VILLAGE OF WAUNAKEE BOARD MEETING 500 W Main Street June 21, 2021 6:00 PM Meeting Minutes CALL TO ORDER The June 21, 2021 Village Board meeting was called to order by President Chris Zellner at 6:01 p.m. ROLL CALL Present: Bill Ranum (arrived at 6:09 pm), Nila Frye, Sam Kaufmann, Phil Willems, Chris Zellner, Erin Moran, Gary Herzberg Also Present: Todd Schmidt, Caitlin Stene, Renee Meinholz, Bryan Kleinmaier, Roberta Baumann CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Clerk Caitlin Stene for open meeting compliance. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Erin Moran, second by Nila Frye, to approve the Consent Agenda including all items listed below. PUBLIC COMMENT Linda Ashmore (114 South Street) provided written comments regarding the proposed display of flags and street lighting policy. President Zellner congratulated the Boys Lacrosse team on their state championship victory. Todd introduced three student musicians who performed for the Village Board as part of Make Music Day. PUBLIC HEARING 1 Discuss and Take Action on a Request by MLG Commercial for a Certified Survey Map to Divide Lot 9, Waunakee Business Park Phase 2 into Two Separate Lots Following a presentation by Village staff, the public hearing regarding the request by MLG Commercial for a Certified Survey Map to Divide Lot 9, Waunakee Business Park Phase 2 into Two Separate Lots, was opened at 6:21 p.m. No comments received. The public hearing regarding the request by MLG Commercial for a Certified Survey Map to Divide Lot 9, Waunakee Business Park Phase 2 into Two Separate Lots, was closed at 6:23 p.m. Motion by Phil Willems, second by Gary Herzberg, to approve the Lot 9 certified survey map subject to Strand comments being addressed prior to recording. Motion Passed: For: 7, Against: 0 NEW BUSINESS 1 Discussion and Update regarding COVID-19 Pandemic Discussion only, no action taken. 2 Discussion and Update regarding American Rescue Plan Act Fiscal Recovery Funds and Conceptual Usage / Projects Discussion only, no action taken. 3 Discuss and Take Action on Proposed Display of Flags and Street Lighting Policy Discussion only, no action taken. 4 Discussion and Update on Village Information Technology Managed Services Request for Proposal and IT Policy Creation Discussion only, no action taken. VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street June 21, 2021 6:00 PM Agendas may change prior to the commencement of the meeting. Please check the posting board at the Village Hall, 500 W. Main Street, Waunakee, Wisconsin for the current agenda. ***Special Notice Regarding Pandemic Health Concerns*** The Board meetings have returned to pre-pandemic arrangements. The Board Chambers at Village Hall can accommodate about 50 public attendees without social distancing accommodations. Face coverings are not required, however all are respected who chose to wear a face covering for their own personal reasons. The meeting room technology is not currently sufficient to allow for simultaneous virtual and in-person participation. Anyone wishing to participate during the “Public Comment” or “Public Hearing” items, but uncomfortable about attending in-person for any reason, is advised to contact Deputy Administrator/Village Clerk Caitlin Stene (cstene@waunakee.com or (608)850-2827) in advance of the meeting to supply a written statement to be read aloud. Note that time limits for public comments also apply to the reading of written statements. Also, systems are not yet in place to provide a quality live- streamed online meeting feed. The meeting will be video recorded and posted on a later date to the Village’s YouTube and Facebook pages. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in back-and-forth discussion or take formal action during this period. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request.
