VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street July 18, 2022 6:00 PM Meeting Minutes CALL TO ORDER The July 18, 2022 Village Board meeting was called to order by President Chris Zellner at 6:01 p.m. ROLL CALL Present: Nila Frye, Phil Willems, Erin Moran, Gary Herzberg, Chris Zellner, Joe Zitzelsberger and Sam Kaufmann. Also Present: Todd Schmidt, Bryan Kleinmaier, Renee Meinholz, Tim Semmann, Jared Heyn, Sue McDade, Adam Kreitzman, Aaron Jahncke. CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Clerk Karla Endres for open meeting compliance. It was announced that the recording equipment had failed, and we would alternate measures to record the meeting. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Phil Willems, second by Nila Frye to approve consent agenda items 1-4. Motion passed: For: 7, Against: 0. 1 Approve Schedule of Bills approve check numbers 85633-85650 totaling $351,320.82, 85652-85679 totaling $74,109.65, WEX in the amount of $9,254.75, US Bank in the amount of $152,482.67, and check numbers 85680-85703 totaling $29,544.46. 2 Approve Village Board Minutes from July 5, 2022 approve Village Board Minutes from July 5, 2022. 3 Approve appointment of Chris Doering to the Police Committee approve the appointment of Chris Doering to the Police Committee 4 Approve Updated Parks PAYGO Project List approve the updated project list for the Parks PAYGO Account PUBLIC COMMENT* Todd Schmidt announced we received written comment from Waunakee Neighborhood Connection and the Waunakee Food Pantry to be read during the agenda item. Erin Moran- commented on the makeup of each committee and would like to see women on all committees. Chris Zellner announced fireworks and movie in the park and food carts on August 20th to replace the cancelled WaunaBooms. PRESENTATIONS 1 Update by County Executive Joe Parisi on Major County Initiatives Brief update on the initiatives in Dane County that include climate change and clean lakes. BUSINESS ITEMS 1 Discuss and Take Action on Contract with Nuance and use of ARPA Funding for Police Department Talk-to-Text Software License, Equipment, and Training Motion by Chris Zellner, second by Erin Moran to approve the contract with Nuance for the Waunakee Police Department for Talk to Text Software, Equipment and Training. Motion passed: For: 7, Against: 0. 2 Discuss and Take Action on Proposal for Mural Design on South Street Sidewalk Wall Joel Lewis, Create Waunakee Committee member presented on the proposed mural. Motion by Phil Willems, second by Nila Frye to approve the proposed mural design for installation along the sidewalk wall near the former Library. Motion passed: For: 7, Against: 0. 3 Discuss and Take Action on Parking Facility Partnership with Waunakee School District at 710 South St. Sheryll Gehrmann, the Waunakee Food Pantry, supports the proposed parking partnership concept. Lisa Humenik, Waunakee Neighborhood Connection, supports the proposed solution to the parking lot at the old library. Motion by Gary Herzberg, second by Erin Moran to authorize the Village Attorney and Village Administrator to prepare for approval necessary documents and agreements based on proposed concepts for parking facility partnership with the Waunakee Area School District at 710 South Street. Motion passed: For: 7, Against: 0. 4 Discuss and Take Action on Pavement and Facility Modifications/Repairs using ARPA Funding at the Former Library Building (710 South St) Motion by Sam Kaufmann, second by Nila Frye to approve the following actions related to the former Village Library at 710 South Street: 1. Proceed with paving project for resurfacing and sidewalk installation of lower parking lot; and, 2. Proceed with upper parking lot modifications to add eight stalls to the existing School District lot: and, 3. Proceed with low bid contractor, Greiber Heating and Sheet Metal, for HVAC repairs and replacements; and, 4. Authorize solicitation of bids for interior lower-level remodeling. Motion passed: For: 7, Against: 0. 5 Discuss and Take Action on Aquatics Planning Process - Consider Referendum Explanatory Statement Motion by Phil Willems, second by Joe Zitzelsberger to approve the explanatory statement (as proposed or as edited) related to the November 8, 2022, general election advisory referendum regarding construction of a public outdoor aquatic’s facility. Motion passed: For: 7, Against: 0. 6 Discuss and Take Action on possible land swap with Durst Property owners, including related agreement for costs, and on timing and construction of potential trail improvements.* There was a discussion regarding the potential land swap and the opportunity for a cost share agreement. Motion by Gary Herzberg, second by Phil Willems, to authorize staff to negotiate a cost sharing agreement with the Durst property owners. Motion passed: For: 7, Against:0. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. ADJOURN *As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public comment period on Board meeting agendas to afford an opportunity for valued public comments. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in back-and-forth discussion or take formal action during this period. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request.
