Meeting Minutes
CALL TO ORDER
The September 6, 2022 Village Board meeting was called to order by President Chris Zellner at
6:01 p.m.
ROLL CALL
Present: Nila Frye, Phil Willems, Erin Moran, Joe Zitzelsberger, Gary Herzberg, Chris Zellner
and Sam Kaufmann.
Also Present: Todd Schmidt, Renee Meinholz, Bill Frederick, Tim Semmann, Jared Heyn, Sue
McDade and Kent Straus.
CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official
notices, and online availability)
Public postings, official notices, and online availability were confirmed by Village Clerk Karla
Endres for open meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Sam Kaufmann, second by Phil Willems to approve consent agenda items 1, 2 & 4.
Motion passed: For: 7, Against: 0.
Motion by Joe Zitzelsberger, second by Nila Frye to approve consent agenda item 3. Motion
passed: For: 7, Against: 0.
1 Approve Schedule of Bills
approve US Bank in the amount of $161,099.36, WEX in the amount of $6,594.31,
check numbers 85840-85851 totaling $590,610.36, and 85852-85899 totaling
$714,223.43.

3 Approve Temporary "Class B" License Application for Waunakee Professional
Women
approve the Temporary "Class B" License application for Waunakee Professional
Women for the Waunakee Winter Wine Walk on November 18, 2022, with premises
defined as business building proper (inside), not including any outside property
connected to the business address.
4 Resolution honoring Curt Witynski and Gail Sumi of the League of WI
Municipalities
Approval of a resolution honoring Curt Witynski and Gail Sumi of the League of WI
Municipalities for their years of service to local government.
PUBLIC COMMENT*
Linda Ashmore, 114 South Street- presented questions about the assessed values of the Durst
property and Village property as well as the topography and easements needed from public and
private property.
BUSINESS ITEMS
1 Presentation of Results of Strand Associates Task Order No 21-01: 2021 Sixmile
Creek Path Planning
Kent Straus from Strand Associates presented the results for the Six Mile Creek path
study. No formal action required.
2 Discuss and Take Action on Discontining Use of Public, Education, and
Government (PEG) Cable Channel
No action taken. Chris Zellner directed the Village Administrator to research the
amount of usage the channel receives as well as take necessary steps to discontinue
use of the Public, Education, and Government (PEG) Cable Channel.
3 Approve Temporary Class "B" Retailer's License Application for Waunakee
Chamber of Commerce for Jump Around with One Community Bank Tailgate
on September 24, 2022
Motion by Phil Willems, second by Sam Kaufmann to approve an application for a
Temporary Class “B” License for the Waunakee Chamber of Commerce for Jump
Around with One Community Bank Tailgate on September 24, 2022. Motion passed:
For: 6, Against: 0, Chris Zellner recused.
4 Approve Amplified Music Permit for Waunakee Chamber of Commerce for One
Community Bank Badger Community Tailgate
Motion by Phil Williams, second by Joe Zitzelsberger to approve the amplified music
permit for the Waunakee Area Chamber of Commerce for One Community Bank
Badger Community Tailgate on September 24, 2022. Motion passed: For: 6, Against:
0, Chris Zellner recused.

*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not
engage in back-and-forth discussion or take formal action during this period. The Board may
consider deferring the subject to a later meeting when specific notice can be given. Note: In
general, Wisconsin law grants citizens the right to attend and observe open session meetings of
the Village Board, but does not require allowing the public to speak or actively participate. The
Village Board may determine if citizen participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
