VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street July 5, 2022 6:00 PM Meeting Minutes CALL TO ORDER The July 5, 2022 Village Board meeting was called to order by President Chris Zellner at 6:01 p.m. ROLL CALL Present: Nila Frye, Phil Willems, Chris Zellner, Joe Zitzelsberger and Sam Kaufmann. Erin Moran arrived at 6:04 pm and Gary Herzberg arrived at 6:08 pm. Also Present: Todd Schmidt, Bryan Kleinmaier, Renee Meinholz, Tim Semmann, Bill Frederick, Jared Heyn, Sue McDade. CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Clerk Karla Endres for open meeting compliance. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Sam Kaufmann, second by Joe Zitzelsberger to approve consent agenda items 1-7, 9. Motion passed: For: 5, Against: 0. Motion by Nila Frye, second by Phil Willems to approve consent agenda item 8. Motion passed: For: 5, Against: 0. 1 Approve Lot Line Adjustment for Lots 1 & 2, Tuscany Ridge Subdivision Motion to approve of the CSM that will combine two lots into one lot, subject final review by the Village Engineer. 2 Approve Schedule of Bills approve check numbers 3 Approve Village Board Minutes from June 20, 2022 approve the June 20, 2022 Village Board Minutes 4 Approve Temporary Class "B" / "Class B" Retailer's License Application for Chamber of Commerce WaunaFest approve of the Temporary Class “B” license application for the Waunakee Area Chamber of Commerce for WaunaFest on July 28, 2022 to July 30, 2022. 5 Approve Amplified Music Permit for Waunakee Chamber of Commerce for WaunaFest approve the amplified music permit for the Waunakee Area Chamber of Commerce for WaunaFest on July 28, 2022 to July 31, 2022. 6 Approve Temporary Class "B" / "Class B" Retailer's License Application for Chamber of Commerce WaunaFest Run approve of the Temporary Class “B” license application for the Waunakee Area Chamber of Commerce for the WaunaFest Run on July 30, 2022. 7 Approve Amplified Music Permit for Waunakee Chamber of Commerce for WaunaFest Run approve the amplified music permit for the Waunakee Area Chamber of Commerce for the WaunaFest Run on July 30, 2022. 8 Approve Dane County Urban County Consortium Notice of Renewal Amendment approve the amendment to the cooperation agreement with Dane County for participation in the Dane County Urban County Consortium. 9 Discuss and Take Action on Security Enhancements at Village Hall Motion to approve the quote from Best Defense for $5,978.49, for installation and $480.00 for yearly monitoring. PUBLIC COMMENT* Maria Patt (1000 Wexford Dr) commented on inclusion of attendee’s names in the minutes, in opposition to the vapes and cigars store on Main Street and requested the businesses on Division Street shield excess materials and clean up. Mary Ellen Kearney (317 W. Main Street) in support of public comment at meetings and inquired on the location of an aquatic’s facility. Mary Heimbecker (306 W Third Street) comment read by Chris Zellner in support of public comment being read aloud at meetings. PUBLIC HEARING* 1 Public Hearing & Discussion/Action on an Amendment to the General Development Plan (GDP) in the Waunakee Business Park for Expansion of the Secure Storage Site and to Allow Truck Rental Use at 1030 Lillian Street Opened public hearing at 6:11pm Closed public hearing at 6:12 pm Motion by Phil Willems, second by Sam Kaufmann to approve an amendment of the GDP for the Waunakee Business Park to allow self-storage and truck rentals on this site, as conditional uses. Motion passed: For: 7, Against: 0. BUSINESS ITEMS 1 Discuss and Take Action on Public Meeting Minute-Taking and Public Comment Procedures Discussion on including the attendee’s names in the official minutes. There will be future discussion. No action taken. 2 Discuss and Take Action on Aquatics Planning Process - Consider Potential Referendum Question Discussion on potential location of aquatics facility as well as draft explanatory statement. Motion by Chris Zellner, second by Nila Frye to authorize the Village Clerk to submit the advisory referendum question regarding construction of a public outdoor aquatics facility to Dane County for inclusion in the November 8, 2022, general election. Motion passed: For 7, Against: 0. Further discussion of explanatory statement will be presented at a future Board meeting. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in back-and-forth discussion or take formal action during this period. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request.
