drive, one-story frame construction with storage in lockable
walk-in cooler and cabinetry locked during nonsale hours and behind sales counter, and
surveillance cameras are to be in place to record sales and counter activities; and, subject to
possession of a current seller's permit, payment of outstanding liquor bills, and payment of all
outstanding bills or monies owed the Village. Roll Call Vote. Motion Passed. For: 7 - Gary
Herzberg, Nila Frye, Kristin Runge, Bill Ranum, Chris Zellner, Phil Willems, Erin Moran.

1 Discussion and Update regarding COVID-19 Pandemic

2 Discuss and Take Action on Resolution to Grant a Third Extension of the
Declaration of Emergency in the Village of Waunakee and Continuation of Joint
Executive Authority
Motion by Kristin Runge, second by Phil Willems, to approve the Resolution to Grant a Third
Extension of the Declaration of Emergency in the Village of Waunakee and Continuation of
Joint Executive Authority. Roll Call Vote. Motion Passed. For: 6 - Kristin Runge, Bill Ranum,
Chris Zellner, Phil Willems, Erin Moran, Gary Herzberg. Against: 1 - Nila Frye.
3 Discuss and Take Action to Ratify Village President Emergency Allowance of
Variation from Sign Code Regulations Related to 'Get Out And Try’ Banners to
be Placed on Private Property
Motion by Gary Herzberg, second by Bill Ranum, to approve the placement of four "Get Out and
Try" banners at the four locations identified for not longer than 30 days and with the banners not
being larger than 4 feet by 8 feet. Roll Call Vote. Motion Passed. For: 6 - Kristin Runge, Bill
Ranum, Chris Zellner, Phil Willems, Erin Moran, Gary Herzberg. Against: 1 - Nila Frye.
4 Discuss and Take Action on Replacement of Police K-9
Motion by Chris Zellner, second by Nila Frye, to approve the use of prior K-9 donations to
purchase a new K-9. Roll Call Vote. Motion Passed. For: 7 - Erin Moran, Gary Herzberg, Nila
Frye, Kristin Runge, Bill Ranum, Chris Zellner, Phil Willems. Against: 0.
5 Discuss and Take Action on Racism, Tolerance and Equality in the Waunakee
Community.

*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not
engage in back-and-forth discussion or take formal action during this period. The Board may
consider deferring the subject to a later meeting when specific notice can be given. Note: In
general, Wisconsin law grants citizens the right to attend and observe open session meetings of
the Village Board, but does not require allowing the public to speak or actively participate. The
Village Board may determine if citizen participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
