CALL TO ORDER
The November 2, 2020 Village Board meeting was called to order by President Chris Zellner at 6:01 p.m.
ROLL CALL
Present: Bill Ranum Nila Frye, Kristin Runge, Phil Willems, Chris Zellner, Erin Moran (arrived at 6:03
pm), Gary Herzberg
Also Present: Todd Schmidt, Caitlin Stene, Renee Meinholz, Kevin Even, Bryan Kleinmaier, Scott

CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and
online availability)
Public postings, official notices, and online availability were confirmed by Clerk Caitlin Stene for open
meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board
Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for
discussion and/or action.
Motion by Gary Herzberg, second by Phil Willems, to approve the Consent Agenda including all items
listed below. Roll Call Vote. Motion Passed. For: 7 - Nile Frye, Kristin Runge, Bill Ranum, Chris Zellner,
Phil Willems, Erin Moran, Gary Herzberg. Against: 0.
1 Approve Schedule of Bills
Approve check numbers 79959-80107 totaling $695,952.59 and 80124-80147 totaling $170,271.64.

Approve the appointment of Zachary Koga to the Police Commission.

Linda Ashmore (114 South Street) commented on agenda language related to 2 minutes for public

CONNECTION INSTRUCTIONS
This Village of Waunakee Village Board Meeting will be held as a live virtual meeting due to
Dane County Public Health Order. The public can participate in one of three ways:
PREFERRED METHOD: Participate on-line in Zoom webinar by using the link to join:

participation.

options are asked to contact Village Hall for details prior to the meeting at

available afterwards on our YouTube channel.
The on-line meeting agenda and all support materials can be found at
https://onbase.waunakee.com/onbaseagendaonline. In addition to the public, all Board members
and staff will also be participating remotely. An explanation on how the meeting will be
conducted will occur promptly at 6:00 PM. Anyone with questions prior to the meeting may

PUBLIC SPEAKING INSTRUCTIONS
WRITTEN COMMENTS: You can send comments to the Village Board on any matter,
either on or not on the agenda, by emailing cstene@waunakee.com or in writing to
Village Board, 500 W Main St., Waunakee, WI, 53597.
PUBLIC COMMENTS: This agenda item allows those attending to speak about any item
on or not on the agenda. During this item, those participating using the zoom system will
be instructed to “raise hand” to speak. Those participating by phone are asked to register
to speak by calling (608)850-2827 prior to the meeting. Each speaker is limited to two (2)
minutes. Further details about this item are listed at the end of the agenda.

*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not
engage in back-and-forth discussion or take formal action during this period. The Board may
consider deferring the subject to a later meeting when specific notice can be given. Note: In
general, Wisconsin law grants citizens the right to attend and observe open session meetings of
the Village Board, but does not require allowing the public to speak or actively participate. The
Village Board may determine if citizen participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
