VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street August 15, 2022 6:00 PM Meeting Minutes CALL TO ORDER The August 15, 2022 Village Board meeting was called to order by President Chris Zellner at 6:00 p.m. ROLL CALL Present: Nila Frye, Erin Moran, Gary Herzberg, Chris Zellner, Joe Zitzelsberger and Sam Kaufmann. Phil Willems was excused. Also Present: Todd Schmidt, Renee Meinholz, Tim Semmann, Jared Heyn, Sue McDade and Scott Russell. CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Clerk Karla Endres for open meeting compliance. It was announced that the recording equipment had failed, and we would alternate measures to record the meeting. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Joe Zitzelsberger, second by Sam Kaufmann to approve consent agenda items 1-4. Motion passed: For: 6, Against: 0. 1 Approve Village Board Minutes from August 1, 2022 Approve Village Board minutes from August 1, 2022 2 Approve Schedule of Bills approve check numbers 85740-85764 totaling $74,997.17 and 85801-85837 totaling $159,471.61. 3 Approve Strand Task Order 22-06 for Services Related to Heritage Hills Phase 4 Construction Approve Strand Task Order 22-06 for Heritage Hills Phase 4 construction related services. 4 Approve Strand Task Order 22-05 for Services Related to Golden Ponds Addition to Westbridge Construction Approve Strand Task Order 22-05 for the Golden Ponds Addition to Westbridge construction related services. PUBLIC COMMENT* No public comment PRESENTATIONS 1 Proclamation Celebrating Special Olympics Athletes Motion by Sam Kaufmann, second by Erin Moran to approve the proclamation of Christian Sylvester, Jake Vanderbloemen and Garrett Ziegler celebrating the Special Olympics Athletes. Motion passed: For: 6, Against: 0. BUSINESS ITEMS 1 Discuss and Take Action on Audit Proposal Bid Motion by Gary Herzberg, second by Erin Moran to approve the proposal of Baker Tilly for the audit years 2022-2024. Motion passed: For: 6, Against: 0. 2 Discuss and Take Action on Aquatics Referendum Public Education and Communications Strategy Jared Heyn briefly explained the public education and communication strategy and timeline. No further action was taken. 3 Discuss and Take Action on Release of Bike and Pedestrian Easement Within Plat of Arboretum Village Motion by Erin Moran, second by Nila Frye to release the 10’ wide bike and pedestrian easement located across a portion of Lots 51 & 52 of the plat of Arboretum Village. Motion passed: For: 5, Against: 1. 4 Discuss and Take Action on Adopting the Dane County Natural Hazard Mitigation Plan Motion by Chris Zellner, second by Sam Kaufmann to approve Resolution R22-18 adopting the Dane County Natural Hazard Mitigation Plan. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in back-and-forth discussion or take formal action during this period. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request.
