VILLAGE OF WAUNAKEE BOARD MEETING 500 W Main Street July 19, 2021 6:00 PM Meeting Minutes CALL TO ORDER The July 19, 2021 Village Board meeting was called to order by President Chris Zellner at 6:01 p.m. ROLL CALL Present: Nila Frye, Sam Kaufmann, Phil Willems, Chris Zellner, Erin Moran, Gary Herzberg Not Present: Bill Ranum Also Present: Todd Schmidt, Gabe Altenbernd, Renee Meinholz, Bryan Kleinmaier, Al Dassow, Nick Mischet, Tom Foster, Bernard Bleaby, Maria Patt, Lory Goetsa, Greg Goetsa, Juan Landa, Roberta Baumann, Cass Punsel, Lisa Humenick, Ryan Greendear, Sarah Lemienx, CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Administrator Todd Schmidt for open meeting compliance. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Nila Frye, second by Sam Kaufmann, to approve the Consent Agenda including all items listed below. Motion Passed: For: 6, Against: 0 1 Approve Schedule of Bills Approve check numbers 81001-81002 totaling $2,505.50, 81003-81019 totaling $46,081.14, 81020-81043 totaling $144,471.55, 81046-81072 totaling $58,611.75, 81073 in the amount of $500.00, US Bank in the amount of $129,416.66, WEX in the amount of 3,990.55, and check numbers 81074-81104 totaling $165,902.01. 2 Approve June 21, 2021 Village Board Minutes Approve the June 21, 2021 Village Board minutes. 3 Approve Temporary Class "B" Retailer's License Application for Waunakee Area Chamber of Commerce for WaunaFest on July 22, 2021 to July 25, 2021. Approve an application for a Temporary Class “B” for Waunakee Area Chamber of Commerce for WaunaFest on July 22, 2021 to July 25, 2021. 4 Approve Amplified Music Permit for for WaunaFest on July 22, 2021 to July 25, 2021. Approve amplified music permit for for Waunakee Area Chamber of Commerce for WaunaFest on July 22, 2021 to July 25, 2021. PUBLIC COMMENT Mike Schott (731 Westbridge Trail) provided comments on proposed flag policy. Tom Foster (23 Fairview Drive) provided comments on proposed flag policy. Bernard Bleaby (110 N Division Street) provided comments on diversity and inclusion as well as proposed flag policy. Maria Patt (1000 Wexford Drive) provided comments regarding train horns and light pollution. Nick Mischulish (5090 Reynolds Ave) presented the Village with an art piece as a thank you from the Sculpture Committee. Todd Schmidt, Village Administrator, provided a bit of good news story about Village employee Connie Gavinski. Trustee Gary Herzberg commented on the wonderful looking flowers on Main Street and thanked Public Works. LICENSES/PERMITS 1 Discuss and Take Action on Operator License Application for Joshua Heimbecker Motion by Nila Frye, second by Phil Willems, to deny the operator license application for Joshua Heimbecker consistent with the Policy for Review of Operator License Applications. Motion Passed: For: 6, Against: 0 NEW BUSINESS 1 Discuss and Take Action on Ho-Chunk Nation Land Acknowledgement Discussion only, no action taken. 2 Discussion and Take Action on Proposed Usage / Projects of American Rescue Plan Act Fiscal Recovery Funds Motion by Gary Herzberg, second by Sam Kaufmann to approve to approve proposed projects and uses of American Rescue Plan Act funding totaling an amount not to exceed $548,486; to give conceptual approval to proposed projects and uses totaling $667,500; and to authorize the Village Administrator discretion for approval of projects and expenses no greater than $5,000, up to a total discretionary allocation of $25,000. Motion Passed: For: 6, Against: 0 3 Discuss and Take Action on Display of Flags and Street Lighting Policy Motion by Chris Zellner, second by Nila Frye to approve the Display of Flags and Street Lighting Policy. Motion Passed: For: 6, Against: 0 4 Discuss and Take Action regarding potential sale of Village-owned property at 607 Reeve Drive (current location of Country View Apartments)* Following a presentation by staff, a motion was made by Phil Willems, seconded by Erin Moran, to convene into closed session at 7:49 p.m., as authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the investing of public funds or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. Roll Call Vote. Motion Passed. For: 6 - Nila Frya, Sam Kaufmann, Phil Willems, Chris Zellner, Erin Moran, Gary Herzberg. Against: 0. Motion by Erin Moran, second by Phil Willems, to reconvene in open session at 8:05 p.m. Motion Passed: For: 6, Against: 0. No action taken. VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street July 19, 2021 6:00 PM Agendas may change prior to the commencement of the meeting. Please check the posting board at the Village Hall, 500 W. Main Street, Waunakee, Wisconsin for the current agenda. ***Special Notice Regarding Pandemic Health Concerns*** The Board meetings have returned to pre-pandemic arrangements. The Board Chambers at Village Hall can accommodate about 50 public attendees without social distancing accommodations. Face coverings are not required, however all are respected who chose to wear a face covering for their own personal reasons. The meeting room technology is not currently sufficient to allow for simultaneous virtual and in-person participation. Anyone wishing to participate during the “Public Comment” or “Public Hearing” items, but uncomfortable about attending in-person for any reason, is advised to contact Deputy Administrator/Village Clerk Caitlin Stene (cstene@waunakee.com or (608)850-2827) in advance of the meeting to supply a written statement to be read aloud. Note that time limits for public comments also apply to the reading of written statements. Also, systems are not yet in place to provide a quality live- streamed online meeting feed. The meeting will be video recorded and posted on a later date to the Village’s YouTube and Facebook pages. ADJOURN *As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public comment period on Board meeting agendas to afford an opportunity for valued public comments. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in back-and-forth discussion or take formal action during this period. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request.
