CALL TO ORDER
The December 6, 2021 Village Board meeting was called to order by President Chris Zellner at 6:01 PM
ROLL CALL
Present: Nila Frye, Sam Kaufmann, Phil Willems, Chris Zellner, Erin Moran, Gary Herzberg,

SPECIAL MEETING ITEM WITH TOWN OF SPRINGFIELD BOARD
1 Call to order (Town of Springfield Board)
Jim Pulvermacher called the Town of Springfield Board to order.
2 Discussion and Take Action on Adopting updated Town of Springfield/Village of
Waunakee Intergovernmental Agreement (action by both Boards)
Motion by Chris Zellner, second by Nila Frye, to adopt the updated Town of
Springfield/Village of Waunakee Intergovernmental Agreement with an amendment
to Exhibit D that displays the entire ETJ Area within the town of Springfield. Motion
Passed: For: 7, Against: 0
3 Adjournment (Town of Springfield Board)
Dan Dresen moved, Dave Laufenberg seconded to adjourn. Motion passed. For: 3,
Against: 0.

Motion by Phil Willems, second by Sam Kaufmann, to approve the Consent Agenda items #1-3 from the

1 Approve Schedule of Bills
approve WEX in the amount of $4,689.08, US Bank in the amount of $114,059.30, check
numbers 81466-81488 totaling $531,414.56, and 81489-81507 totaling $52,984.02

PUBLIC COMMENT (for items not on the agenda) *
President Chris Zellner thanked Village Staff and personnel and other volunteers who assisted
with Light the Night and Saturday’s Santa Event.
Trustee Phil Willems commented that one of the Rotary in Lights display pieces was taken after
the light the night and is hoping it be returned.
Village Administrator Todd Schmidt commented about the Special Village Board Meeting on
December 8, 2021 at the Waunakee Public Library to receive more information on the current
Aquatics planning.
PUBLIC HEARING*
1 Public Hearing & Discussion/Take Action on Proposed Village of Waunakee
Local Hazard Mitigation Plan
Scott Russell presented the proposed plan.
Opened public hearing at 6:24 pm. No public comment. Closed public hearing at
6:25 pm.
Motion by Gary Herzberg, second by Erin Moran, to approve and submit to Dane
County Emergency Management the Village of Waunakee’s Municipal Mitigation
Strategy Worksheet. Motion passed: For: 7, Against: 0.
NEW BUSINESS
1 Discuss and Take Action on Test Fit Design Proposals for Remodeling of Former
Village Library (710 South Street) for Village Hall use and Approval of Phase II
Design Proposal for Design Services
Discussion by the Board, Staff and Design Consultant. No action taken.
2 Discuss and Take Action on Proposed 2022 Employee COVID Emergency Sick
Leave and Testing Policy
Motion by Chris Zellner, second by Phil Willems to approve the proposed COVID
Emergency Sick Leave Policy for 2022. Motion passed: For: 7, Against: 0.
3 Discuss and Take Action to Negotiate Employment Terms for Village Clerk
Candidate*
Motion by Sam Kaufmann, a second by Bill Ranum to convene in closed session at 7:35 PM
as authorized by Wisconsin Statute 19.85(1)(c) for the purpose of considering employment,
promotion, compensation, or performance evaluation data of any public employee over which
the governmental body has jurisdiction or exercises responsibility. The Village Board may
reconvene in open session and discuss and take action on the subject matter discussed in
closed session. Roll Call Vote. Motion Passed. For: 7 – Nila Frye, Phil Willems, Bill Ranum,
Chris Zellner, Erin Moran, Sam Kaufmann, Gary Herzberg. Against: 0.
Motion by Gary Herzberg, second by Bill Ranum, to convene back into open session at 7:51
p.m. Motion Passed. For: 7, Against: 0.
Motion by Bill Ranum, second by Erin Moran, to authorize the hiring of Karla Endres
for the position of Village Clerk with starting wage placement at Step 10 of Grade 4,
annual vacation allotment of 160 hours upon hire, and immediate sick leave balance
of 160 hours. Motion Passed. For: 7, Against: 0.
4 Discuss and Take Action on agreement between the Village of Waunakee and
Waunakee Community School District Regarding Use of Former Library Site
(710 South Street)*
Motion by Erin Moran second by Nila Frye to adjourn at 7:59 PM. Motion Passed:
For: 7, Against: 0

***Special Notice Regarding Pandemic Health Concerns***
The Board meetings have returned to pre-pandemic arrangements. The Board Chambers at
Village Hall can accommodate about 50 public attendees without social distancing
accommodations. Face coverings are required. The meeting room technology is not currently
sufficient to allow for simultaneous virtual and in-person participation. Anyone wishing to
participate during the “Public Comment” or “Public Hearing” items, but uncomfortable about
attending in-person for any reason, is advised to contact Deputy Village Clerk Lynn Richardson
(lrichardson@waunakee.com) or (608)850-2174) in advance of the meeting to supply a written
statement to be read aloud. Note that time limits for public comments also apply to the reading of
written statements. Also, systems are not yet in place to provide a quality live-streamed online
meeting feed. The meeting will be video recorded and posted on a later date to the Village’s
YouTube and Facebook pages.

4 Discuss and Take Action on agreement between the Village of Waunakee and
Waunakee Community School District Regarding Use of Former Library Site
(710 South Street)* The Village Board may convene in closed session as authorized
by Wisconsin Statute 19.85(1)(e) for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other
specified public business, whenever competitive or bargaining reasons require a
closed session. The Village Board may reconvene in open session and discuss and
take action on the subject matter discussed in closed session.
ADJOURN
*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not
engage in back-and-forth discussion or take formal action during this period. The Board may
consider deferring the subject to a later meeting when specific notice can be given. Note: In
general, Wisconsin law grants citizens the right to attend and observe open session meetings of
the Village Board, but does not require allowing the public to speak or actively participate. The
Village Board may determine if citizen participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
