CALL TO ORDER
The August 1, 2022 Village Board meeting was called to order by President Chris Zellner at
6:02 p.m.
ROLL CALL
Present: Nila Frye, Phil Willems, Erin Moran, Gary Herzberg, Chris Zellner and Sam
Kaufmann. Joe Zitzelsberger was excused.
Also Present: Todd Schmidt, Renee Meinholz, Bill Frederick, Tim Semmann, Jared Heyn and
Sue McDade.
CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official
notices, and online availability)
Public postings, official notices, and online availability were confirmed by Village Clerk Karla
Endres for open meeting compliance.
CONSENT AGENDA
Items under the consent agenda may be acted upon by one motion. If, in the judgment of any
Board Member, a consent agenda item needs discussion, the item may be moved to later on the
agenda for discussion and/or action.
Motion by Phil Willems, second by Nila Frye to approve consent agenda items 1-4. Motion
passed: For: 5, Against: 0, Abstained:1 (Kaufmann).

Approve the simple lot line adjustment for 5836 Woodland Drive.

Optic Within Right-of-Way Between 1130 & 1131 Uniek Street

PRESENTATIONS
1 Present updates regarding EMS operations and funding
Scott Russell, Director of Waunakee EMS, gave a brief presentation on the needs of
Emergency Medical Services in Waunakee.
LICENSES/PERMITS
1 Discuss and Take Action on Original Alcohol Beverage License Application for
Eno Vino Waunakee, LLC, DBA Eno Vino Waunakee
Motion by Phil Willems, second by Erin Moran to approve an original alcohol
beverage license application for Eno Vino Waunakee LLC. dba Waunakee Eno Vino,
Tenant “3” in multi-tenant building located at 2800 Sarah Ln, Ste C, limited to 5,010
square feet in the southern part of the building with open bottles of wine stored in
secured liquor room located by the beer cooler. This area is not accessible to guests.
Beer Cooler is also not accessible to guests and will store beer and white wine.
Liquor will be secured in the liquor room which is not accessible to guests. Within
the bar is liquor shelfing and space for liquor and wine. Beer cooler behind the bar
will store beer and wine. Extra wine will also be contained on two different wine
displays. One located towards the bathroom and the other located between the bar and
the dining room. We also have a semi-private room that will contain wine lockers
that will contain wine through our wine locker program, outdoor patio with 3-foot-
high fence, to possession of a current seller’s permit, payment of outstanding liquor
bills, and payment of all outstanding bills or monies owed the Village. Motion passed:
For: 6, Against: 0.
BUSINESS ITEMS
1 Discuss & Take Action on Village Hall Board Room Remodel and Furnishings –
Proposal from Creative Business Interiors
Motion by Chris Zellner, second by Sam Kaufmann to authorize the Village
Administrator to execute agreements with CBI for Village Board room remodeling and
authorize the use not to exceed $75,000 from land-sale proceeds to fund the projects.
Motion passed: For: 6, Against: 0.
2 Discussion and Take Action on Aquatics Planning Process – Location
Considerations for Referendum Public Informational Campaign
Tim Semmann gave a brief summary of the potential locations to consider for an
aquatics facility. The Board had a discussion on locations and the potential for
locations to build a facility.
3 Discuss and Take Action on 2021 Shortfall in Room Tax Revenue and Impact on
Waunakee Chamber of Commerce Annual Payment
Motion by Chris Zellner, second by Phil Willems to approve the use of ARPA funds
to pay the Chamber of Commerce $10,000 in 2022. Motion passed: For: 6, Against:
0.

*As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public
comment period on Board meeting agendas to afford an opportunity for valued public comments.
This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not
engage in back-and-forth discussion or take formal action during this period. The Board may
consider deferring the subject to a later meeting when specific notice can be given. Note: In
general, Wisconsin law grants citizens the right to attend and observe open session meetings of
the Village Board, but does not require allowing the public to speak or actively participate. The
Village Board may determine if citizen participation will be allowed and to what extent.
State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on
certain specified matters where the public can comment on the particular subject. The meeting
chairperson will identify rules for providing comments. Other items on the agenda which are not
listed for public hearing do not require the Board to allow public comment, however the meeting
chairperson can at his/her own discretion allow limited public comments.
Any person who has a qualifying disability as defined by the Americans with Disabilities
Act that requires the meeting or materials at the meeting to be in an accessible location or
format should contact the municipal clerk at (608) 850-8500, 500 West Main Street,
Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the
meeting so that any necessary arrangements can be made to accommodate each request.
