VILLAGE OF WAUNAKEE BOARD MEETING 201 N. Madison Street, Waunakee Public Library October 3, 2022 6:00 PM Meeting Minutes CALL TO ORDER The October 3, 2022 Village Board meeting was called to order by President Chris Zellner at 6:04 p.m. ROLL CALL Present: Nila Frye, Phil Willems, Erin Moran, Joe Zitzelsberger, Gary Herzberg, Chris Zellner and Sam Kaufmann. Also Present: Todd Schmidt, Bryan Kleinmaier, Renee Meinholz, Bill Frederick, Sue McDade and Jared Heyn. CONFIRMATION OF OPEN MEETING COMPLIANCE (Public postings, official notices, and online availability) Public postings, official notices, and online availability were confirmed by Village Clerk Karla Endres for open meeting compliance. PUBLIC COMMENT* Michelle McGrath, 1708 Dunwoody Lane, asked that the temporary liquor license for the Wildcat Classic not be considered as part of the consent agenda. Linda Ashmore, 114 South Street, spoke in opposition of the temporary liquor license, TIF request for Baker Street and concerns with the proposed aquatics center. CONSENT AGENDA Items under the consent agenda may be acted upon by one motion. If, in the judgment of any Board Member, a consent agenda item needs discussion, the item may be moved to later on the agenda for discussion and/or action. Motion by Sam Kaufmann, second by Phil Willems to approve consent agenda items 1, 2 & 5. Motion passed: For: 7, Against: 0. There was a discussion by the Village Board regarding the Temporary Class “B”/ “Class B” retailers license for the Wildcat Youth Hockey Association. Motion by Nila Frye, second by Sam Kaufmann to not approve the Temporary Class “B”/ “Class B” license for Wildcat Youth Hockey Association for the Wildcat Classic at The Ice Pond (1110 Prairie View Drive) on October 29, 2022. Motion failed. For: 2, Against: 5. Motion by Phil Willems, second by Erin Moran to table the Temporary Class “B”/ “Class B” license for Wildcat Youth Hockey Association agenda item until the next meeting. Motion passed. For: 7, Against: 0. Motion by Joe Zitzelsberger, second by Nila Frye to approve the Five-Year Public Works Improvement plan as recommended by the Public Works Committee and as presented. Motion passed. For: 7, Against: 0. 1 Approve Schedule of Bills approve US Bank in the amount of $141,260.33, check numbers 85917-85932 totaling $639,767.73, and 85933-85966 totaling $242,492.12. 2 Approve Village Board Minutes from September 19, 2022 approve Village Board minutes from September 19, 2022 3 Approve Temporary Class "B" / "Class B" Retailer's License Application for Wildcat Youth Hockey Association for the Wildcat Classic at The Ice Pond (1110 Prairie View Drive) on October 29, 2022 approve an application for a Temporary Class “B” / “Class B” license for Wildcat Youth Hockey Association for the Wildcat Classic at The Ice Pond (1110 Prairie View Drive) on October 29, 2022. 4 Approve Five Year Public Works Improvements Plan Motion to approve the Five-Year Public Works Improvement plan as recommended by the Public Works Committee and as presented. 5 Approve Municipal Court Clerk/Citizen Service Representative Job Description Staff recommends approval of the Municipal Court Clerk/Citizen Service Representative position as presented. PRESENTATIONS 1 Public Information Meeting – Village Referendum on Potential Public Aquatics Facility (including opportunity for questions from the public) Sue McDade presented along with George Deines from Councilman-Hunsaker, the potential aquatics facility. There were a few questions from the audience regarding how the Village would account for inflation of operating costs, membership costs and borrowing and interest expenses. No further action was taken. 2 Introduction to Updated and Revised Village Website (Set to Launch October 12th) Jared Heyn presented the updated website and new features. No action taken. LICENSES/PERMITS 1 Discuss and Take Action on Change of Agent for Walgreens dba Walgreens 5669 Motion by Erin Moran, second by Joe Zitzelsberger to approve Michaela Feldmeier as agent for Walgreens, dba Walgreens 5669. Motion passed. For: 7, Against 0. BUSINESS ITEMS 1 Discuss and Take Action on Request to Fly Ho-Chunk Nation Flag at Village Hall During Native American Heritage Month Motion by Phil Willems, second by Sam Kaufmann to authorize the display of the Ho- Chunk Nation Flag above Village Hall during November 2022 in recognition of Native American Heritage Month. Motion passed. For: 7, Against 0. 2 Discuss and Take Action on TIF Agreement with 100 Baker Street, LLC for Interior Improvements to the Building Located at 100 Baker Street* David Jacobson and Brett Bauer, owners of 100 Baker Street, presented their request for TIF for the 100 Baker Street LLC project. Motion by Chris Zellner, second by Erin Moran to approve the requested TIF assistance Development Agreement, subject to final review and approval of the development agreement by the Village Administrator and Village Attorney with additional language to include an easement and historic preservation. The Village Board may reconvene in open session and discuss and take action on the subject matter discussed in closed session. ADJOURN *As permitted by the Wisconsin open meetings law, the Village Board has chosen to list a public comment period on Board meeting agendas to afford an opportunity for valued public comments. This is specifically listed on the agenda as PUBLIC COMMENT. The Village Board may not engage in back-and-forth discussion or take formal action during this period. The Board may consider deferring the subject to a later meeting when specific notice can be given. Note: In general, Wisconsin law grants citizens the right to attend and observe open session meetings of the Village Board, but does not require allowing the public to speak or actively participate. The Village Board may determine if citizen participation will be allowed and to what extent. State statute and/or Village Code requires the Village Board to hold PUBLIC HEARINGS on certain specified matters where the public can comment on the particular subject. The meeting chairperson will identify rules for providing comments. Other items on the agenda which are not listed for public hearing do not require the Board to allow public comment, however the meeting chairperson can at his/her own discretion allow limited public comments. Any person who has a qualifying disability as defined by the Americans with Disabilities Act that requires the meeting or materials at the meeting to be in an accessible location or format should contact the municipal clerk at (608) 850-8500, 500 West Main Street, Waunakee, Wisconsin, at least twenty-four hours prior to the commencement of the meeting so that any necessary arrangements can be made to accommodate each request.
