VILLAGE OF WAUNAKEE BOARD MEETING 500 W Main Street November 1, 2021 6:00 PM Meeting Minutes CALL TO ORDER The November 1, 2021 Village Board meeting was called to order by President Chris Zellner at 6:01 p.m. ROLL CALL Present: Nila Frye, Sam Kaufmann, Phil Willems, Chris Zellner, Erin Moran, Gary Herzberg, Bill Ranum Also Present: Todd Schmidt, Caitlin Stene, Tim Semmann, Renee Meinholz, Erick Plumb, Cynthia Turner, Sandy Esse, Cathy Sheffield, Jean Elvekrog, Ben Peotter, Jull Christenson, Mary Heimbecker, Angie Ramos, Roberta Baumann, Maria Patt, Kathy Grosskopf, Melissa Hill, Linda Ashmore, Bard Schaaf, Rosemarie Hadulik, Robert McPherson CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Clerk Caitlin Stene for open meeting compliance. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Erin Moran, second by Sam Kaufmann, to approve the Consent Agenda items #1-5 from the list below. Motion Passed: For: 7, Against: 0 1 Approve Schedule of Bills Approve check numbers 81374-81405 totaling $1,249,104.93. 2 Approve October 18, 2021 Village Board Minutes Approve October 18, 2021 Village Board minutes. 3 Approve 2023 Local Road Improvement Project (LRIP) Grant Application as Recommended by the Public Works Committee Approve the submittal of the MSILT grant application. 4 Approve 2023 Local Road Improvement Projects (LRIP)/Municipal Street Improvement Program (MSIP) Grant Application as Recommended by the Public Works Committee Approve the submittal of the MSID grant application as recommended by the Public Works Committee. 5 Discuss/Possible Action to Amend Community Development Authority (CDA) by-laws naming the Community Development Director as Executive Director Approve amendment to the by-laws of the Waunakee CDA naming the Community Development Director as the Executive Director. PRESENTATIONS 1 Presentation of ACEC Award to the Village of Waunakee for Library Construction Project Ben Peotter of Ayres Associates presented the Village an award from ACEC in recognition of our Library construction project. PUBLIC COMMENT 1 Public Comment on 2022 Village of Waunakee Budget Todd Schmidt, Village Administrator, presented an update of the 2022 proposed budget. Cathy Sheffield (1307 Tierney Drive), Jean Elvekrog (401 Doral Court), Cindy Turney (1700 Dover Drive), Mary Heimbecker (306 W 3rd Street), Linda Ashmore (114 South Street), Robert McPherson (1703 Alexandria Court), and Sandy Esse (106 Winston Way) all provided comments regarding the proposed 2022 Village of Waunakee budget. NEW BUSINESS 1 Discuss and Take Action on Resolution Describing Ward Boundaries for the Purposes of Defining Voting Districts for the Village of Waunakee Motion by Gary Herzberg, second by Bill Ranum, to approve the resolution describing ward boundaries for the purposes of defining voting districts for the Village of Waunakee. Motion Passed: For: 7, Against: 0 ADJOURN Motion by Bill Ranum, second by Nila Frye, to adjourn at 7:17 p.m. Motion Passed: For: 7, Against: 0. Main Street, Waunakee, Wisconsin for the current agenda. ***Special Notice Regarding Pandemic Health Concerns*** The Board meetings have returned to pre-pandemic arrangements. The Board Chambers at Village Hall can accommodate about 50 public attendees without social distancing accommodations. Face coverings are required. The meeting room technology is not currently sufficient to allow for simultaneous virtual and in-person participation. Anyone wishing to participate during the “Public Comment” or “Public Hearing” items, but uncomfortable about attending in-person for any reason, is advised to contact Deputy Administrator/Village Clerk Caitlin Stene (cstene@waunakee.com or (608)850-2827) in advance of the meeting to supply a written statement to be read aloud. Note that time limits for public comments also apply to the reading of written statements. Also, systems are not yet in place to provide a quality live- streamed online meeting feed. The meeting will be video recorded and posted on a later date to the Village’s YouTube and Facebook pages. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in back-and-forth discussion or take formal action during this period. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request.
