CALL TO ORDER
The September 20, 2021 Village Board meeting was called to order by President Chris Zellner at 6:02
p.m.
ROLL CALL
Present: Nila Frye, Sam Kaufmann, Phil Willems, Chris Zellner, Erin Moran, Gary Herzberg, Bill Ranum

CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and
online availability)
Public postings, official notices, and online availability were confirmed by Village Clerk Caitlin Stene for
open meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board
Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for
discussion and/or action.
President Zellner pulled item #4 from the Consent Agenda.
Motion by Phil Willems, second by Nila Frye, to approve the Consent Agenda items #1-3 from the list
below. Motion Passed: For: 7, Against: 0
1 Approve Schedule of Bills
Approve check numbers 81289-81309 totaling $101,796.15, check number 81310 in the amount of
339,753.73, and check numbers 81311-81321 totaling $15,288.26.
2 Approve August 16, 2021, September 7, 2021, and September 20, 2021 Village Board
Minutes
Approve August 16, 2021, September 7, 2021, and September 20, 2021 Village Board minutes.
3 Approve Certified Survey Map, Administrative Lot Line Adjustment, Whitehouse
Associates LLC, 5407 County Highway M, Town of Westport
Approve certified survey map for an administrative lot line adjustment for 5407 County Highway M in the
Town of Westport as presented and requested by Whitehouse Associates, LLC.
Motion by Gary Herzberg, second by Bill Ranum, to approve an application for a Temporary Class “B”
License for the Waunakee Chamber of Commerce for Jump Around with Once Community Bank Tailgate
on October 23, 2021. Motion Passed: For: 6, Against: 0, Abstain: 1.
PUBLIC COMMENT
Mary Heimbecker (306 W 3rd Street), provided a comment regarding the upcoming Village Board
meeting time. Chris Zellner shared a thank you letter the Village Board received from the Waunakee
Neighborhood Connection. Village Administrator Todd Schmidt said thank you to the Create Waunakee
committee for all of their work creating and running the Waunakee Artisan Market on Saturday, October
2, 2021.
LICENSES/PERMITS
1 Discuss and Take Action on Original Beverage License for Waunakee One Stop Inc. dba
Waunakee One Stop
Motion by Phil Willems, second by Sam Kaufmann, to approve an original alcohol beverage license
application for Waunakee One Stop Inc. dba Waunakee One Stop, premise identified as building located
at 404 W. Main Street not including area leased to Dunkin’ Donuts, a gate or enclosure securing wine
display during nonsale hours with surveillance cameras to be in place to record sales and counter
activities, subject to possession of a current seller’s permit, payment of outstanding liquor bills, and
payment of all outstanding bills or monies owed the Village. Motion Passed: For: 7, Against: 0
NEW BUSINESS
1 Discuss and Take Action on Police Department Squad Room Remodel to be Funded
with American Rescue Plan Act Fiscal Recovery Funds
Motion by Bill Ranum, second by Erin Moran, approve bid of $26,682.56 from M&M Office Interiors for
Police Department squad room remodel using American Rescue Plan Act Fiscal Recovery Funds. Motion
Passed: For: 7, Against: 0
2 Discuss and Take Action on Memorandum of Understanding between the Village of
Waunakee and Waunakee Community School District Regarding Use of Former
Library Site (710 South Street)
Motion by Bill Ranum, second by Erin Moran, approve the Memorandum of Understanding between
Village of Waunakee and Waunakee Community School District Regarding Use of Former Library Site
(710 South Street) subject to final review and approval by the Village Administrator and Village
Attorney. Motion Passed: For: 7, Against: 0
3 Discuss and Take Action Regarding Sale of Village-Owned Property and Related
Agreements at 607 Reeve Drive (current location of Country View Apartments)
Motion by Erin Moran, second by Nila Frye, to approve the Property Acquisition Agreement between the
Village and Heartland-Waunakee, subject to final review and approval by the Village Administrator and
Village Attorney. Motion Passed: For: 7, Against: 0.

***Special Notice Regarding Pandemic Health Concerns***
The Board meetings have returned to pre-pandemic arrangements. The Board Chambers at
Village Hall can accommodate about 50 public attendees without social distancing
accommodations. Face coverings are required. The meeting room technology is not currently
sufficient to allow for simultaneous virtual and in-person participation. Anyone wishing to
participate during the “Public Comment” or “Public Hearing” items, but uncomfortable about
attending in-person for any reason, is advised to contact Deputy Administrator/Village Clerk
Caitlin Stene (cstene@waunakee.com or (608)850-2827) in advance of the meeting to supply a
written statement to be read aloud. Note that time limits for public comments also apply to the
reading of written statements. Also, systems are not yet in place to provide a quality live-
streamed online meeting feed. The meeting will be video recorded and posted on a later date to
the Village’s YouTube and Facebook pages.

3 Discuss and Take Action regarding Sale of Village-Owned Property and Related
Agreements at 607 Reeve Drive (current location of Country View
Apartments)* The Village Board may convene in closed session as authorized by
Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
investing of public funds or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session. The Village Board may
reconvene in open session and discuss and take action on the subject matter discussed
in closed session.
ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not
engage in back-and-forth discussion or take formal action during this period. The Board may
consider deferring the subject to a later meeting when specific notice can be given. Note: In
general, Wisconsin law grants citizens the right to attend and observe open session meetings of
the Village Board, but does not require allowing the public to speak or actively participate. The
Village Board may determine if citizen participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
