VILLAGE OF WAUNAKEE BOARD MEETING 500 W Main Street October 18, 2021 6:00 PM Meeting Minutes CALL TO ORDER The October 18, 2021 Village Board meeting was called to order by President Chris Zellner at 6:02 p.m. ROLL CALL Present: Nila Frye, Sam Kaufmann, Phil Willems, Chris Zellner, Erin Moran, Gary Herzberg, Bill Ranum (arrived at 6:09 pm) Also Present: Todd Schmidt, Caitlin Stene, Tim Semmann, Renee Meinholz, Adam Kreitzman, Gabe Altenbernd, Sue McDade, Cindy Mosiman, Erick Plumb, Bill Frederick, Roberta Baumann, Maria Patt CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Clerk Caitlin Stene for open meeting compliance. PRESENTATIONS 1 Presentation Honoring WaunaBoom Sponsors President Zellner honored WaunaBoom Sponsors who have supported the event since its beginning with $2,500 or more in donations with a custom piece of artwork as a thank you for their ongoing support of the program. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Gary Herzberg, second by Erin Moran, to approve the Consent Agenda items #1-6 from the list below. Motion Passed: For: 6, Against: 0 1 Approve Schedule of Bills Approve check numbers 81323-81346 totaling $72,627.59, WEX in the amount of $3,511.40, US Bank in the amount of $116,157.94, and check numbers 81348-81373 totaling $98,447.87. 2 Approve October 4, 2021 Village Board Minutes Approve October 4, 2021 Village Board minutes. 3 Approve Resolution Requesting Exemption from Dane County Library Tax Approve resolution requesting exemption from Dane County Library Tax.. 4 Approve Temporary Class “B” / “Class B” Retailer’s License Application for Wildcat Youth Hockey Association for the Wildcat Classic at The Ice Pond (1110 Prairie View Drive) on October 29-30, 2021. Approve an application for a Temporary Class “B” / “Class B” license for Wildcat Youth Hockey Association for the Wildcat Classic at The Ice Pond (1110 Prairie View Drive) on October 29-30, 2021. 5 Approve MG&E Easement for Mill Road Right-of-Way Approve and grant MG&E a 10’ gas main easement through jointly owned property on the south side of Mill Road for the purpose of installing and maintaining a gas main extension as recommended by the Waunakee/Westport Joint Plan Commission. 6 Approve Resolution to Rescind Resolution R12-11, A Resolution By the Village of Waunakee Board of Trustees to Participate in the Wisconsin Length of Service Award Program Approve the resolution to rescind Resolution R12-11, A Resolution By the Village of Waunakee Board of Trustees to Participate in the Wisconsin Length of Service Award Program. PUBLIC COMMENT Todd Schmidt, Village Administrator, announced the Aquatics Facilities open house on Tuesday, October 26, 2021. Chris Zellner, Village President, overviewed for the public all of the upcoming community-wide events. LICENSES/PERMITS 1 Discuss and Take Action on Original Beverage License for Par Bar Indoor Golf LLC dba Par Bar Motion by Erin Moran, second by Sam Kaufmann, to approve an original alcohol beverage license application for Par Bar Indoor Golf LLC dba Par Bar, premise identified as building located at 350 N. Century Avenue, approximately 2,788 interior square feet, a 760 square foot patio on the northwest corner of the building, all Conditional Use Permit conditions to be same as neighboring spaces, restricting hours at which alcohol can be served outside to 11:00 a.m. to 9:00 p.m., Sunday through Thursday, and 12:00 p.m. to 10:00 p.m., Friday and Saturday, Conditional Use Permit is revocable if there are significant complaints from neighboring residences, police calls, or violations of the Village’s noise standards, residential noise restrictions shall apply to all amplified music, Conditional Use Permit may be revisited if offsite parking becomes an issue. Subject to review by the Waunakee Police Department, possession of a current seller’s permit, payment of outstanding liquor bills, and payment of all outstanding bills or monies owed the Village. Motion Passed: For: 7, Against: 0 NEW BUSINESS 1 Discuss and Take Action to Place on File Proposed 2022 Operating and Capital Improvement Budget Motion by Phil Willems, second by Nila Frye, to direct staff to publish the notice as required by state statutes indicating the proposed budget is available for public review. Motion Passed: For: 7, Against: 0 2 Discuss and Take Action on Memorandum of Understanding between the Village of Waunakee and Waunakee Community School District Regarding Use of Former Library Site (710 South Street) Motion by Gary Herzberg, second by Erin Moran, to approve the Resolution of Support to Participate in MadREP Workforce Innovation Grant Application. VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street October 18, 2021 6:00 PM Agendas may change prior to the commencement of the meeting. Please check the posting board at the Village Hall, 500 W. Main Street, Waunakee, Wisconsin for the current agenda. ***Special Notice Regarding Pandemic Health Concerns*** The Board meetings have returned to pre-pandemic arrangements. The Board Chambers at Village Hall can accommodate about 50 public attendees without social distancing accommodations. Face coverings are required. The meeting room technology is not currently sufficient to allow for simultaneous virtual and in-person participation. Anyone wishing to participate during the “Public Comment” or “Public Hearing” items, but uncomfortable about attending in-person for any reason, is advised to contact Deputy Administrator/Village Clerk Caitlin Stene (cstene@waunakee.com or (608)850-2827) in advance of the meeting to supply a written statement to be read aloud. Note that time limits for public comments also apply to the reading of written statements. Also, systems are not yet in place to provide a quality live- streamed online meeting feed. The meeting will be video recorded and posted on a later date to the Village’s YouTube and Facebook pages. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in back-and-forth discussion or take formal action during this period. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request.
