CALL TO ORDER
The November 15, 2021 Village Board meeting was called to order by President Chris Zellner at 6:01
p.m.

Approve check numbers 81408-81430 (81309 voided) totaling $120,959.49, 81431-81441 totaling $29,555.44,

President Chris Zellner rescued himself from Public Hearing #1 at 6:05 p.m.
1 Public Hearing, Discuss and Take Action on Request by Forward Development Group,
on behalf of Kraemer Development, for Amendment to the General Development Plan
of Woodland Crest to Include Lots 1 & 2 of CSM 4619, corner of Century Ave. and
Peaceful Valley Parkway
Following a presentation by Village staff, the public hearing regarding the request by Forward
Development Group, on behalf of Kraemer Development, for an amendment to the General Development
Plan of Woodland Crest to Include Lots 1 & 2 of CSM 4619, located on the corner of Century Ave. and
Peaceful Valley Parkway, was opened at 6:06 p.m.
No comments received.
The public hearing regarding the request by Forward Development Group, on behalf of Kraemer
Development, for an amendment to the General Development Plan of Woodland Crest to Include Lots 1 &
2 of CSM 4619, located on the corner of Century Ave. and Peaceful Valley Parkway,, was closed at 6:08
p.m.
Motion by Phil Willems, second by Erin Moran, to approve the amendment to the General Development
Plan for Lots 1 and 2 of CSM 4619, Dane County per staff recommendation. Motion Passed: For: 6,
Against: 0
President Chris Zellner rejoined the meeting at 6:09 p.m.
2 Public Hearing, Discuss and Take Action on 2022 Budget
Following a presentation by Village staff, the public hearing regarding the proposed 2022 budget, was
opened at 6:22 pm.
No comments received.
The public hearing regarding the proposed 2022 budget, was closed at 6:24 p.m.
Motion by Gary Herzberg, second by Bill Ranum, to approve the resolution approved the 2022 Village of
Waunakee Budget including additional library funding of $27,040. Motion Passed: For: 7, Against: 0
NEW BUSINESS
1 Discuss and Take Action on Organizational Review of Administration and Finance
Department including Job Descriptions, action on updated Village Wage Scales, and
salary adjustment for Finance Director
Motion by Gary Herzberg, second by Phil Willems, to approve (1) the proposed organizational changes to
the administration, finance, clerk functions, (2) job descriptions for Village Clerk and Deputy Village
Administrator / Communications Manager, (3) modified hourly and salary wage scale charts, and (4) step
increase for Finance Director Renee Meinholz. Motion Passed: For: 7, Against: 0
2 Discuss and Take Action on Resolution Recommending Approval of the Heritage Hills Urban
Service Area Amendment
Motion by Sam Kaufmann, second by Erin Moran, to approve the USA amendment for Heritage Hills and
authorize Village Staff to file the necessary documentation with the Capital Area Regional Planning
Commission. Motion Passed: For: 7, Against: 0
3 Discuss and Take Action on the 2022 Blueridge Park Tennis Court Resurfacing Project
Motion by Erin Moran, second by Nila Frye, to approve the Blueridge Park Tennis Court Resurfacing
Project to Holbrook Tennis Court Services. . Motion Passed: For: 7, Against: 0
4 Discuss and Take Action on the 2022 Savannah Park Tennis Court and Hockey Rink
Reconstruction
Motion by Erin Moran, second by Sam Kaufmann, to approve the Savannah Park Tennis Court and
Hockey Rick Reconstruction to Parisi Construction, Madison WI. Motion Passed: For: 7, Against: 0
5 Discuss and Take Action on WPPA Union Contract
Motion by Bill Ranum, a second by Erin Moran, to convene into closed session at 6:57 p.m., as
authorized by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the investing of
public funds or conducting other specified public business, whenever competitive or bargaining reasons
require a closed session. The Village Board may reconvene in open session and discuss and take action on
the subject matter discussed in closed session. Roll Call Vote. Motion Passed. For: 7 – Nila Frye, Phil
Willems, Bill Ranum, Chris Zellner, Erin Moran, Sam Kaufmann, Gary Herzberg. Against: 0.
Motion by Bill Ranum, second by Nila Frye, to convene back into open session at 7:10 p.m. Motion
Passed. For:7, Against: 0.
Motion by Erin Moran, second by Phil Willems, to approve the 2022-2023 Village of Waunakee WPPA
Union Contract as presented in closed session and authorize the Village President and Village Clerk to
sign the final agreement. Motion Passed: For: 7, Against: 0

***Special Notice Regarding Pandemic Health Concerns***
The Board meetings have returned to pre-pandemic arrangements. The Board Chambers at
Village Hall can accommodate about 50 public attendees without social distancing
accommodations. Face coverings are required. The meeting room technology is not currently
sufficient to allow for simultaneous virtual and in-person participation. Anyone wishing to
participate during the “Public Comment” or “Public Hearing” items, but uncomfortable about
attending in-person for any reason, is advised to contact Deputy Administrator/Village Clerk
Caitlin Stene (cstene@waunakee.com or (608)850-2827) in advance of the meeting to supply a
written statement to be read aloud. Note that time limits for public comments also apply to the
reading of written statements. Also, systems are not yet in place to provide a quality live-
streamed online meeting feed. The meeting will be video recorded and posted on a later date to
the Village’s YouTube and Facebook pages.

convene in closed session as authourized by Wisconsin Statute 19.85(1)(e) for the
purpose of deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business, whenever
competitive or bargaining reasons require a closed session. The Village Board may
reconvene in open session and discuss and take action on the subject matter discussed
in closed session.
ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not
engage in back-and-forth discussion or take formal action during this period. The Board may
consider deferring the subject to a later meeting when specific notice can be given. Note: In
general, Wisconsin law grants citizens the right to attend and observe open session meetings of
the Village Board, but does not require allowing the public to speak or actively participate. The
Village Board may determine if citizen participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
