VILLAGE OF WAUNAKEE BOARD MEETING 500 West Main Street June 20, 2022 6:00 PM Meeting Minutes CALL TO ORDER The June 20, 2022 Village Board meeting was called to order by President Chris Zellner at 6:01 PM ROLL CALL Present: Nila Frye, Sam Kaufmann, Phil Willems, Chris Zellner, Joe Zitzelsberger, Gary Herzberg. Erin Moran was excused. Also Present: Renee Meinholz and Bill Frederick. CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Clerk Karla Endres for open meeting compliance. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Gary Herzberg, second by Nila Frye, to approve the consent agenda items #1,2,3& 5. Motion Passed: For: 6, Against: 0 Motion by Joe Zitzelsberger, second by Phil Willems, to approve item #4, amplified music permit for American Legion Post 360 for WaunaFest. Motion passed: For: 6, Against: 0. 1 Approve Schedule of Bills approve check numbers 85550-85580 totaling $238,600.84, WEX in the amount of $6,450.97, US Bank in the amount of $174,714.08, and check numbers 85582-85610 totaling $256,695.05. 2 Approve Village Board Minutes from June 6, 2022 approve the June 6, 2022 Village Board Minutes 3 Approve ETJ CSM for Koenig-Kaltenberg, Patton Road, Town of Vienna Motion to not object to the proposed D & J Kaltenberg CSM for Patton Road in the Town of Vienna. 4 Approve Amplified Music Permit for American Legion Post 360 for WaunaFest approve of the amplified music permit for the American Legion Post 360 for WaunaFest on July 28, 2022 to July 31, 2022. 5 Approve Appointment of Ronald Plumer to the Public Works Committee approve the appointment of Ronald Plumer to the Public Works Committee PUBLIC COMMENT* No public comment requests. BUSINESS ITEMS 1 Discuss and take action on agreement with the Wisconsin DOT to purchase access rights allowing Breunig Boulevard to connect to/from STH 19/113 Motion by Phil Willems, second by Sam Kaufmann, to approve the access rights purchase agreement conditioned on all outstanding issues being resolved to the satisfaction of the Community Development Director and Village Attorney with the developer for Heritage Hills to reimburse the Village. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in back-and-forth discussion or take formal action during this period. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request. Next scheduled meeting is July 5, 2022 6:00 PM.
